In1985,therewaslittlerainfallinEthiopia,whichledtopoorharvestsandthedeathofmanRofthecountrR‘scattle.ThegravitRofthesituationshockedBobGeldof,anIrishmusician,soheorganizedacharitRconcertcalledLiveAidtoraisemoneRforthevictimsofhungerinEthiopia.Theconcerttookplaceon13JulR1985intwoplaces—LondonandPhiladelphia—andincludedthebiggeststarsofthetime.GeldofintendedtheconcerttoraisemoneRforhungerreliefandtomakethepublicmoreawareoftheproblem.Intheend,$100millionwasraised,whichwasusedtobuRfoodandtoprovidehelpwithdevelopmentprojectsinEthiopia.Theconcertalsomadetheheadlinesaroundtheworld,andputgreatpressureonpoliticiansandstatesmentodosomethingabouttheproblemofworldhunger.
LiveAidwasin1985,butformanRpeopleinthedevelopingworld,diseaseandpovertRarestillaseriousproblem.AccordingtotheUnitedNations,tenmillionpeopledieeverRRearofstarvationorproblemsrelatedtohavingapoordiet.Infact,hungeristheworld‘snumberonehealthrisk,killingmorepeoplethananRdisease.
Inwrestlingwiththedilemmaofworldwidehunger,theUnitedNationssetupanagencRcalledtheWorldFoodProgramme(WFP)in1963.TheWFPhasorganizedanumberofprogrammes,includingtheFood-for-Lifeprogramme,whichsendsemergencRfoodaidtocountriesduringtimesoftrouble;
theFood-for-Growthprogramme,whichtargetspeoplemostatrisk,suchasbabies,pregnantwomenandoldpeople;
andtheFood-for-Workprogramme,whichhelpspeoplewithoutjobssupportthemselvesbRgivingthemworkandpaRingtheminfoodaid.Throughprogrammeslikethese,theWFPhashelpedmorethanonebillionpeoplesinceitwassetup.ThisisbeRonddoubtanamazingachievement,butisitenough?
TodaR,somedevelopingcountriesinAfrica,AsiaandSouthAmericastandatacrossroads.WhiletheRareseeinggreatdevelopment,theRarestillpoorerthanmanRcountriesinotherpartsoftheworld,andthereisadangerthattheRcouldfallfurtherbehinddevelopedcountries.TheRneedhelp,butthesadtruthisthatmerelRsendingloavesofbreadisnotenough.ItisonlRashort-termsolutiontoalong-termproblem.ThereisasaRingthatgoes,‗Giveamanafish,andRoufeedhimforadaR.Teachamantofish,andRoufeedhimfortherestofhislife.‘Inordertofindapermanentsolutiontothislong-termproblem,countriesneedtodevelopsothattheRcaneithergrowthefoodtheRneed,orhaveenoughmoneRtobuRthisfoodontheworldmarket.
WhatdevelopingcountriesreallRneedtodoistostoppovertRbRfightingthecausesofit.OnewaRtohelpacountrRdevelopistoimproveitsinfrastructure.TheinfrastructureofacountrRiswhatmakeseverRthingrunwell,anditincludesthingsliketransport,irrigation,electricitR,telephones,andschools.Thesethingsprovideaframeworkfornewjobstobecreated,allowingpeopletohelpthemselvessothattheRnolongerneedtodependonothers.
AnotherwaRtohelpacountrRisthroughthedevelopmentofprivateenterprisealongwithjobtraininginordertoaddresstheproblemofunemploRment.ForeRample,inAfghanistan,housewivesandwindowshavebeentaughttosewclothing,whichtheRcansellforeRtraincome.IneasternNigeria,RoungpeoplearebeingtrainedtousecomputertechnologRtodeveloptheirproblem-solvingandcommunicationskills,andtofindnewoccupationsinthefieldoftechnologR.InSouthAfrica,acommunitRprogrammeisprovidingtrainingandhelpforpeoplewithoutjobsorhomes,sothattheRcanlearntomakeworksofarttoselltotourists.Althoughthisisabitdifferentfromconventionalbusinesses,theprogrammeisgrowingfast,andmanRpeoplehavebeenquitesuccessfulinit.
FinallR,wemustrememberthatthefutureofacountrRliesinthehandsofitschildren.ThisiswhReducationandtrainingforRoungpeopleissoimportant.
Therearehundredsofsuccessstoriesfromalloverthedevelopingworld,showingthatalotisbeingdonetofightpovertR,Retwecannotpretendthatthefightisover.PovertRisstillkillingpeople.However,thesesmallvictoriesareagoodstarttowardsabetterfuture,astheRarenottheresultsofgivingamanasinglefishsothathecaneatforadaR.TheRaretheresultofteachingamantofishsothathecanfillhisbellRforalifetime.

发展中国家真正需要做的就是通过与贫困的根源做斗争来消灭贫困。
这样做的方法之一就是改善一国的基础设施。
一国的基础设施就是让一切良好运作的设施,包括交通、灌溉、电力、电话和学校等。
这些事业如果发展起来,就会为人们创造就业机会,使得他们可以帮助自己而不用依赖他人。
今天,非洲、亚洲和南美洲的一些发展中国家正处于关键时刻。
当前它们正经理巨大的发展,但同时它们依然比世界上很多其他国家要贫穷,并且有进一步于落后发达国家的危险
它们需要帮助,但不幸的事实是仅有食物援助是不够的那仅仅是一个长期问题的短期解决办法。
为了找到解决这一长期问题的长久之计。
有句俗语是这样说的:
“授人以鱼,三餐之需;
授人以渔,终生之用。
”国家需要发展以生产他们需要的食物,并有足够的钱在世界市场上购买这些食物。
尽管这有一点点不同于传统的商业,但它迅速成长,许多人很成功。
帮助一个国家的另一个方法是通过私营企业伴随职业培训的发展解决失业问题。
例如,在阿富汗,家庭主妇和寡妇们被教授缝制衣服,这些衣服可以出售增加额外收入。
