ScopeandApplicability

1.1ThisdocumentdefinesthepracticeinTianDaforthecontrolandadministrationoftraining,examination,qualificationandcertificationofpersonnelperformingnondestructiveexaminationforthepressurevesselsconformingtotheASMEB&PVCodeSectionⅧ,Div.1.

1.2ThiswrittenpracticehasbeendevelopedbaseduponSNT-TC-1A（2006Edition）satisfyingtherequirementoftheASMEB&PVCodeSectionⅧDiv.1.

1.3Qualificationandcertificationofnondestructiveexaminationpersonnelinaccordancewiththiswrittenpracticeshallbeapplicabletoeachofthefollowingmethods:

1.3.1RadiographicExamination（RT）.

1.3.2MagneticParticleExamination（MT）.

1.3.3LiquidPenetrantExamination（PT）.

2.ResponsibilityandLevelsofQualification

2.1TheNDELevelIIshallpreparethiswrittenpracticeanddevelopanadequateNDEtrainingprogram,whichareapprovedbytheChiefEngineer.

2.2Thelevelsofqualificationaredividedintothreelevels（LevelⅠ，ⅡandⅢ）foreachNDEmethodasspecifiedinPara1.3.

2.3Theresponsibilitiesofthreelevelsofcertificationsareasfollows.

2.3.1NDELevelⅠ

AnNDELevelⅠindividualshallbequalifiedtoproperlyperformspecificcalibrations,specificNDEandspecificevaluationsforacceptanceorrejectiondeterminationsaccordingtowritteninstructionsandtorecordexaminationresults.TheNDELevelⅠindividualshallreceivethenecessaryinstructionorsupervisionfromacertifiedNDELevelⅡorⅢindividual.

2.3.2NDELevelⅡ

AnNDELevelⅡindividualshallbequalifiedtosetupandcalibrateequipmentandtointerpretandevaluateresultswithrespecttotheapplicableCodesection,standards,andspecifications.TheNDELevelⅡindividualshallbethoroughlyfamiliarwiththescopeandlimitationsoftheNDEmethodsforwhichqualifiedandshallexerciseassignedresponsibilityforon-the-jobtrainingandguidanceoftraineesandNDELevelⅠpersonnel.TheNDELevelⅡpersonnelshallbeabletoorganizeandreporttheresultsofNDE.

2.3.3NDELevelⅢ

AnNDELevelⅢindividualshallbecapableofdeveloping,qualifying,andapprovingprocedures,establishingandapprovingtechniques，interpretingcodes,standards,specificationsandprocedures;anddesignatingtheparticularNDEmethods,techniquesandprocedurestobeused.TheNDELevelⅢindividualshallberesponsiblefortheNDEoperationsforwhichqualifiedandassignedandshallbecapableofinterpretingandevaluatingresultsintermsofexistingcodes,standardsandspecifications.TheNDELevelⅢindividualshallhavesufficientpracticalbackgroundinapplicablematerials,fabricationandproducttechnologytoestablishtechniquesandtoassistinestablishingacceptancecriteriawhennoneareotherwiseavailable.TheNDELevelⅢindividualshallhavegeneralfamiliaritywithotherappropriateNDEmethods.TheNDELevelⅢindividual,inthemethodsinwhichcertifiedshallbecapableoftrainingandexaminingNDELevelⅠandⅡpersonnelforcertificationinthosemethods.

2.4Whileintheprocessofbeinginitiallytrained,qualified,andcertified,anindividualshallbeconsideredasatrainee.Atraineeshallworkwithacertifiedindividual.Thetraineeshallnotindependentlyconduct,interpret,evaluate,orreporttheresultsofanyNDE.

3.QualificationRequirementsForNDEPersonnel

3.1CandidatesforcertificationinNDEshallhavesufficienteducation,training,andexperiencetoensurequalificationinthoseNDEmethodsinwhichtheyarebeingconsideredforcertification.Documentationofpriorcertificationmaybeusedasevidenceofqualificationforcomparablelevelsofcertification.

3.2Documentedtrainingand/orexperiencegainedinpositionsandactivitiescomparabletothoseofLevelsⅠ,Ⅱand/orⅢpriortoestablishmentofthiswrittenpracticemaybeconsideredinsatisfyingthecriteriaofPar4.1and5.1.TheChiefEngineershallverifytheserecords.

4.InitialQualificationOfLevelⅢPersonnel

4.1EducationalBackgroundandExperience

Tobeconsideredforcertification,acandidateforLevelⅢshallsatisfyoneofthefollowingcriteria:

4.1.1Havegraduatedfromaminimumfour-yearcollegeoruniversitycurriculumwithadegreeinengineeringorscience,plusoneadditionalyearofexperiencebeyondtheLevelⅡrequirementsinNDEinanassignmentatleastcomparabletothatofanNDELevelⅡ（suchasChineseLevelⅡ）intheapplicableNDEmethod（s）,or:

4.1.2Havecompletedwithpassinggradesofatleasttwoyearsofengineeringorsciencestudyatauniversity,collegeortechnicalschool,plustwoadditionalyearsofexperiencebeyondtheLevelⅡrequirementsinNDEinanassignmentatleastcomparabletothatofNDELevelⅡ（suchasChineseLevelⅡ）intheapplicableNDEmethod（s）,or:

4.1.3HavefouryearsofexperiencebeyondtheLevelⅡrequirementsinNDEinanassignmentatleastcomparabletothatofanNDELevelⅡintheapplicableNDEmethod（s）.

