1.SCOPE适用围
ThisRegulationcoversnewpneumatictyresdesignedprimarily,butnotonly,forvehiclesincategoriesM2,M3,NandO3andO4./However,itdoesnotapplytotyretypesidentifiedbyspeedcategorysymbolscorrespondingtospeedsbelow80km/h.本条例适用于主要为M2,M3,N和O3以与O4车型设计，而不仅限于这些车型使用的新充气轮胎。
但是，它不适用于由80公里以下时速对应的。
2.DEFINITIONS定义
ForthepurposesofthisRegulation:
实施本条例的目的：
2.1."Typeofpneumatictyre"meansacategoryofpneumatictyreswhichdonotdifferinsuchessentialrespectsas:
“充气轮胎类型”是指在以下几个基本方面相同的充气轮胎类别：
2.1.1.Themanufacturer;制造商；
2.1.2.Tyre-sizedesignation;轮胎规格；
2.1.3.Categoryofuse;使用类别；
2.1.4.Structure（diagonal（bias-ply）;radial）;结构（斜交；子午线）；
2.1.5.Speedcategory;速度级别；
2.1.6.Load-capacityindices;and负荷指数；与
2.1.7.Cross-section;断面；
2.2.Categoryofuse:
使用类别：
2.2.1."Normaltyre"meansatyreintendedfornormal,everyday,on-roaduse;“普通胎”是指为普通路面日常使用设计的轮胎；
2.2.2."Snowtyre"meansatyrewhosetreadpattern,treadcompoundorstructureareprimarilydesignedtoachieveinsnowconditionsaperformancebetterthanthatofanormaltyrewithregardtoitsabilitytoinitiateormaintainvehiclemotion.“雪地胎”是指胎面花纹、胎面胶或胎面结构专为雪地行驶设计的轮胎，在启动或保持车辆运行能力方面，它比普通轮胎的性能更为优越。
2.2.3."Specialusetyre"meansatyreintendedformixedusebothon-andoff-roadorforotherspecialduty.Thesetyresareprimarilydesignedtoinitiateandmaintainthevehicleinmotioninoff-roadconditions;这些轮胎的设计主要是启动和维持在越野条件下运动中的车辆，“特胎”是指为路用和越野多用途使用或其他特殊用途设计的轮胎。
2.2.3.1porfessionailoff-roadtyreisaspecialusetyreprimarilyusedforserviceinsevereoff-roadconditions.（porfessionail越野轮胎是一种特殊的主要用于在越野条件下使用的轮胎。

2.3."Structure"ofapneumatictyremeansthetechnicalcharacteristicsofthetyre'scarcass.Adistinctionismadebetweenthefollowingstructuresinparticular:
充气轮胎的“结构”是指轮胎胎体的技术特征。
尤其是对以下结构进行区分：
2.3.1."Diagonal"or"bias-ply"describesapneumatic-tyrestructureinwhichtheplycordsextendtothebeadsandarelaidatalternateanglessubstantiallylessthan90°tothecentrelineofthetread;“斜交”是指胎体帘线延伸至胎圈，并以与胎面中心线呈小于90°的错角排列的充气轮胎结构；
2.3.2."Radial"describesapneumatic-tyrestructureinwhichtheplycordsextendtothebeadsandarelaidsubstantiallyat90°tothecentrelineofthetread,thecarcassbeingstabilizedbyanessentiallyinextensiblecircumferentialbelt.“子午线”是指胎体帘线延伸至胎圈，并与胎面中心线呈90°排列，胎体由没有伸展性的周向带束层箍紧的充气轮胎结构。
2.4."Bead"meansthepartofapneumatictyrewhichisofsuchshapeandstructureastofittherimandtoholdthetyreonit;“胎圈”是指充气轮胎中形状和结构与轮辋相符并将轮胎箍紧在轮辋上的部件；

