THEASSEMBLY,

RECALLINGArticle15(j)oftheConventionontheInternationalMaritimeOrganizationconcerningthefunctionsoftheAssemblyinrelationtoregulationsandguidelinesconcerningmaritimesafety,

RECALLINGFURTHERthatitadopted,byresolutionA.564(14),theRevisedRecommendationonFireTestProceduresforSurfaceFlammabilityofBulkhead,CeilingandDeckFinishMaterials,withreferencetotheterm"lowflamespread"inregulationsII-2/3.8,II-2/34.3andII-2/49.1oftheInternationalConventionfortheSafetyofLifeatSea,1974,asamended,

RECOGNIZINGtheneedtoimprovethesetestproceduresinthelightofexperiencegained,

 

HAVINGCONSIDEREDtherecommendationmadebytheMaritimeSafetyCommitteeatitsfifty-seventhsession,

 

1.ADOPTStheRecommendationonImprovedFireTestProceduresforSurfaceFlammabilityofBulkhead,CeilingandDeckFinishMaterials,thetextofwhichisannexedtothepresentresolutionandwhichsupersedestheRevisedRecommendationannexedtoresolutionA.564(14);

 

2.RECOMMENDSGovernmentsconcernedtoapplytheRecommendationonImprovedFireTestProceduressetoutintheAnnex,inlieuoftheRevisedRecommendationasannexedtoresolutionA.564(14)inconjunctionwiththeguidelinesontheevaluationoffirehazardpropertiesofmaterialssetoutinresolutionA.166(ES.IV).

ANNEX

RECOMMENDATIONONIMPROVEDFIRETESTPROCEDURESFORSURFACEFLAMMABILITYOFBULKHEAD,CEILINGANDDECKFINISHMATERIALS

1SCOPE

ThisRecommendationspecifiesaprocedureformeasuringfirecharacteristicsofbulkhead,ceilinganddeckfinishmaterialsasabasisforcharacterizingtheirflammabilityandthustheirsuitabilityforuseinmarineconstruction.

2WARNING

2.1Ignitionhazards

Theuseofthistestmethodinvolvesthegenerationofveryhighheatfluxlevelswhicharecapableofcausingignitionofsomematerialssuchasclothingfollowingevenbriefexposures.Precautionsshouldbetakentoavoidaccidentalignitionsofthistype.

2.2Toxicfumehazards

Theattentionoftheuserofthistestisdrawntothefactthatthefumesfromburningmaterialsoftenincludecarbonmonoxide.Othermoretoxicproductsmayinmanyinstancesbeproduced.Suitableprecautionsshouldbetakentoavoidanyextendedexposuretothesefumes.

3DEFINITIONS

CertaintermsusedinthisRecommendationrequiredefinitionforclarity.Otherfirecharacteristictermsarealsoused;thesearedefinedhereunderbutrelateonlytotheresultsofmeasurementsbythisspecifictestmethod.

3.1Compensatingthermocouple

Athermocoupleforthepurposeofgeneratinganelectricalsignalrepresentinglong-termchangesinstackmetaltemperatures.Afractionofthesignalgeneratedissubtractedfromthesignaldevelopedbythestackgasthermocouples.

3.2Criticalfluxatextinguishment

Afluxlevelatthespecimensurfacecorrespondingtothedistanceoffarthestadvanceandsubsequentself-extinguishmentoftheflameonthecentrelineofaburningspecimen.Thefluxreportedisbasedoncalibrationtestswithadummyspecimen.

3.3Dummyspecimen

Aspecimenusedforstandardizingtheoperatingconditionoftheequipment;itshouldberoughly20mmthickness,800±100kg/m2densityandshouldmeettherequirementsofresolutionA.472(XII)asnon-combustible.

3.4Specialcalibrationdummyspecimen

Adummyspecimenasdefinedbyfigure14intendedonlyforuseincalibrationofheatfluxgradientalongwithspecimen.

3.5Fumestack

Abox-likeductwiththermocouplesandbafflesthroughwhichflamesandhotfumesfromaburningspecimenpass.Itspurposeistopermitmeasurementoftheheatreleasefromtheburningspecimen.

3.6Heatforignition

Theproductofthetimefrominitialspecimenexposureuntiltheflamefrontreachesthe150mmpositionandthefluxlevelatthisposition;thislatterobtainedinpriorcalibrationoftheapparatus.

3.7Heatreleaseofspecimen

Theobservedheatreleaseunderthevariablefluxfieldimposedonthespecimenandmeasuredasdefinedbythetestmethod.

3.8Heatforsustainedburning

Theproductoftimefrominitialspecimenexposureuntilarrivaloftheflamefrontandtheincidentfluxlevelatthatsamelocationasmeasuredwithadummyspecimenduringcalibration.Thelongesttimeusedinthiscalculationshouldcorrespondtoflamearrivalatastationatleast30mmpriortothepositionoffurthestflamepropagationonthecentrelineofthespecimen.

3.9Reverberatorywires

Awiremeshlocatedinfrontof,butcloseto,theradiatingsurfaceofthepanelheatsource.Thisservestoenhancethecombustionefficiencyandincreasetheradianceofthepanel.

