Thispaperseekstoclarifythenotionofcompetenceinlanguageandtodrawonitsrelevancetolanguageteachingpractices.ItissuggestedthatHymes'saccountofcommunicativecompetenceasincorporatinglanguagebeyondgrammarandabilityaswellasknowledgeraisesproblematicissuesconcerningtheanalysabilityandaccessibilityofknowledgeandthescopeandapplicationoflinguisticrules.Aconsiderationoftheseissuessuggeststhepossibilitythatcompetenceforusemayinvolvenotsomuchthegenerationofexpressionsbydirectreferencetorulesastheadjustmentofpre-assembledandmemorizedpatterns.Theabilitytouselanguage,therefore,mayhavetodowithaccesswhichisrelativelyindependentoftheanalyticknowledgeofgrammarasdefinedinChomsky'soriginalconceptofcompetence.
