cametohangzhouasgovernor.alreadyanaccomplishedpoet,hisdeedsathangzhoumadehimagreatgovernor.herealisedthatthefarmlandnearbydependedonthewaterofwestlake,butduetonegligenceofformergovernors,theolddykehadcollapsed,thewaterlevelofwestlakedriedout,andthelocalfarmerssufferedseveredrought.heorderedtheconstructionofastrongerandtallerdyke,withadamtocontroltheflowofwater,andthussolvedthedroughtproblem.thelivelihoodoflocalpeopleofhangzhouimprovedoverthefollowingyears.nowthatbaijujihadmoreleisuretimetoenjoythebeautyofwestlake,hevisitedwestlakealmosteveryday.heorderedtheconstructionofacausewayconnectingthebrokenbridgewiththesolitaryhill,tofacilitatewalkingonfoot,insteadofdependingonboat.thenheplantedpeachtreesandwillowstreesalongthedyke,makingitabeautifullandmarkofwestlake.thiscausewaywaslaternamedbaidicausewayinbaijuyishonour.

overtwohundredyearslater,inthebeginningofsongdynastysyuanyouera（1086-1094）,anothergreatpoet,sushi（sudongpo）,cametohangzhouasgovernor.bythattime,thefarmerssuffereddroughtagain,duetoovergrowthoftheweedsatthebottomofthelakecloggingtheirrigationducts.heordereddredgingofthelakeandpiledupallthemudintoanothercauseway,inthestyleofbaicauseway,butmuchwiderandnearlythreetimesaslong,healsoplantedwillowtreesalongitsbanks.thiscausewaywaslaternamedafterhimasthesucauseway.therearesixbridgesalongthe2.6kmsucauseway.springdawnonthesucausewayisoneoftheattractionsatthewestlake.
