今天,我们在这里举行第二届中国会展经济论坛新闻发布会。
首先,我代表中国商务部和论坛组委会,向出席本次发布会的各位来宾和新闻界的朋友们表示热烈地欢迎!

由中国商务部和北京市人民政府、经济日报社联合主办的第二届中国会展经济论坛,将于2005年11月28日~29日在北京国际会议中心举行。
下面我向大家介绍一下本届论坛的有关情况:

一、举办中国会展经济论坛的重要意义
1,ImportanceofholdingtheChinaConventionandExhibitionForum
近年来,中国会展经济发展迅猛,展览活动空前活跃,展览的总规模年均增长20%,在全球展览界异军突起,呈现出良好的发展态势。
统计数据表明,2003年全国各地举办的经贸领域展览会达到3298个,参展企业552.4万家,参会专业观众1751万人次;节庆活动5000多个,参与观众达数亿人次。
随着展览专业化、市场化和国际化水平的不断提高,已涌现出“广交会”等一批具有国际影响的知名品牌展会,会展业在促进经贸交流和扩大出口等方面的作用越来越突出,已成为国民经济中增长快、发展潜力大的行业之一。
RecentyearshavewitnessedstrongandrapiddevelopmentinChina'sconventionandexhibitionindustry.Exhibitionactivitiesareasactiveasnever.Withanannualgrowthof20%inoverallscale,China'sconventionandexhibitionindustryhassuddenlyrisenasanewforceintheglobalarenaandismanifestingsounddevelopmentmomentum.Accordingtorelevantstatistics,in2003,thenumberoftradeandeconomyrelatedexhibitionsnationwidereached3,298,representing5.524millionexhibitorsand17.51millionofheadcountofprofessionalvisitors;andfestivalsandeventsnumberedmorethan5,000,withheadcountofparticipantsreachingseveralhundredmillion.AsChina'sexhibitionindustrycontinuesitsprocessofbeingmoreprofessional,market-based,andinternational,anumberofbrand-nameexhibitionsofglobalfamehaveemerged,suchastheGuangdongFair,orChineseExportCommoditiesFair.Ourconventionandexhibitionindustryisplayinganincreasinglyremarkableroleinpromotingtradingandeconomicexchangesandexpandingexport,andhasgrowntobeoneofthefastestgrowingindustriesofgreatdevelopmentpotentialinChina'snationaleconomy.
但同时,当前我国的会展业发展中也出现了一些不容忽视的问题,比如:
骗展、重复展和侵权现象时有发生,管理体制不顺,缺乏法律规范,展馆建设过热,市场竞争无序,行业组织建设滞后等等。
另外,中国加入世贸组织后,国外展览企业开始进入中国会展市场。
面对新的竞争格局,国内企业亟待调整发展思路并加强国际间的交流与合作,以适应经济全球化发展的要求。
However,initsprocessofdevelopment,China'sconventionandexhibitionindustryhasencounteredsomeundeniableproblems,suchasfraudulence,overlappingandredundancy,IPRinfringement,deficienciesinthemanagementsystem,lackoflegalregulations,overheatedexhibitionfacilityconstruction,disruptivecompetitionandthelaggingbehindofindustrialassociations.Moreover,sinceChina'sWTOaccession,foreignexhibitioncompanieshavestartedtoentertheChineseconventionandexhibitionmarket.Inthecontextofnewcompetitionpattern,domesticenterprisesdesideratedevelopmentstrategyadjustmentandenhancedinternationalexchangesandcooperationsoastobetteraccommodateeconomicglobalization.
作为中国会展行业的主管部门,中国商务部一直致力于中国会展业的发展,支持和鼓励国内企业采取积极的态度与国外同行开展互利合作,实现共赢发展。
2003年12月,中国商务部会同中国国际贸易促进委员会和经济日报社在北京成功举办了主题为“会展与城市”的第一届中国会展经济论坛,这次论坛的成功举办,扩大了会展业发展的社会影响,推动了城市办展环境理念的传播和深化,促进了会展业界与城市政府间的交流,对中国会展业的发展起到了积极的促进作用。
Asthecompetentauthorityfortheconventionandexhibitionindustry,theMinistryofCommercehasalwayscommitteditselftodevelopingChina'sconventionandexhibitionindustry,andsupportingdomesticenterprisestoactivelyengageinmutuallybeneficialcooperationwiththeirinternationalcounterpartsforthepurposeofwin-windevelopment.InDecember2003,theMinistryofCommerce,togetherwithChinaCouncilforthePromotionofInternationalTradeandtheEconomicDaily,sponsoredthefirstChinaConventionandExhibitionForuminBeijingwiththethemeof"conventionandexhibitionandcities".Thesuccessofthefirstsessionhasenhancedthesocialimpactoftheconventionandexhibitionindustry,promotedthedisseminationanddeepeningofawarenessregardingacity'senvironmentforexhibitions,facilitatedexchangesbetweentheconventionandexhibitionbusinesseswithcitygovernments,andthuspositivelydrivenalongthedevelopmentofChina'sconventionandexhibitionindustry.
为继续推动会展业的健康发展,中国商务部决定每两年举办一届“中国会展经济论坛”,并作为商务部在内贸领域主办的重要商务活动之一。
“第二届中国会展经济论坛”将以“体制政策秩序”为主题,深入探讨中外会展业的管理体制、政府规范会展业的措施,以及会展业和节庆活动的产业化、国际化、标准化和人才教育、法规建设等有关问题,学习和借鉴国际先进经验,推动我国会展经济的健康发展。
Inabidtofurtherpromotethesounddevelopmentoftheconventionandexhibitionindustry,theMinistryofCommercehasmadeadecisiononconveningtheChinaConventionandExhibitionForumeverytwoyears,andidentifieditasoneofthemajordomestictradeeventstobesponsoredbytheMinistryofCommerce.TheSecondChinaConventionandExhibitionForumwillfocusonthethemeof"System-Policy-Order",andorganizein-depthdiscussionsonthemanagementsystemandgovernmentregulationsofdomesticandforeignconventionandexhibitionindustries,andonsuchissuesasthecommercialization,internationalizationandstandardizationoftheconventionandexhibitionindustryandthefestivalandeventbusiness,humanresourcestrainingandlegislativeconstructionsoastolearnanddrawuponadvancedexperienceforthepurposeofpromotingthesounddevelopmentofChina'sconventionandexhibitionbusiness.
本届论坛由通用国际广告展览有限公司、全国城市工业品贸易中心联合会及北京节庆文化发展中心承办,筹备工作得到了国内各省市人民政府、会展主管部门、各驻外使领馆经商处室、各国驻华使馆以及众多行业组织的大力支持和协助。
目前,论坛的筹备工作进展顺利,各项准备工作已基本就绪,国内外会展城市和企业参会报名非常踊跃。
Theorganizersofthe2ndForumareGenertecInternationalAdvertising&ExhibitionCo.Ltd.,theFederationofConsumerProductsTradeCentersofAllChineseCities,andBeijingFestivalsandEventsCultureDevelopmentCenter.TheForum'spreparationhasbeengreatlysupportedandassistedbythepeople'sgovernmentsofvariousprovincesandcitiesinChina,competentauthoritiesfortheconventionandexhibitionindustry,economicandcommercialcounselor'sofficesofChineseembassies,embassiesofvariouscountriesinChina,andavastnumberofindustrialassociations.Currently,theForum'spreparationisinsmoothprogress,andhasbeenbasicallycompleted.DomesticandforeignconventionandexhibitioncitiesandenterprisesareveryactivetowardsparticipatingintheForum.
二、第二届中国会展经济论坛的主要特点

