The state shall implement a policy of putting the emphasis on prevention, combining prevention with treatment and classified management with respect to infectious diseases.第三条 本法规定管理的传染病分为甲类、乙类和丙类。Article 3. The infectious diseases governed by this Law shall be divid

3、ed into Classes A, B, and C.甲类传染病是指：鼠疫、霍乱。A Class infectious diseases shall include plague and cholera.乙类传染病是指：病毒性肝炎、细菌性和阿米巴性痢疾、伤寒和副伤寒、艾滋病、淋病、梅毒、脊髓灰质炎、麻疹、百日咳、白喉、流行性脑脊髓膜炎、猩红热、流行性出血热、狂犬病、钩端螺旋体病、布鲁氏菌病、炭疽、流行性和地方性斑疹伤寒、流行性乙型脑炎、黑热病、疟疾、登革热。B Class infectious diseases shall include viral hepatitis, bacillary

4、 and amebic dysentery, typhoid and paratyphoid, AIDS, gonorrhea, syphilis, poliomyelitis, measles, pertussis, diphtheria, epidemic cerebrospinal meningitis, scarlet fever, epidemic hemorrhagic fever, rabies, leptospirosis, brucellosis, anthrax, epidemic and endemic typhus, epidemic encephalitis B, k

5、ala-azar, malaria, and dengue fever.丙类传染病是指：肺结核、血吸虫病、丝虫病、包虫病、麻风病、流行性感冒、流行性腮腺炎、风疹、新生儿破伤风、急性出血性结膜炎、除霍乱、痢疾、伤寒和副伤寒以外的感染性腹泻病。C Class infectious diseases shall include pulmonary tuberculosis, schistosomiasis, filariasis, echinococcosis, leprosy, influenza, epidemic parotitis, rubella, tetanus neonatorum,

The health administration departments of governments at v

9、arious levels shall exercise uniform supervision over and control of the work of preventing and treating infectious diseases.各级各类卫生防疫机构按照专业分工承担责任范围内的传染病监测管理工作。Anti-epidemic agencies at various levels and of different types shall, according to the division of professional work, undertake the monitori

10、ng and control of infectious diseases within their respective spheres of responsibilities.各级各类医疗保健机构承担责任范围内的传染病防治管理任务，并接受有关卫生防疫机构的业务指导。Medical care and health institutions at various levels and of different types shall undertake the tasks of preventing, treating and controlling infectious diseases w

The management of food, pharmaceuticals and water which is related to the prevention and control of infec

13、tious diseases as well as frontier quarantine shall be carried out according to the relevant provisions of the law.第七条 在中华人民共和国领域内的一切单位和个人，必须接受医疗保健机构、卫生防疫机构有关传染病的查询、检验、调查取证以及预防、控制措施，并有权检举、控告违反本法的行为。Article 7. Any unit or individual on the territory of the Peoples Republic of China must respond to in

14、quiries by medical care and health institutions and anti-epidemic agencies on infectious diseases and accept their examinations and investigations for certification as well as their preventive and control measures, and shall have the right to inform the authorities or file charges against any violat

15、ion of this Law.第八条 对预防、控制传染病做出显著成绩和贡献的单位和个人，给予奖励。Article 8. Units and individuals who have made remarkable achievements in or contributions to the prevention and control of infectious diseases shall be awarded.第二章 预 防CHAPTER II PREVENTION第九条 各级政府应当开展预防传染病的卫生健康教育，组织力量消除鼠害和蚊、蝇等病媒昆虫以及其他传播传染病的或者患有人畜共患传

16、染病的动物的危害。Article 9. Governments at various levels shall carry out health education on the prevention of infectious diseases and organize people for the elimination of the hazards of rodents and vector insects like mosquitoes and flies as well as other animals that transmit infectious diseases or suf

