Ayearago,whenItookofficeinthemidstoftheworstrecessionsincetheGreatDepression,Ipromisedyoutwothings.
Thefirstwasthattherewouldbebetterdaysahead.
Andthesecondwasthattheroadtorecoverywouldbelong,andsometimesbumpy.
Thatwasbroughthomeagainyesterday.
WelearnedthatinNovember,oureconomysawitsfirstmonthofjobgainsinnearlytwoyears–butlastmonth,welostmorethanwegained.
Now,weknowthatnosinglemonthmakesatrend,andjoblossesforthefinalquarterof2009wereone-tenthwhattheywereinthefirstquarter.
Butuntilweseeatrendofgood,sustainablejobcreation,wewillberelentlessinoureffortstoputAmericabacktowork.
Thattaskgoesevendeeperthanreplacingthesevenmillionjobsthathavebeenlostoverthepasttwoyears.
Weneedtorebuildoureconomyinsuchawaythatourfamiliescanfeelameasureofsecurityagain.
ToomanyofthefolksI’vetalkedwiththisyear,andwhosestoriesIreadinlettersatnight,tellmethatthey’veknowntheirownprivaterecessionssincelongbeforeeconomistsdeclaredone–andthey’llstillfeeltherecessionlongaftereconomistshavedeclareditover.
That’sbecause,fordecades,Washingtonavoideddoingwhatwasrightinfavorofdoingwhatwaseasy.
Andtheresultwasaneconomywheresomemadeoutwell,butthemiddleclasstoooftentookabeating.
Overthepastdecade,theincomeoftheaveragehouseholdactuallydeclined,andwelostasmanyjobsaswecreated.
Hardworkingfolkswhodideverythingrightsuddenlyfoundthemselvesforcedtodownscaletheirdreamsbecauseofeconomicfactorsbeyondtheircontrol.
We’retalkingaboutsimpledreams.
Americandreams.
Agoodjobwithagoodwage.
Asecureanddignifiedretirement.
Stablehealthcaresoyoudon’tgobrokejustbecauseyougetsick.
Thechancetogiveourkidsabettershotthanwegot.
That’swhy,aswebegintoemergefromthiscrisis,wewillnotreturntothecomplacencythathelpedcauseit.
EvenaswefocusonputtingAmericabacktoworktoday,we’rebuildinganewfoundationforoureconomytocreatethegood,lastingjobsandsharedprosperityoftomorrow.
We’remakinghistoricinvestmentsinscienceandinacleanenergyeconomythatwillgenerateandkeepthejobsandindustriesofthefuturerighthereinAmerica.
We’rereformingoureducationsystem,sothatourkidsarefullypreparedtocompetewithworkersanywhereintheworldandwintheraceforthe21stcentury.
We’refixingourbrokenhealthinsurancesystemthat’scrushingfamilies,eatingawayatworkers’take-homepay,andnailingsmallbusinesseswithdouble-digitpremiumincreases.
Andthat’swhatI’dliketofocusonforaminute.
Afteralongandthoroughdebate,weareonthevergeofpassinghealthinsurancereformthatwillfinallyofferAmericansthesecurityofknowingthey’llhavequality,affordablehealthcarewhethertheylosetheirjob,changejobs,move,orgetsick.
Theworstpracticesoftheinsuranceindustrywillbebannedforever.
Andcostswillfinallycomedownforfamilies,businesses,andourgovernment.
Now,it’lltakeafewyearstofullyimplementthesereformsinaresponsibleway.
ButwhateveryAmericanshouldknowisthatonceIsignhealthinsurancereformintolaw,therearedozensofprotectionsandbenefitsthatwilltakeeffectthisyear.
UninsuredAmericanswithapre-existingillnessorconditionwillfinallybeabletopurchasecoveragetheycanafford.
Childrenwithpre-existingconditionswillnolongerberefusedcoverage,andyoungadultswillbeabletostayontheirparents’policyuntilthey’re26or27yearsold.
Smallbusinessownerswhocan’taffordtocovertheiremployeeswillbeimmediatelyofferedtaxcreditstopurchasecoverage.
Earlyretireeswhoreceivecoveragefromtheiremployerswillseetheircoverageprotectedandtheirpremiumsgodown.
Seniorswhofallintothecoveragegapknownasthedonutholewillreceivediscountsofupto50percentontheirprescriptionsaswebegintoclosethatgapaltogether.
Andeverypatient’schoiceofdoctorwillbeprotected,alongwithaccesstoemergencycare.
Here’swhatelsewillhappenwithinthefirstyear.
Insuranceplanswillberequiredtoofferfreepreventivecaretotheircustomers–sothatwecanstartcatchingpreventableillnessesanddiseasesonthefrontend.
They’llnolongerbeallowedtoimposerestrictiveannuallimitsontheamountofcoverageyoureceiveorlifetimelimitsontheamountofbenefitsyoureceive.
They’llbeprohibitedfromdroppingyourcoveragewhenyougetsickandneeditmost.
Andtherewillbeanew,independentappealsprocessforanyonewhofeelstheywereunfairlydeniedaclaimbytheirinsurancecompany.
