1.Scope范围

1.1.ThisdocumentspecifiesTEMPORARYPOWERsupplymanagementstandardswithintheCastrolprojectsite.

本文件规定了嘉实多施工现场内的临时用电的管理标准。

1.2.Thedocumentshallbefollowedbyallconstructioncontractorsusingtemporaryelectricalpowerwithinthesite.

现场内所有使用电力的施工承包商都应遵守此文件。

2.BasicManagementPrinciples基本管理原则

2.1.Contractorswillcomplywithallrelevantrulesasissuedbylocalauthorities,suchas“SiteSafetyTechnicalSpecificationsforTemporaryPowerSupply”JGJ46－2005.

承包商们应遵守由当地政府部门颁发的相关规定。

例如：

《施工现场临时用电安全技术规范》JGJ46－2005。

2.2.Beforeanytemporaryelectricalsupplyequipmentcanbeestablishedonthesite,itmustbeinspectedandapprovedbyarepresentativeofthesiteCastrolSanbeiseedsHSETeamwhowillattachtheappropriateidentificationtagapproval.

所有的临时用电设备在进入之前，必须经过嘉实多现场HSE小组的检查和批准，并做上标签。

2.3.AnybodywantingtoutilizeatemporarypowersourcemustapplythoroughtheCastrolSanbeiseedsSiteHSEteamusingthe„TemporaryPowerRequest‟form.

需要使用临时电源的任何人都应通过嘉实多现场HSE小组申请“临时电源申请表”。

2.4.Allelectriciansworkingonorwithatemporarypowersourcemustpassesthenecessarycertificationasissuedbythegovernment.ThecertificationdocumentmustbereviewedandapprovedbytheSiteHSEDepartmentbeforebeginninganyjobontheCastrolSanbeiseedssite.AcopyofthecertificatewillberetainedbytheCastrolSanbeiseedsHSEDepartment.

所有为临时电源工作或使用临时电源的电工应持有由政府颁发的证书。

在开始工作之前，该证书必须经过嘉实多现场HSE人员检查并批准。

证书的复印件由嘉实多HSE部门保存。

3.TemporaryPower临时用电

Alloftheelectricalequipmentandwiringontheconstructionsitethatconnectstotemporaryelectricalpowersourceshouldbeinthescope.

现场所有的电气设备和电线都属于临时电源的范围。

3.1.FlowsinGrantingTemporaryPowerForm

申请临时电源许用证的流程

3.1.1.TheinstallationofaTemporaryPowerSupplymustbeapprovedbythecontractorsHSEManager.

临时用电供应的建立必须得到承包商安全经理的批准。

3.1.2.ArequestforTemporaryPowerPermitformwillfilledoutandsubmittedtotheprojectelectricalengineerforreviewandapproval.BeforeapprovinganyrequestforaTemporaryPowerSupply,theprojectelectricalengineerisresponsibletoensurethatthecableisplacedinasafestpossiblelocationandthatthecablewillbesafeguardedduringusefrompotentialhazardssuchaspeople,vehicleandequipmenttrafficandwater.Theprojectelectricalengineerwilldetermineifthecablemustbeburied,shieldedorotherwiseprotectedbasedonanassessmentofthepotentialhazardsinvolvedatthelocation.

申请临时用电要填写临时用电许可证，由项目电气工程师检查和批准。

在批准任何临时用电申请前，项目电气工程师要负责确保电缆安放在一个最安全的位置，并确保电缆在使用期间不受到来自于人员、车辆、交通设备和水的潜在危险。

项目电气工程师将根据包括对所在位置的潜在危险评估决定电缆是否需要采取埋地、隔离或其它的保护措施。

3.1.3.TheprojectelectricalengineerwillthentaketherequesttotheprojectsafetyengineerwhowillendorsetherequestforTemporarypowersupplypermitifthenecessarysafetyprecautionshavebeenmet.

如果遇到必须要处理的安全问题，项目电气工程师要向项目安全工程师提出签署临时用电许可的请求。

3.1.4.ThecontractorselectriciancaninstallandoperatethetemporarypowersupplyequipmentonlyafterobtainingtheapprovedTemporarypowersupplypermit.

只有在得到临时用电供应许可的批准后，承包商电工才能建立和操作临时用电供应设备。

3.1.5.AlltemporarypowersupplypermitsshallberetainedbytheHSEDept.foraperiodofone

（1）yearfromthedateofissuance.

