HSSE人员的最低能力要求
1.Educationbackground:
Technicalschool/highschoolorabovequalification
2.Workingexperience-Haveatleast2yearsintheconstructionindustryand1yearHSSEmanagementworkingexperience.

-canassesstherisklevelinthework,providesolutionanddevelopactionplantoreducethehighrisk
-monitorsiteHSSEperformanceandcanfindincomplianceonsite,includingworkerbehavior,PPE,process,i.e
-diagnosethegapforcompanyandsiteHSSEvstarget,proposesolutionandpersuademanagementteamtoacceptit,andimplementit
-canconducttrainingtostaffonsiteaspercompetencematrix
- auditexperienceispreferred
1.教育背景：
技校，高中或更高的学历
2.工作经验：
在建筑行业至少有2年的工作经验，1年以上的HSSE管理经验
3.能力：
－了解与合同工作内容相关的国家和地方法律法规
－能正确评估工程中的各项工作的风险水平，编制控制方案和行动计划来降低风险水平
－监控现场的HSSE表现，能发现现场不合规的情况，包括工人的行为，个人保护设备的使用，操作流程等
－能分析出公司和现场的HSSE表现与目标的差距，提出解决方案，使管理层接受方案，实施解决方案
－能按照能力框架的要求对现场工作人员实施培训
－最好有审计的经验

承包商被授标一年的HSSE能力要求

承包商HSSE管理系统
CONTRACTORshallhaveinplaceanHSE-MSthatincludesataminimumthefollowingelements:
承包商要有一套HSSE管理系统实施到位，最少要包括以下要素：
1.1Leadership&Commitment
领导力及承诺
CONTRACTORseniormanagementshallprovidestrong,visibleleadershipandcommitmenttoHSEmanagementby:
承包商高级管理层要对HSSE管理通过以下方面提供强有力的，看得见的领导力和承诺：
·AllocatingadequateresourcesforHSEmanagement,includingprojectandsiteHSEstaffs,qualifiedequipment,facilities&PPE
·AttendingHSErelevanttrainingsandmeetings
·ConductingsiteHSEvisitspersonally
·FollowHSErequirementasagoodexample
·分配足够的资源用于HSSE管理，包括项目和现场的HSE人员，符合要求的设备设施，个人保护设备等
·参加相关的HSSE培训和会议
·亲自到现场进行HSSE检查
·在遵守HSE要求方面起到模范带头作用
1.2Policy&StrategicObjectives

ShallhaveawrittenHSEpolicyaddressingthesameobjectivesasthatoftheSHELL’sHSEpolicy.TheHSEpolicyshallbesignedbyCONTRACTOR’sseniormanagement,andwidelydisseminatedandunderstoodamongCONTRACTOR’spersonnel.
ShellChinaHSEPolicy&Commitment,GroupGoldenRulesareincludedinAppendix1.
SHELLENGINEERorhisdesignatedENGINEERshavetherighttoprohibitcommencementofWORKsortostopanyWORKsinprogressiftheequipment,machinery,personnelorworkconditionsareconsideredtobeunsafeornottobeincompliancewithanyapplicableHSErules,regulationsandprocedures.
StoppageoftheWORKshallbeatCONTRACTOR’sexpenseuntilCONTRACTORhassatisfactorilyrectifiedsuchunsafeactsandcondition.Intheeventofseriousorrepeatedinfringements,SHELLmayterminatethecontractwithoutcompensation.
有一套书面的HSSE政策，并与壳牌的HSE政策一致。
HSE政策要有承包商的高级管理层签发，并在承包商的员工范围内广泛发布，确保所有的员工都理解并执行。