3.10Viewingrakes

Asetofbarswithwiresspacedat50mmintervalsforthepurposeofincreasingtheprecisionoftimingflamefrontprogressalongthespecimen.

4PRINCIPLEOFTHETEST

Thistestprovidesmethodsforevaluatingflammabilitycharacteristicsof155mm≠800mmspecimensinverticalorientation.Thespecimensareexposedtoagradedradiantfluxfieldsuppliedbyagas-firedradiantpanel.Meansareprovidedforobservingthetimestoignition,spreadandextinguishmentofflamealongthelengthofthespecimenaswellasformeasuringthecompensatedmillivoltsignalofthestackgasthermocouplesastheburningprogresses.Experimentalresultsarereportedintermsof:

heatforignition,heatforsustainedburning,criticalfluxatextinguishmentandheatreleaseofspecimenduringburning.

5FACILITYANDAPPARATUSREQUIREMENTS

5.1General

Adetaileddescriptionofthefacilityandapparatusrequiredforconductofthistestisincludedintheappendix.Compliancewiththeappendixformsanessentialrequirementofthetestmethod.Theequipmentneededmaybesummarizedasfollows:

5.1.1Specialtestroomfittedwithfumeexhaustsystemaswellasfreshairinlet.

5.1.2Radiantpanelframefittedwithblowerorothersourceofcombustionair,amethane*ornaturalgassupplysystemwithsuitablesafetycontrols,andaradiantpanelheatsource,withreverberatorywires,arrangedtoradiateonaverticalspecimen.Alternatively,anelectricallyheatedradiantsourceofthesamedimensionsmaybeusedprovideditcanexposethespecimentotheheatfluxdistributionshownintable1.Theeffectivesourcetemperatureofanyradiantpanelisnotgreaterthan1,000℃.

*Theuseofgasesotherthanmethaneornaturalgasisnotrecommendedalthoughwithchangesinpanel-specimenspacingithasbeenreportedpossibletousetheequipmentwithpropaneuptofluxlevelsof50kw/mm.

5.1.3Thespecimenholderframe,threespecimenholders,twopartsofpilotburners,specimenholderguides,viewingrakesandaviewingmirror.

5.1.4Aspecimenfumestackwithbothstackgasandstacktemperaturecompensatingthermocouplestogetherwithameansforadjustingthemagnitudeofthecompensationsignal.

5.1.5Instrumentationcomprisingachronograph,digitalorsweepsecondelectricclock,adigitalmillivoltmeter,atwo-channelmillivoltrecorder,gas-flowmeter,heat-fluxmeters,awideangletotalradiationpyrometerandastopwatch.Useofadataacquisitionsystemtorecordbothpanelradianceandtheheatreleasestacksignalduringtestwillfacilitatedatareduction.

6CALIBRATION

Mechanical,electricalandthermalcalibrationsshouldbeperformedasdescribedintheappendix.Theseadjustmentsandcalibrationsshouldbeperformedfollowinginitialinstallationoftheapparatusandatothertimesastheneedarises.

6.1Monthlyverification

Thecalibrationofthefluxdistributiononthespecimenandtheproperoperationofthefumestackwithitsthermocouplesystemshouldbeconfirmedbymonthlytests,oratmorefrequentintervalsifthisisfoundnecessary(see4.3.1and4.6intheappendix).

6.2Dailyverification

Asameansofassuringcontinuedproperadjustmentoftheapparatus,thefollowingtestsshouldbeperformedonadailybasis,ormorefrequentlyifthenatureofthespecimensmakesthisnecessary.

6.2.1Adjustmentofthepilotburner,theacetyleneandairsupplyshouldbeadjustedtoprovideaflamelengthofabout230mm*.Whenthishasbeendone,theflamelengthasviewedinadarkenedlaboratorywillbeseentoextendabout40mmabovetheupperretainingflangeofthespecimenholder.Theburnerspacingfromthespecimenisadjustedwhiletheradiantsourceisoperatingbytheuseofsoftwoodsplinesof3mmthicknessandof10mmand12mmwidth.Whenthesesplinesaremovedduringatwosecondexposurealongtheflamelength,betweenthepilotburnerflameandadummyspecimensurface,the10mmsplineshouldnotbecharredbutthe12mmsplineshouldshowchar.Withthespecimenintheverticalposition,thecharringofthe12mmsplineshouldoccuroveraverticaldistanceofatleast40mmfromtheupperexposededgeofthespecimen(seefigure9intheappendix).

*Itisrecommendedthat,togiveincreasedprecision,acetyleneratherthanothergasesbeusedwhereverpossible.

6.2.2Thestackgasthermocouplesshouldbecleanedbylightbrushingatleastdaily.Thiscleaningmayberequiredevenmorefrequently,insomeinstancesbeforeeachtest,whenmaterialsproducingheavysootcloudsaretested.Thesethermocouplesshouldalsobeindividuallycheckedforelectricalcontinuitytoensuretheexistenceofausefulthermojunction.Followingdailycleaningoftheparallelconnectedstackgasthermocouples,boththeyandthecompensatingjunctionshouldbecheckedtoverifythattheresistancebetweenthemandthestackisinexcessofohms.

6.3Continuousmonitoringofoperation
