1SCOPE

ThisBUCCQualityManual（QM）isthemaindocumentthatdescribesBUCC'

sQualitySystem.ItservesasapermanentreferenceintheimplementationandmaintenanceofthesystemwhichissetuptomeettherequirementsofISO9002:

1994.

ThefieldofapplicationoftheQMcoversprimarilytheconstructionactivitiesattheprojectsites.ItalsocoversthesupportactivitiesatHeadOfficeChina（HOC）sincethesearealsocontributingtotheprojectperformance.

TheQualitySystemisapplicabletothesiteconstructionandinstallationactivitiesdefinedinsection1.3ofthisQM.ItalsoappliestoallgeographicallocationswhereBUCCoperatesprojects,evenif,forcommercialreasons,thecompanyoperatesunderadifferentnamethanthatspecifiedonthecertificate.

INTRODUCTION

2.1General

TheQualityManualRevisionAwasfirstissuedin1993,forimmediateimplementationbyBUCCpersonnel.Sinceitsintroduction,ithasbeenrevisedtobringtheQMinlinewiththe1994editionoftheISO9002standard.

TheQMwasissuedinorderto:

1）CommunicateBUCCpoliciesandprocedures.

2）DemonstratecomplianceoftheBUCCqualitysystemwiththerequirementsofISO9002:

3）GiveconfidencetoBUCCClientsofthecompany'

sabilitytodeliverandmaintainthedesiredqualityinconstructionandinstallationservices.

4）FamiliarisepersonnelintheBUCCqualitysystemandprocedures.

5）UseitasatoolbyBUCCmanagementforoverallperformancemeasurement,evaluationandinitiationofqualityimprovementefforts.

QUALITYMANUALCONTROL

1）ThisQualityManualwaspreparedbyHOCQualityAssuranceDepartment（QAD）reviewedbytheManagerConstructionDepartmentandapprovedpriortoissuebytheChiefEngineer.

2）Followingapproval,theQMisdistributedbyQADinacontrolledmanner.ControlledcopiesarestampedandnumbereduniquelyinaccordancewiththedistributionlistretainedbyQAD.UncontrolledcopiesoftheQMmayalsobedistributedforproposalpurposes,customeroffsiteusageandotherreasons.Theseshallbestampedas'

andshallbeissuedbyQADwhereappropriate.Controlofsuchcopiesshallnotbemaintained.

3）OnlycontrolledcopiesshallbeusedbyBUCCpersonnel.

4）RevisionstotheQMshalltakeplacetomeetrespectivechangesinapplicablestandards,administrativechangesinBUCCaswellasimprovementsinthequalitysystem.

a）ChangestotheQMmaybeproposedbyanyQMuserwithinBUCC.ChangesshallbecommunicatedtoHOC-QADorminutedinManagementReviewMeetings.

b）Revisedsectionsshallbemarkedbyaverticallineontherighthandsideofeachpage.Thenewrevisionnumbershallbemarkedagainstthislineasappropriate.ThispresentissuehasbeenrenumberedtoREV1.

c）HOC-QADisresponsibleforreceipt,assessmentandprocessingofproposedchangesasperparagraph2.4.1.

d）EachholderofacontrolledcopyoftheQMshallbegivenacontrolledcopyoftherevisedpagesforincorporationintohisQM.Thereplacedpagesshallbedestroyedbytheholder.

e）Revisedparagraphshallbemarkedasdescribedinparagraph2.4.2,andalistofamendedparagraphs（aswellastheamendedpages）shallbedistributedbyHOC-QADtoallQMcontrolledcopyholders.
