2013年～电力集团公司二届一次职代会和党的工作会议相继闭幕～为了更好地贯彻落实公司“两会”精神～扎扎实实地开展好以“固本强基～创优增效”为主题的形势任务教育尤为重要。

“固本”就是进一步突出发展主营业务,“强基”就是按照集团公司和辽河油田的要求～进一步夯实以“新三基”为主要内容的基层基础工作,“创优”就是各级领导干部、广大职工群众立足岗位创佳绩、建功业,“增效”就是广开财源～多点创效～确保完成各项既定经营目标。

“固本”、“强基”、“创优”是措施和途径～“增效”是最终目的和结果。

各级党组织～要通过开展2013年首轮形势任务教育～把广大职工的思想统一到公司二届一次职代会和党的工作会议精神上来～把干劲激发到完成各项工作任务上来～把人心凝聚到电力集团公司可持续发展上来。

一、认清形势砥砺精神

明确宏观经济大势。

美国经济复苏乏力～欧债危机加剧～世界经济探底回升艰难。

正确认识和把握国家经济政策的改变～以更加灵敏的触角～感悟到近几年国家宏观经济政策的变化:

2011年国家实行积极稳健的经济政策～2012年国家实行稳中求进的经济政策～2013年在稳中求进的基础上～推出了“效率”和“质量”新提法～表明新一届中央领导集体对经济工作的指导思想开始由粗放快速的模式向重质量、有内涵的方向发展。

明确中国石油的发展态势。

为了更好地贯彻落实党的十八大精神～集团公司党组织明确提出～到2015年基本建成综合性国际能源公司～到2020年～全面建成世界水平和综合性国际能源公司～实现“三个60%～两个倍增”～规模总量、质量效益、生产效益、影响力和带动力显著增强～持续成为国民经济的战略支柱产业。

明确辽河油田发展的总体趋势。

“33343”是辽河油田发展的总思路,千万吨产量规模、千亿元经济规模即“双千”是辽河油田企业发展的总目标,“打造辽河新形象～提升油田软实力～实现事业新发展”是辽河油田企业发展的总要求。

从2013年到2015年～辽河油田将如期建成“双千”企业～2016年到2020年是辽河油田加快发展～努力向“两个倍增”迈进的重要战略机遇期～在此期间～油田将坚持发展油气主营业务不动摇～着力建设好“三色辽河”。

是千万吨原油产量主营业务～这是基础、是血脉,“绿色辽河”指的是加快推进“气化辽宁”工程～这是增规模、增实力、增效益、净化环境的新动脉,“蓝色辽河”指的是向海发展～建立原油产量的战略接替区～这是辽河的未来、是希望。

“三色辽河”的推进～是油田实现百年发展梦想的根基。

明确电力集团公司的目标、任务。

2013年～电力集团公司总体工作思路是:

深入贯彻党的十八大精神～全面落实油田公司各项工作部署～持续把握稳中求进和效率质量总基调～突出电热主营业务～协调推动各项工作～进一步实施全面强化管理战略～狠抓安全环保～充分发挥政治文化优势～全力维护和谐稳定大局～实现公司持续有效发展。

主要工作目标是:

发电3.0亿Kw〃h～销售电量28.5亿Kw〃h～供热

2256万GJ～集中供暖599万m～完成经济总收入25.11亿元～实现利润560万元。

安全生产实现“四个杜绝～三个控制～一个保持”。

全力落实职工福利待遇～保证职工收入与生产经营同步发展。

2013年公司重点工作主要有六项:

一是倾力服务油田改革发展。

坚持服务油田基本定位不动摇～持续打造专业优势～全面提供优质服务～充分考虑各种外在因素～统筹安排好各项生产工作。

二是扎实推进本质安全建设。

把安全生产、节能减排作为可持续发展的保障工程来抓～不断强化对安全环保工作长期性、艰巨性、复杂性认识～科学做好各项工作。

三是稳步提升经济发展质量。
