3、eeches,thetalks,andthepressconferenceshavebecomeincreasinglynarrow,focusedmoreandmoreonwhattheisolatedworldofwashingtonthinksisimportant.gradually,youveheardmoreandmoreaboutwhatthegovernmentthinksorwhatthegovernmentshouldbedoingandlessandlessaboutournationshopes,ourdreams,andourvisionofthefuture.ten

4、daysago,ihadplannedtospeaktoyouagainaboutaveryimportantsubject-energy.forthefifthtimeiwouldhavedescribedtheurgencyoftheproblemandlaidoutaseriesoflegislativerecommendationstothecongress.butasiwaspreparingtospeak,ibegantoaskmyselfthesamequestionthatinowknowhasbeentroublingmanyofyou:whyhavewenotbeenabl

5、etogettogetherasanationtoresolveourseriousenergyproblem?itsclearthatthetrueproblemsofournationaremuchdeeper-deeperthangasolinelinesorenergyshortages,deepereventhaninflationorrecession.andirealizemorethaneverthataspresidentineedyourhelp.so,idecidedtoreachoutandtolistentothevoicesofamerica.iinvitedtoc

6、ampdavidpeoplefromalmosteverysegmentofoursociety-businessandlabor,teachersandpreachers,governors,mayors,andprivatecitizens.andthenileftcampdavidtolistentootheramericans,menandwomenlikeyou.ithasbeenanextraordinarytendays,andiwanttosharewithyouwhativeheard.firstofall,igotalotofpersonaladvice.letmequot

7、eafewofthetypicalcommentsthatiwrotedown.thisfromasoutherngovernor:mr.president,youarenotleadingthisnation-yourejustmanagingthegovernment.youdontseethepeopleenoughanymore.someofyourcabinetmembersdontseemloyal.thereisnotenoughdisciplineamongyourdisciples.donttalktousaboutpoliticsorthemechanicsofgovern

8、ment,butaboutanunderstandingofourcommongood.mr.president,wereintrouble.talktousaboutbloodandsweatandtears.ifyoulead,mr.president,wewillfollow.manypeopletalkedaboutthemselvesandabouttheconditionofournation.thisfromayoungwomaninpennsylvania:ifeelsofarfromgovernment.ifeellikeordinarypeopleareexcludedfr

11、nenergy,andihaveanotebookfullofcommentsandadvice.illreadjustafew.wecantgoonconsumingfortypercentmoreenergythenweproduce.whenweimportoilwearealsoimportinginflationplusunemployment.wevegottousewhatwehave.themiddleeasthasonlyfivepercentoftheworldsenergy,buttheunitedstateshastwenty-fourpercent.andthisis

14、onsunderlyingproblems.iknow,ofcourse,beingpresident,thatgovernmentactionsandlegislationcanbeveryimportant.thatswhyiveworkedhardtoputmycampaignpromisesintolaw,andihavetoadmit,withjustmixedsuccess.butafterlisteningtotheamericanpeople,ihavebeenremindedagainthatallthelegislationintheworldcantfixwhatswro

15、ngwithamerica.so,iwanttospeaktoyoufirsttonightaboutasubjectevenmoreseriousthanenergyorinflation.iwanttotalktoyourightnowaboutafundamentalthreattoamericandemocracy.idonotmeanourpoliticalandcivilliberties.theywillendure.andidonotrefertotheoutwardstrengthofamerica,anationthatisatpeacetonighteverywhereintheworld,withunmatchedeconomicpowerandmilitarymight.thethreatisnearlyinvisibleinordinaryways.itisacrisisofconfidence.itisacrisisthatstrikesattheveryheartandsoulandspiritofournationalwill.wecanseethiscrisisinthegrowingdo
