Whenthebodyof25-year-oldCourtneyHerronwasfoundinRoyalParkinMelbourneonSaturday,May25,itwasnotthefirsttimeahomelesspersonhadbeenkilledinMelbourne.Butthisparticularcasehasshockedthecommunityand,accordingtoinformedsources,panickedtheVictoriangovernment.

CourtneyHerronhadbeensleepingrough(露宿).Shewasexperiencingmentalhealthissuesandtryingtodealwithdrugaddiction.Hershockingdeathremindsusoftheriskofroughsleeping,andthedisturbingandcontinuingrealityofyouthhomelessness.

Someadvocatesarecallingforafocusonroughsleepingandmorecrisisaccommodationinthemajorcitieswherehomelesspeoplearemostvisible.Suchadvocacyiswell-intentionedbutdeeplymisguided.

Similarproposalshavebeenraisedbefore.Intheearly1990s,therewerecallsfortheempty11-storeyPrinceHenryHospitalcomplexonStKildaRoadtobeturnedintoashelterforthehomeless.Fortunately,experiencedsocialworkerscameforwardtoadviseMelbourneCityCouncilnottobowtoloudbutmisguidedadvocacy.TheproposedPrinceHenrySheltercomplexdidnothappenandthehospitalwasdestroyedin1994.

Ofcourse,thereneedstobeanefficientandeffectiveresponsetoroughsleepingintheMelbourneandeveryothercapitalcity.OnlylastyearVictoria’sHomelessnessandRoughSleepingActionPlanwaslaunched,backedbya$9.8millionTowardsHomepackage,“toprovidehousingandsupporttoanincreasingnumberofpeoplesleepingroughacrossinnerMelbourne”.

Thefactisthatthegoalofhousingroughsleepershasnotbeenachieved,despitemanyattemptsovertheyears.Developingmorecrisisaccommodationseemstomakesense,whichisprobablywhysuchproposalscontinuetoberaised.Crisisaccommodationsupportspeoplewhoarecurrentlyhomeless.Ithasanimmediateandshort-termimpact,butcannotreducehomelessness.
