Fordecades,Westernleadershavebelievedthatloweringtradebarriersandtariffswasanaturalgood.1）Doingso,theyreasoned,wouldleadtogreatereconomicefficiencyandproductivity,whichinturnwouldimprovehumanwelfare.Championingfreetradethusbecameamoral,notjustaneconomic,cause.

Theseleaders,ofcourse,weren’tactingoutofunselfishness.Theyknewtheireconomieswerethemostcompetitive,sothey’dprofitmostfromliberalization.AnddevelopingcountriesfearedthattheireconomieswouldbeswampedbysuperiorWesternproductivity.Today,however,thetableshaveturned—thoughfewacknowledgeit.TheWestcontinuestopreachfreetrade,butpracticesitlessandless.Asia,meanwhile,continuestopleadforspecialprotectionbutpracticesmoreandmorefreetrade.

That’swhySarkozy’swordsweresoimportant:
