I.ReviewoftheWorkofthePastFiveYears

ThepastfiveyearssincetheFirstSessionofthe10thNationalPeople'

sCongresswasamomentousperiod.UndertheleadershipoftheCommunistPartyofChina（CPC）,governmentsatalllevelsandpeopleofalltheethnicgroupsinChinadiligentlyfollowedtheguidingprinciplessetoutatthe16thCPCNationalCongressandworkedinconcertandwithdedication.Wevigorouslyrespondedtothecomplexandvolatileinternationalenvironment,strovetoovercomevariousdifficultieshinderingeconomicandsocialdevelopment,andprevailedoverthesuddenandsevereoutbreakofSARSandcatastrophicnaturaldisasterssuchastherecentsnowandicestormsinthesouththattheregionhasrarelyseenbefore.Wemademajorachievementsinreform,openingupandmodernization,whichattractedtheattentionoftheworld.

-Theeconomyreachedanewhigh.China'

sGDPin2007reached24.66trillionyuan,anincreaseof65.5%over2002andanaverageannualincreaseof10.6%,risingfromthesixthhighestoneintheworldtothefourth.Totalgovernmentrevenuereached5.13trillionyuan,a171%increaseover2002.Ourforeignexchangereservesexceeded1.52trillionU.S.dollars.

-Theagriculturaltaxwasrescinded,endingthecenturies-oldpracticeoffarmerspayingtaxes.China'

sgrainoutputrosefourconsecutiveyearstoreach501.5milliontonsin2007.

-Majorprogresswasmadeinthereformofstate-ownedenterprises（SOEs）,thefinancialsystem,fiscalandtaxationsystems,thesystemofforeigntradeandeconomiccooperation,andtheadministrativesystem.Chinahasenteredanewstageindevelopingamoreopeneconomy.Totalvolumeofimportsandexportsreached2.17trilliondollarsin2007,raisingChinafromthesixthlargesttradingnationintheworldtothethirdlargest.

-GoodprogresswasmadeineffortstomakeChinamoreinnovative,andanumberofmajorscientificandtechnologicalinnovationswithinternationalimpactweremade.Mannedspaceflightsandourfirstmoonexplorationprojectweresuccessfullycarriedout.

-Freecompulsoryeducationwasmadeavailabletoallruralstudents,markinganimportantmilestoneinthehistoryofthedevelopmentofeducationinChina.Thebasicframeworksforapublichealthsystemandasystemofbasicmedicalservicescoveringbothurbanandruralareashavebeenputinplace.

-Steadyimprovementwasmadeintheurbanandruralsystemofpublicculturalservices.Significantprogresswasmadeinreformoftheculturalmanagementsystem,andthedevelopmentofculturalprogramsandculturalindustrieswasaccelerated.TheShanghaiSpecialOlympicswassuccessfullyheld.Preparationsforthe2008OlympicsandParalympicsinBeijingandthe2010WorldExpoinShanghaiproceededsmoothly.

-Progresswasmadeindevelopingdemocracyandthelegalsystemandinenhancinglaw-basedgovernment.Greatereffortsweremadetosafeguardpeople'

srightsandinterestsandensuresocialfairnessandjustice.

-People'

slivingstandardsimprovedsignificantly.Fifty-onemillionurbanjobswerecreatedoverthepastfiveyears.Urbanpercapitaannualdisposableincomerosefrom7,703yuanin2002to13,786yuanin2007,andruralpercapitaannualnetincomerosefrom2,476yuanto4,140yuanduringthesameperiod.Thebasicframeworkforasocialsafetynetforbothurbanandruralareaswasputinplace.Thenumberofpeoplelivinginpovertywasreducedeveryyear.

Alltheseimprovementsfullydemonstratethatduringthepastfive-yearperiodgreatstridesweremadeincarryingoutreformandopeningupandbuildingamoderatelyprosperoussocietyinallrespects.Duringthistimetheproductiveforcesandoverallnationalstrengthweresignificantlyimproved,socialprogramswerecomprehensivelydeveloped,peoplereceivedevengreaterbenefitsandChina'

sinternationalstandingandinfluenceconstantlygrew.

DuringthepastfiveyearsweestablishedandputintopracticetheScientificOutlookonDevelopment,workedhardoneconomicdevelopment,deepenedreformandopeningup,ensuredthewellbeingofthepeople,improvedtheirlives,andpromotedsocialharmony.Wemadegreateffortsandaccomplishedagreatdeal.