(一)论坛规格高、规模大

本届论坛以“政策-体制-秩序”为主题,国务院有关部门的负责人将出席会议并演讲;美国商务部、德国经济劳动部、罗马尼亚经济商务部、香港贸易发展局、澳门贸易投资促进局等会展管理部门的负责人应邀与会,共同探讨中外会展业的管理体制;德国慕尼黑市、德国杜塞尔多夫市、美国内华达州、美国休斯敦市等国外会展城市市长和北京、广州等国内会展城市市长将就会展经济与城市发展问题进行交流探讨;德国经济展览委员会、国际节庆协会、拉斯维加斯展览和旅游协会等业内知名组织将深入研讨会展业的国际交流与合作;此外,美国、德国、法国、新加坡、罗马尼亚等国家的驻华使节也将与会商讨中外会展业的广泛合作。
预计本届论坛参会人数将达700余人,其中外宾100余人,将是目前国内规格、规模的会展业高层论坛。
ThethemeofthesecondForumis"policy-system-order".ResponsibleofficialsfromrelevantgovernmentauthoritiesunderthestatecouncilwillattendandaddresstheForum.OfficialsinchargefromtheCommerceDepartmentoftheUS,theMinistryofEconomicsandLaborofGermany,theMinistryofEconomyandCommerceofRomania,HongKongTradeDevelopmentCouncil,andMacaoTradeandInvestmentPromotionInstitute(IPIM)willalsoparticipateintheForumtodiscussthemanagementsystemsofconventionandexhibitionindustrieshomeandabroad.Mayorsofwell-knownexhibitioncitiessuchasMunichandDusseldorfofGermany,StateofNevadaandHoustonoftheUS,andBeijingandGuangzhouofChinawillalsobepresentattheForumforexchangesandexplorationsovertherelationsbetweentheconventionandexhibitionbusinessandacity'sdevelopment.FamousindustrialorganizationsuchasAUMA(ExhibitionandTradeFairCommitteefortheGermanEconomy),InternationalFestivalsandEventsAssociation(IFEA),andLasVegasExhibitionandHospitalityAssociationwillalsosendtheirrepresentativestotheForumtoengageindiscussionsoverinternationalexchangesandcooperationintheconventionandexhibitionindustry.Besides,wewillalsobejoinedattheForumbydiplomaticofficialsfromembassiesoftheUS,Germany,France,SingaporeandRomaniafordeliberationsoverextensivecooperationbetweentheconventionandexhibitionindustriesofvariouscountries.Weexpectthetotalnumberofparticipantstoexceed700,amongwhich100areforeignparticipants.Therefore,thiseventisahigh-levelforumfortheconventionandexhibitionindustryofthehighestprofileandlargestscaleinChina.

本届论坛分为主论坛和分论坛,其中主论坛分为体制政策、协调促进、品牌战略、国际交流及发展趋势等五大板块,分别从政府部门、行业协会、展览企业和业内专家的角度进行深入探讨和交流,使与会人士充分了解和把握中国会展经济的管理规范、发展方向,以及国内外展览业的最新发展趋势、市场开拓经验和品牌化运作模式等。
分论坛则开设会展及节庆两大主题,邀请业内人士就展会并购与资本运作、展会认证与品牌推广、节庆赞助与风险管理等业内热点话题进行专题研讨。
通过这一平台,中外会展人士将得到充分的交流与沟通,加深彼此了解,扩大合作领域,共同推动会展产业健康、稳定、快速发展。