所有临时电源许可应从签发之日起在HSE部门保存一年。

3.1.6.Theoriginalcopyoftemporarypowersupplypermit,alongwiththecopiesheldbytheprojectelectricalengineerandthecontractorsHSEmanagershallbereturnedtothesafetyengineerattheendofthetimelimitindicatedonthePermit.

临时用电许可证的复印件分别由电气工程师和承包商HSE经理持有，且在许可证的最后时限之后应全部交还给安全工程师。

3.2.TimeLimitforTemporarypowersupplypermits

临时电源供应许用证的时限

3.2.1.Thetimelimitforanytemporarypowersupplypermitfromanybranchsubstationtoanelectricalcabinetwillbeone

（1）month.

从每个配电站到电气柜的每一个临时电源供应许可证时限为一个月。

3.2.2.Ifanyproblemsordefectsarefoundduringtheperiodofuseofanytemporarypowersupply,relatedpartiesshalltakeimmediateactiontocorrectandrectifythesituation.Iftheproblemsordefectsrepresentasignificantrisktohumansafety,thetemporarypowersupplyshallbeimmediatelyisolatedandde-energizedandwillremainoutofserviceuntilsuchtimeasthecausesoftheproblemsordefectsdiscoveredandthenecessaryrepairshavebeenmade

在使用临时电源过程中如果发现任何问题和缺陷，相关各方应立即采取措施修复。

如果发现的问题和缺陷对人员安全有重大危险的，那么应立即切断临时电源，停止（设备的）服务，直到问题或缺陷的原因被发现并得到必要的修复。

3.2.3.Whenworkissuspendedortheconstructionstaffsarepreparingtoleavethesite,forexample,attheendoftheworkingday,thecontractorshallensurethatthetemporarypowersupplyhasbeenisolatedandmadesafebyturningofftheswitchesoropeningthebreakersatthepowersource.

当工作暂停或施工人员准备离开现场，如每天工作结束时，承包商要关闭开关或打开电源的断路器确保切断临时电源。

3.2.4.Beforestartingworkagain,thecontractorshallcarefullyinspectallelectricaldevices,switchesandequipmentandmakesureeverythingisinorderbeforeturningonthepowersupply.

在重新开始工作之前，承包商应仔细检查所有的电气设施、开关和设备并在允许供电之前确保每个元件在正常状态。

3.2.5.AllpersonsengagedinelectricalworkinvolvingatemporarypowersupplyorassociatedwiringshallpossessavalidElectriciansCertificateissuedbythelocalauthority.Inaddition,itisforbiddenforanyonetoconnectanelectricalpowersourcewithoutobtainingpermissionandapermitfromtheresponsiblepersonofthedepartment.Onlyproperlycertifiedandapprovedelectriciansareallowedtotroubleshootanyelectricalproblemordifficulty.

所有从事临时电源供应或接线工作的人员应具备当地政府部门颁发的有效的电工操作证书。

另外，禁止在未得到责任部门的许可证和许可之前连接电源。

只有完全具有证书和批准的电工才允许排除电气故障。

3.2.6.EachcontractorshallappointacompetentpersonwhowillberesponsibleforthemaintenanceandcontrolofTemporaryPowerSupplyequipmentandassociatedfacilities.

每一个承包商要任命一个有能力的人负责临时用电设备和相关设备的维护和控制。

3.2.7.AllusersofanyTemporaryPowerSupplyshallstrictlyabidebytheTemporaryPowerSupplyregulations.ThelocationofaTemporaryPowerorthescopeofworkforwhichitwasoriginallyapprovedmustnotbealteredwithoutfirstacquiringproperconsent.

所有的临时电源使用者应严格遵守临时电源使用规定。

没有第一次批准者的同意，不得改变原来批准的地点和工作范围。

3.3.BasicRequirementsinUsingTemporaryPower

使用临时电源的基本要求

AllTemporaryPowerSupplyequipment,facilitiesandwiringshallbeselectedasperthevoltagelevelofthesuppliedelectricalpower.AllassociatedelectricalcomponentsshallsatisfytherequirementsasindicatedinassociatedNationalSpecificationsandStandards.TemporaryPowerSupplysourcesandassociatedwiringshallstrictlyfollowelectricalconstructionandinstallationspecifications.

