Oneofthereasonsthathistoriansthinkwepayinthespringwasatonepoint,taxeswerelevied,mostlyontherich,andtherichstartedtogetoutoftownforthesummerinthespring.Sothegovernmentwantedtocollecttaxesinthespringbeforerichpeopleskippedtown.
