Preface前言

TheAmericanChemicalSocietyservesthechemistryprofessionandsocietyatlargeinmanyways,amongthembypublishingjournalswhichpresenttheresultsofscientificandengineeringresearch.EveryeditorofaSocietyjournalhastheresponsibilitytoestablishandmaintainguidelinesforselectingandacceptingpaperssubmittedtothatjournal.Inthemain,theseguidelinesderivefromtheSociety’sdefinitionofthescopeofthejournalandfromtheeditor’sperceptionofstandardsofqualityforscientificworkanditspresentation.

1.Aneditorshouldgiveunbiasedconsiderationtoallmanuscriptsofferedforpublication,judgingeachonitsmeritswithoutregardtorace,religion,nationality,sex,seniority,orinstitutionalaffiliationoftheauthor（s）.Aneditormay,however,takeintoaccountrelationshipsofamanuscriptimmediatelyunderconsiderationtootherspreviouslyorconcurrentlyofferedbythesameauthor（s）.

2.Aneditorshouldconsidermanuscriptssubmittedforpublicationwithallreasonablespeed

3.Thesoleresponsibilityforacceptanceorrejectionofamanuscriptrestswiththeeditor.Responsibleandprudentexerciseofthisdutynormallyrequiresthattheeditorseekadvicefromreviewers,chosenfortheirexpertiseandgoodjudgment,astothequalityandreliabilityofmanuscriptssubmittedforpublication.However,manuscriptsmayberejectedwithoutexternalreviewifconsideredbytheeditorstobeinappropriateforthejournal.Suchrejectionsmaybebasedonthefailureofthemanuscripttofitthescopeofthejournal,tobeofcurrentorsufficientlybroadinterest,toprovideadequatedepthofcontent,tobewritteninacceptableEnglish,orotherreasons.

4.Theeditorandmembersoftheeditor’sstaffshouldnotdiscloseanyinformationaboutamanuscriptunderconsiderationtoanyoneotherthanthosefromwhomprofessionaladviceissought.（However,aneditorwhosolicits,orotherwisearrangesbeforehand,thesubmissionofmanuscriptsmayneedtodisclosetoaprospectiveauthorthefactthatarelevantmanuscriptbyanotherauthorhasbeenreceivedorisinpreparation.）Afteradecisionhasbeenmadeaboutamanuscript,theeditorandmembersoftheeditor’sstaffmaydiscloseorpublishmanuscripttitlesandauthors’namesofpapersthathavebeenacceptedforpublication,butnomorethanthatunlesstheauthor’spermiss