17、fer from infectious diseases common to human beings and animals.第十条 地方各级政府应当有计划地建设和改造公共卫生设施，对污水、污物、粪便进行无害化处理，改善饮用水卫生条件。Article 10. Local governments at various levels shall establish or reconstruct public health facilities in a planned way, take necessary measures for the innocent treatment of sewag

18、e, wastes and feces, and improve the hygienic condition of drinking water.第十一条 各级各类医疗保健机构应当设立预防保健组织或者人员，承担本单位和责任地段的传染病预防、控制和疫情管理工作。Article 11. Medical care and health institutions at various levels and of different types shall set up preventive health organizations or assign personnel to undertake t

19、he prevention and control of infectious diseases and the management of the epidemic situation in their respective units or in the communities for which they are responsible.市、市辖区、县设立传染病医院或者指定医院设立传染病门诊和传染病病房。Municipalities, municipal districts and counties shall have hospitals for infectious diseases

20、 or clinics and wards for infectious diseases in designated hospitals.第十二条 国家实行有计划的预防接种制度。Article 12. The state shall practise a planned prophylactic vaccination system.国家对儿童实行预防接种证制度。The state shall practise a system by which certificates are issued to children who have received prophylactic vaccin

21、ation.第十三条 供水单位供应的饮用水必须符合国家规定的卫生标准。Article 13. The drinking water provided by a water supply unit must conform to the hygienic standards set by the state.第十四条 传染病病人、病原携带者和疑似传染病病人，在治愈或者排除传染病嫌疑前，不得从事国务院卫生行政部门规定禁止从事的易使该传染病扩散的工作。Article 14. Infectious disease patients, pathogen carriers and suspected in

22、fectious disease patients shall, before they are cured or cleared of suspicion, be barred from jobs which the health administration department under the State Council prohibits them from doing because of the likelihood of causing the spread of infectious diseases.第十五条 医疗保健机构、卫生防疫机构和从事致病性微生物实验的单位，必须严

23、格执行国务院卫生行政部门规定的管理制度、 操作规程，防止传染病的医源性感染、医院内感染、实验室感染和致病性微生物的扩散。Article 15. Medical care and health institutions, anti-epidemic agencies and units engaged in the experimentation of pathogenic microorganisms must rigorously implement the management system and the operation procedures stipulated by the he

24、alth administration department under the State Council to prevent the iatric infection of infectious diseases, inside-hospital infection, laboratory infection and the spread of pathogenic microorganisms.第十六条 传染病菌种、毒种的保藏、携带、运输，必须按照国务院卫生行政部门的规定严格管理。Article 16. The storage, carrying and transportation

25、of bacterial strains and virus strains of infectious diseases must be rigorously controlled in accordance with provisions laid down by the health administration department under the State Council.第十七条 被甲类传染病病原体污染的污水、污物、粪便，有关单位和个人必须在卫生防疫机构的指导监督下进行严密消毒后处理；拒绝消毒处理的， 当地政府可以采取强制措施。Article 17. When the sew

26、age, wastes and feces are contaminated with the pathogen of A Class infectious diseases, the unit or the individual concerned must carry out strict disinfection under the supervision and direction of an anti-epidemic agency; in cases of refusal to carry out disinfection, compulsory measures may be t

27、aken by the local government.被乙类、丙类传染病病原体污染的污水、污物、粪便，有关单位和个人必须按照卫生防疫机构提出的卫生要求进行处理。When the sewage, wastes and feces are contaminated with the pathogen of B Class or C Class infectious diseases, the unit or the individual concerned must carry out treatment according to the hygienic requirements propo

The animal husbandry and veterinary departments of governments at various levels shall be responsible for the prevention, treatment and management of infectious diseases of domestic animals and fowls related to i

29、nfectious diseases common to human beings and animals.同人畜共患传染病有关的野生动物，未经当地或者接收地的政府畜牧兽医部门检疫，禁止出售或者运输。Wild animals related to infectious diseases common to human beings and animals shall be prohibited from being sold or transported until they have been quarantined by the animal husbandry and veterinar