4.1.4ForLevelⅢCertification,therequiredexperienceshallconsistofthesumofthetimerequiredforLevelⅠandLevelⅡasdescribedin5.1,andadditionalrequirementslistedin4.1.1through4.1.3above.

4.1.5TheaboveLevelⅢrequirementsmaybepartiallyreplacedbyexperienceasacertifiedNDELevelⅡorbyassignmentsatleastcomparabletoNDELevelⅡinothermethodsasdefinedinthiswrittenpractice.

4.1.6ForLevelⅢCertification,therequiredformaltrainingshallconsistoftheLevelⅠandLevelⅡtraining,plusLevelⅢtrainingasdefinedinTrainingProgram.

4.2Examination

4.2.1BasicExamination（requiredonlyoncewhenmorethanonemethodexaminationistaken）Theminimumnumberofquestionsthatshallbegivenisasfollows:

4.2.1.1Fifteen（15）questionsrelatingtounderstandingtheSNT-TC-1Adocument.

4.2.1.2Twenty（20）questionsrelatingtoapplicablematerials,fabrication,andproducttechnology.

4.2.1.3Twenty（20）questionsthataresimilartopublishedLevelⅡquestionsforotherappropriateNDEmethods.

4.2.2MethodExamination（foreachmethod）

4.2.2.1Thirty（30）questionsrelatingtofundamentalsandprinciplesthataresimilartopublishedASNTLevelⅢquestionsforeachmethod,and

4.2.2.2Fifteen（15）questionsrelatingtoapplicationandestablishmentoftechniquesandproceduresthataresimilartothepublishedASNTLevelⅢquestionsforeachmethod,and

4.2.2.3Twenty（20）questionsrelatingtocapabilityforinterpretingcodes,standards,andspecificationsrelatingtothemethod.

4.2.3SpecificExamination（foreachmethod）

4.2.3.1Twenty（20）questionsrelatingtospecifications,equipment,techniques,andproceduresapplicabletothisCompany’sproduct（s）andmethodsemployedandtotheadministrationofthisWrittenPractice.

4.2.3.2ThespecificexaminationmaybedeletedifthecandidatehasavalidASNTNDELevelⅢorACCPProfessionalLevelⅢcertificateinthemethodandifdocumentedevidenceofexperienceexists,includingthepreparationofNDEprocedurestocodes,standards,orspecificationsandtheevaluationoftestresults.

4.3AvalidendorsementonanASNTLevelⅢcertificatefulfillstheexaminationcriteriadescribedinPar4.2.1and4.2.2foreachapplicablemethod.

4.4ThecandidateshallbegivenavisionexaminationbychiefengineerhisdesigneeinaccordancewithPar7,andtheresultsshallbeacceptable.

5.InitialQualificationofLevelⅠandⅡPersonnel

5.1WorkExperience.

TobeconsideredforcertificationasaLevelIandLevelII,thecandidateshallsatisfytheexperiencerequirementsfortheapplicableNDElevelasspecifiedinTable1.

（2）ForLevelⅡcertification,theexperienceshallconsistoftimeatLevelⅠorequivalent.IfapersonisbeingqualifieddirectlytoLevelⅡwithnotimeatLevelⅠ,therequiredexperienceshallconsistofthesumofthetimesrequiredforLevelⅠandLevelⅡ.

（3）Initialexperiencemaybegainedsimultaneouslyintwoormoremethodsif（a）thecandidatespendsaminimumof25％ofworktimeoneachmethodforwhichcertificationissought,and（b）theremainderoftheworktimeclaimedasexperienceisspentinNDE-relatedactivitiesdefinedinthiswrittenpractice.

5.2Training

5.2.1Personnelbeingconsideredforinitialcertificationshallcompletesufficientorganizedtraining,asspecifiedinTable2,tobecomethoroughlyfamiliarwiththeprinciplesandpracticesofthespecifiedNDEmethodrelatedtothelevelofcertificationdesiredandapplicabletotheprocessestobeusedandtheproductstobeexamined.

（1）IfapersonisbeingqualifieddirectlytoNDELevelⅡwithnotimeatNDELevelⅠ,therequiredtrainingshallconsistofthesumofthehoursrequiredforLevelⅠandLevelⅡ.

（2）TheNDELevelⅢpersonnelshallpreparethetrainingprogramforeachLevelofNDEmethod,whichspecifiesthedetailandrequiredhourstobeusedintraining.

5.2.2Thetrainingprogramshallincludesufficientexaminationtoensurethatthenecessaryinformationhasbeencomprehended.ThetrainingcourseoutlinesforNDEpersonnelandrecommendedreferences