2ThisRegulationdefinesrequirementsfortyresasacomponent.Itdoesnotlimittheirinstallationonanycategoriesofvehicles.
2.5."Cord"meansthestrandsformingthefabricofthepliesinthepneumatictyre;“帘线”是指充气轮胎中构成胎体层结构的绳线；
2.6."Ply"meansalayerofrubber-coatedparallelcords;“胎体层”是指一层橡胶包覆的平行帘线；
2.7."Carcass"meansthatpartofapneumatictyreotherthanthetreadandtherubbersidewallswhich,wheninflated,bearstheload;“胎体”是指除胎面和橡胶胎侧之外的充气轮胎部件，充气之后，承载负荷；
2.8."Tread"meansthatpartofapneumatictyrewhichcomesintocontactwiththeground,protectsthecarcassagainstmechanicaldamageandcontributestogroundadhesion;“胎面”指充气轮胎接触地面的部分，它可以保护胎体免受机械损伤，并具有支撑作用；
2.9."Sidewall"meansthepartofapneumatictyrebetweenthetreadandtheareadesignedtobecoveredbytherimflange;“胎侧”是指胎面与设计为将由轮辋边缘盖住的区域之间的充气轮胎部件；
2.10."Lowersidewall"meanstheareaincludedbetweenthelineofmaximumsectionwidthofthetyreandtheareadesignedtobecoveredbytherimflange;“下胎侧”是指轮胎最大断面宽与由轮辋边缘覆盖的区域之间的区域；
2.10.1.However,incaseoftyresidentifiedbythe"tyretorimfitmentconfiguration"（seeparagraph3.1.11.）symbol"A",itmeanstheareaofthetyrewhichisseatingontherim.但是，如果是由“装在轮辋上的轮胎”标记的轮胎（参见3.1.11.节）符号"A"则它是指装在轮辋上的轮胎区域。
2.11."Treadgroove"meansthespacebetweentwoadjacentribsand/orblocksinthetreadpattern;“花纹沟”是指胎面花纹中两个相邻花纹条和/或花纹块之间的间隙；
2.12."Sectionwidth（S）"meansthelineardistancebetweentheoutsidesofthesidewallsofaninflatedpneumatictyre,excludingelevationsduetolabelling（marking）,decorationorprotectivebandsorribs;“断面宽（S）”是指充气轮胎充气后胎侧外部之间的直线距离，因商标（标志）、装饰线或防擦线凸起的部分除外；
2.13."Over-allwidth"meansthelineardistancebetweentheoutsidesofthesidewallsofaninflatedpneumatictyre,includinglabelling（marking）,decorationandprotectivebandsorribs;“总宽度”是指充气轮胎充气后胎侧外部之间的直线距离，包括商标（标志）、装饰线与防擦线；
2.14."Sectionheight（H）"meansadistanceequaltohalfthedifferencebetweentheouterdiameterofthetyreandthenominalrimdiameter;“断面高（H）”是指等于轮胎外直径与轮辋名义直径之间差距一半的距离；
2.15."Nominalaspectratio（Ra）"meansonehundredtimesthenumberobtainedbydividingthenumberexpressingthesectionheight（H）bythenumberexpressingthenominalsectionwidth（S1）,bothdimensionsexpressedinthesameunits;“名义高宽比（Ra）”是指表示断面高（H）的数值除以表示名义断面宽（S1）的数值（两个尺寸单位相同），再乘以100得到的数值；
2.16."Outerdiameter（D）"meanstheoveralldiameterofaninflatednewpneumatictyre;“外直径（D）”是指新充气轮胎充气后的外直径；
2.17."Tyre-sizedesignation"means“轮胎规格”含义
2.17.1.Adesignationshowing:
名称显示：
2.17.1.1.Thenominalsectionwidth（S1）.Thiswidthmustbeexpressedinmm,exceptinthecaseoftypesoftyreforwhichthesizedesignationisshowninthefirstcolumnofthetablesinannex5tothisRegulation;名义断面宽（S1）。
该宽度必须以毫米（mm）表示，规格显示在本条例附件5表格第一栏中的轮胎类型除外；
2.17.1.2.Thenominalaspectratio,exceptinthecaseofcertaintypesoftyreforwhichthesizedesignationisshowninthefirstcolumnofthetablesinannex5tothisRegulationor,dependingonthetyredesigntype,thenominalouterdiameterexpressedinmm;名义高宽比，规格显示在本条例附件5表格第一栏中、或依轮胎花纹类型而定，名义外直径以毫米（mm）表示的某些轮胎类型除外；

2.17.1.3.Aconventionalnumber"d"（the"d"symbol）denotingthenominaldiameteroftherimandcorrespondingtoitsdiameterexpressedeitherincodes（numberbelow100）orinmillimetres（numbersabove100）.Numberscorrespondingtobothtypesofmeasurementmaybeusedtogetherinthedesignation;标志数"d"（符号"d"）表示轮辋名义直径，并与以编码（100以下数值）或毫米（100以上数值）表示的直径对应。
在名称中可以一起使用与两种度量法对应的数值；

2.18."Nominalrimdiameter（d）"meansthediameteroftherimonwhichatyreisdesignedtobemounted;“轮辋名义直径（d）”是指设计来安装轮胎的轮辋直径；1/
2.19."Rim"meansthesupportforatyre-and-tubeassembly,orforatubelesstyre,onwhichsupportthetyrebeadsareseated;“轮辋”是指支撑外胎的部件，支撑无胎轮胎胎圈的部件
2.20."Theoreticalrim"meansarimwhosewidthwouldbeequaltoxtimesthenominalsectionwidthofatyre;thevalueofxshallbespecifiedbythemanufacturerofthetype;“名义轮辋”是指宽度等于轮胎名义断面宽x倍的轮辋；x值由轮胎制造商规定；
2.21."Measuringrim"meanstherimonwhichatyremustbefittedfordimensionalmeasurements;“测量轮辋”是指必须装上轮胎以供尺寸测量的轮辋；
2.22."Testrim"meanstherimonwhichatyremustbefittedforload/speedendurancetesting;“测试轮辋”是指必须装上轮胎以供负荷/速度耐久性测试的轮辋；
2.23."Chunking"meansthebreakingawayofpiecesofrubberfromthetread;“崩花”是指胎面花纹块（条）崩裂或掉块的现象；
2.24."Cordseparation"meansthepartingofthecordsfromtheircoating;“帘线分离”是指帘线从其外层中分离；
2.25."Plyseparation"meansthepartingofadjacentplies;“脱层”是指相邻层的分离；
2.26."Treadseparation"meansthepullingawayofthetreadfromthecarcass;“胎面分离”是指胎面与胎体分离；
2.27."Load-capacityindex"meansoneortwonumberswhichindicatetheloadthetyrecancarryinsingleorinsingleanddualoperationatthespeedcorrespondingtotheassociatedspeedcategoryandwhenoperatedinconformitywiththerequirementsgoverningutilizationspecifiedbythemanufacturer.Atypeofpneumatictyrecanhaveeitheroneortwosetsofloadcapacityindicesdependingonwhetherornottheprovisionsofparagraph6.2.5.areapplied.Thelistoftheseindicesandtheircorrespondingloadsisgiveninannex4
