摘要

本文的主要目的，在于探讨使工业在发展中自觉走上保护环境和可持续发展道路的目标模式及具体对策。

围绕这一研究目的，本文采用规范研究和实证研究相结合的方法，在对我国工业发展实践与趋势进行综合分析基础上，运用经济学关于“外部成本内部化”、科斯定理等理论，设计了符合工业发展实际的目标体制机制，并进一步提出了实现这一目标体制机制的具体对策和措施。

本文认为，要真正使工业自觉走上保护环境和可持续发展道路，必须从企业、市场、政府和公众等四个方面着手，努力构建以工业保护环境为目标、以工业企业可持续发展为核心、以市场需求为导向、以政府有效管理为保证、以社会公众有效监督为补充的工业保护环境的体制机制。

为了使这一目标体制机制尽快实现，必须更新发展观念、调整发展思路，必须加快市场建设、制度建设和立法进程。

全文共分为五个部分：

第一部分：

工业发展中的环境污染问题。

这一部分着重分析了我国乡镇工业发展中存在的环境污染、特点和严重危害。

第二部分：

工业环境污染的背景与成因。

这一部分指出，乡镇工业产生环境污染的历史背景是“先天不足”，现实背景则是政府的政策失调和管理失调。

工业产生环境污染的原因是多方面的，但最根本的原因在于传统的发展模式。

第三部分：

环境污染控制的理论依据及其在工业发展中的运用。

这一部分从理论上解释了环境污染产生的根源，分析了自然资源定价理论、产权理论和制度选择理论在工业发展中的运用。

然后，分析了工业发展中如何根据污染控制理论，合理选择环境保护手段的问题。

第四部分：

工业环境保护的对策和措施。

为实现工业保护环境的目标体制机制，必须采取切实有效的对策和措施。

这些对策和措施主要包括发展观念、发展思路、市场建设、制度建设和立法进程等五个方面。

thetheoreticalbasisforenvironmentalpollutioncontrolanditsuseinindustrialdevelopment.Thispartofthetheorytoexplaintherootcausesofenvironmentalpollution,analysisofnaturalresourcepricingtheory,propertyrightstheoryandinstitutionalchoicetheoryinindustrialdevelopmentuse.Then,theanalysisofindustrialdevelopmentinthetheoryofhowpollutioncontrol,environmentalprotectionmeansareasonablechoicequestion.

PartIV:

Industrialenvironmentalprotectionpoliciesandmeasures.Toachievethegoalofindustrialsystemsandmechanismstoprotecttheenvironment,musttakeeffectivecountermeasures.Thesepoliciesandmeasuresincludethedevelopmentofconcepts,developmentideas,marketdevelopment,institutionbuildingandlegislativeprocessinfiveareas.
