Whilebankscontinuetoinnovate,rapidanddramaticadvancesinfinancialtechnology(fintech)arebeginningtodisruptthewaytraditionalbanksdobusiness.Astheprudentialregulatorofthefederalbankingsystem,wewantnationalbanksandfederalsavingsassociationstothriveinthisenvironmentandtocontinuefulfillingtheirvitalroleofprovidingfinancialservicestoconsumers,businesses,andtheircommunities.

Ourdiversesystemofbankshasmanyadvantagesindevelopingandadaptingfinancialinnovations.Federallycharteredinstitutionshavestablefundingsources,capital,andextensivecustomerrelationships.Theyalsohavealonghistoryofriskmanagementthathasledtoenhancedinformationsecuritycapabilities,maturecreditmodelingandunderwritingprocesses,andcompliance
programsthathelpprotectconsumers.Thesecapabilitieslayafoundationforinnovationinthe
21stcentury,andaremajorreasonsthefederalbankingsystemstillservesasasourceofstrengthforthenationafter153years.
AttheOfficeoftheComptrolleroftheCurrency(OCC),wearemakingcertainthatinstitutionswithfederalchartershavearegulatoryframeworkthatisreceptivetoresponsibleinnovationalongwiththesupervisionthatsupportsit.
Innovationholdsmuchpromise.Technology,forexample,canpromotefinancialinclusionbyexpandingservicestothe
underserved.Itcanprovidemorecontrolandbettertoolsforfamilies‘AttheOCC,wearemaking
tosave,borrow,andmanagetheirfinancialaffairs.Itcanhelp
companiesandinstitutionsscaleoperationsefficientlytocompeteincertainthatinstitutionswith
themarketplace,anditcanmakebusinessandconsumertransactionsfederalchartershavea
fasterandsafer.

thefederalbankingsystemanddiscussestheprinciplesthatwill
guidethedevelopmentofourframeworkforevaluatingnewandinnovativefinancialproductsandservices.Wewelcomeyourfeedback.
OCCInnovationInitiative
InAugust2015,ComptrolleroftheCurrencyThomasJ.CurryannouncedaninitiativetodevelopacomprehensiveframeworktoimprovetheOCC’sabilitytoidentifyandunderstandtrendsandinnovationsinthefinancialservicesindustry,aswellastheevolvingneedsofconsumersoffinancialservices.1ThisframeworkisintendedtoimprovehowtheOCCevaluatesinnovativeproducts,services,andprocessesthatrequireregulatoryapprovalandidentifiespotentialrisksassociatedwiththem.Evenwhenapprovalofaninnovationisnotnecessary,enhancingtheagency’sunderstandingwillenableittobeamoreeffectiveresourcetoinstitutions,particularlycommunitybanksandthrifts,interestedininnovation.Theframeworkalsowillhelpclarifylinesofcommunicationbetweentheagencyandtheindustryregardingemergingtechnologyandnewproducts,services,andprocesses.
Aspartofthatinitiative,theOCCformedateamofpolicyexperts,examiners,lawyers,andotheragencystaffmemberstogainabetterunderstandingofemergingtechnologyandnewapproachesinfinancialservicesandthenusethatinformationtodesigntheOCC’sframeworkforevaluatingfinancialinnovation.Toobtainabroadperspective,theteammetwithavarietyofgroupstodiscussthechangesinthefinancialservicesindustryandtheopportunitiesandchallengesforbankstoparticipatefullyinthisevolvinglandscape.Thesediscussionsincludedbankersfromcommunity,midsize,andlargebanks;
