第一章综合说明

第一节工程概况

**县**水利水电枢纽工程位于**县七里坪乡**村,包括**水库、一、二级电站等。

水库是以发电、防洪为主,兼顾灌溉、城市供水、旅游及水产养殖等综合利用的水利水电枢纽工程。

水库总库容为2290万m3,兴利库容780万m3,最大坝高48米,坝长232m,其中溢流坝长82米,非溢流坝长150米。

根据规划要求,**一级电站是坝后式电站,一级电站设计水头为24.6m,设计流量为7.0m3/s,装机容量2×400+500=1300KW;二级电站属于引水式电站,是利用一级电站尾水,利用约2公里的环山渠道及穿山隧洞,将水引入二级电站前池,设计水头为38m,设计流量为6.94m3/s,装机容量2×630+800=2060KW。

第二节工程建设的必要性

一、提高防洪标准,减少下游洪灾损失

**河干流**水利水电枢纽以下防洪标准较低,主河道防洪标准不足五年一遇。

据历史资料记载,每年均有不同程度的洪灾损失。

**县城是**河上游的第一座城市,县城发生洪灾损失的频率较高。

随着县城规模的扩大,经济的发展,相同标准的洪水,其产生的洪灾损失将越来越大。

**河发生洪涝灾害的主要原因是七里坪以上河道坡降陡,洪峰汇流时间短,洪峰流量大,洪量集中。

为了有效地减少洪灾损失,必须在**河上游河道兴建拦蓄工程,削减洪峰,综合分析,在**河