临时用电设备和线路必须按供电电压正确选用，所用的元件必须符合国家规范标准要求，临时用电电源施工、安装必须严格执行电气施工、安装规范。

3.3.1.Oil-immersedpowertransformersstationwillbeusedfortemporarypowersupply,wherethehighvoltageis10KVcomingfromoverheadcablesthatnexttositeboundaryandthelowvoltageis400V.Threephasesandfive-wiresystemshallbeusedforlowvoltageTemporaryPowerSupply.

施工电源采用油浸式变电站，其高压侧电压为10KV（6KV），取自红线外架空线路，低压侧电压为400V。

低压系统采用三相五线制。

3.3.2.Lowvoltageoutgoingcablefromtemporarypowersupplystationandothertemporarypowersupplywiringshallbeofsoftrubbertypewithsoundinsulation.Whenitisnecessarytobelaidonorunderground,rubbersleevecableshallbeused.Whenitistobelaidoverhead,insulationcableshallbeselected,bareleadisstrictlyforbidden.

施工电源箱变的低压出线及其它临时用电线路，应采用绝缘良好的橡皮软导线；如在地面或埋入下敷设时，应采用橡皮护套电缆；如架空敷设时，可选用绝缘导线，严禁采用裸导线。

3.3.3.Overheadtemporarypowercablesshallnotbeinstalledlowerthan2.5meters,andshallnotbelowerthan6meterswhencrossingaroad.Reliableprotectionmeasuresandvisiblesignageshallbeprovided.Itisforbiddentousetree,scaffoldingormetaltubeasasupportforinstallingatemporarypowercable.

临时用电线路架空时，其架空高度不应低于2.5米；架空线路穿越马路时，不得低于6米，并有可靠的保护措施和明显的警戒标志；严禁在树上和脚手架上架设；不允许使用金属管支撑导线。

3.3.4.Temporarypowercablewillbelaidonthegroundorunderground.Cablescrossingaroadmustbeguardedbyinstallingasteelprotectionsleeve.Protectionmeasuresshallbetakeninplaceswhereembeddedcablescouldbesubjecttomechanicaldamage.

临时用电线路在地面或埋入地下敷设，通过马路处应加设钢管套管保护。

埋地电缆在可能受到机械损伤的区域应加设保护措施。

3.3.5.Alltemporarypowersupplycablesandwiringmusthavesoundinsulation,propersplicesandbereliablyconnected,andshallnotbelaidinplaceswheretheycouldsustaindamageorcreateahazardouscondition.i.e.tooclosetohotsource、rotarymachineetc.

临时用电线路的电缆或电线的绝缘要良好，接线要正确，连接要牢固，并不得敷设于持续受伤害或产生危险的地方，例如太靠近热源，旋转设备等。

3.3.6.AllTemporaryPowerSupplyandDistributionpanelsandcabinetsonsiteshallbeproperlynumberedandshouldhaveproperIPclasse.g.equippedwithrainprotection,theminimumIPclassshouldbeIP45.Thedoorsofalltemporarypowersupplycabinetsandpanelsshallbefirmlyclosedandlocked

现场内临时电源配电板和配电柜应正确编号并符合相应IP等级如配备防雨保护设施等,最低防护等级IP45。

所有配电板和配电柜的门应紧紧关闭并锁住。

3.3.7.Thevoltageofanyportablelampshallnotexceed36V.Whileworkinginextraordinarydampandwetworkenvironmentsorinsidemetalequipmentsuchasprocessvessels,containerortanks,thevoltageofthetemporaryportablelampshallnotexceed12V.

手提电灯的电压不应超出36V。

当在特别潮湿的地方或在金属设备（如塔、容器、集装箱或罐）内工作时，临时手提电灯的电压不应超过12V。

3.3.8.Alltemporarypowerfacilitiesshallhavesuitableleakageandgroundingprotection.Allportabletoolsandportablemotorizeddevicesshallalsobeprotectedfromleakageandbeoperatedinamodeof“Onetool,oneswitch”.Theratingoftheelectriccurrentoftheleakageprotection/groundingdeviceshallnotgreaterthan30mAandtheactiontimemustbelessthan0.1s.

所有的临时电源设施应有合适的漏电保护器和接地保护。

所有的便携式工具和便携式机动设备也应有防漏保护，并处于“一个工具对一个开关”的状态。

漏电保护器/接地设备的额定电流应不超过30毫安，且反应时间应小于0.1秒。
