1、荒山绿化调研报告与荣誉演讲稿4篇汇编荒山绿化调研报告与荣誉演讲稿4篇汇编荒山绿化调研报告根据县委、县政府安排，明年要在全县范围内大打一场宜林荒山歼灭战，为了更好的完成好此项工作，促进全县林业生态建设又好又快发展，我局在大量调研的基础上，特提出如下建议。一、宜林荒山现状及分析十八大召开之后，生态文明建设被放在了更加突出的地位，成为了建设美丽中国的必然选择。荒山绿化作为林业生态建设的重要内容，直接影响着我县生态文明能否实现又好又快发展。我县国土总面积176.9万亩，林业用地面积68.25万亩，其中有林地面积22.79万亩，疏林地面积5万亩，灌木林地面积14.02万亩，未成林地面积9.67万亩，宜林

2、地面积16.37万亩，苗圃地面积0.25万亩，辅助生产林地0.15万亩，四旁植树总株数278.33万株，森林总蓄积量52.6万立方米，森林覆盖率12.88%，林木绿化率22.22%。宜林荒山重点分布在古韩镇、下良镇、虒亭镇、北底乡、王村镇和上马乡，大力实施荒山绿化工程对改善全县生态环境有着重要的意义。二、初步思路林权改革后，由于后续配套政策未能及时衔接，林权户空有林权之实，没有造林绿化之力。仅靠政府单方面推进荒山绿化，效果不甚明显。因此在调研和探索的基础上，初步思路为：引入市场机制，按照“政府引导，政策配套，企业投入，指标置换，全民参与，多元经营”的指导思想，打造“政策化扶持、企业化经营、多元

3、化开发”的荒山绿化新模式。三、实施内容1、总体布局。按照“分片区安排、分重点布局、分年度实施”的要求，XX年已经完成5.78万亩;XXXX年分别每年完成3万亩。用5年的时间着力构建生态效益、社会效益和经济效益同步发挥的荒山生态网络体系。生态环境得到全面改善，水土流失得到有效治理，真正实现“山上绿起来，环境美起来，农民富起来”的生态建设目标。2、布局原则。坚持因地制宜、适地适树、注重规模的原则，根据各区域的自然和社会经济条件，宜林则林、宜果则果、林(药)草间作，实现优质高效。坚持全面规划、分步实施、稳妥推进的原则，从我县实际出发，制定长远发展目标，建立长效机制，完善林业政策。坚持生态优先、产业支

4、撑、增加收入的原则，以生态建设促进产业发展，以产业发展支持和带动生态建设。3、栽植模式。在土壤条件较好的区域，建议采取“大坑大水”栽植模式，坑大能保证增加一定的土壤厚度，积水保墒。建议栽植干果经济林为主，树种选择主要有核桃、红枣等。在土壤条件较差的区域，建议采取“条带栽植”和“零星栽植”模式相结合的模式，最大可能增加绿化面积。建议栽植阔叶树、风景树等混交林为主，树种选择主要有杨树、柳树、枫树等。在土壤条件很差的石质山区，建议采取“大鱼鳞坑”栽植模式，大鱼鳞坑能较好的蓄水保墒，增加土壤厚度，成活率较高。建议栽植灌木林和针叶树为主，树种选择主要有侧柏、刺槐等。4、运作模式。按照企业经营为主的总体思

5、路，可以确定四类经营主体：第一类：企业经营。我县作为一个工业大县、煤炭大县，境内大量煤焦企业，既有减排治污的义务，又有恢复生态的责任。因此，可以要求煤焦、化工等为重点的碳排放企业主动经营，成立专业队伍绿化荒山，建设企业林、环保林。可以将企业用地指标、污染排放指标、年度考核指标、生产量与荒山绿化面积挂钩。比如绿化荒山100亩可新增用地指标0.1亩;年度考核中造林面积不达相应指标责令停产等，硬性分解任务，实行“捆绑”审批。第二类：专业合作社经营。扶持林业专业户建立合作社，带动群众绿化荒山。实行培训、补贴、奖励“三位一体”予以大力扶持。比如重奖在绿化荒山中成绩突出的集体、企业和个人，提拔重用表现突出

6、的优秀干部等。第三类：农民自主经营。鼓励广大农民积极参与荒山绿化。把林权改革后确权到户但没有经营能力的荒地，通过合法流转再次集中起来，在确定经营主体和规划设计后，划分区域，划定班号，制定优惠条件吸引广大农民参与绿化。比如鼓励农民“认养”，在负责保栽、保活、保管的前提下，发展林下种养经济，收入归农民所有。第四类：招商引资经营。开放经营吸引外商参与绿化荒山。结合生态旅游开发、经济林、林下经济种植、特色种养殖业等招商项目，将荒山绿化作为谈判条件，折抵费用、吸引外商。四、存在问题1、资金问题。按照目前市场的苗木费、人工费和管护费来讲，荒山绿化每亩的费用约需XX元，还需要专业队伍来完成，否则只能是年年栽

7、树不见树，年年造林不见林。因此，全县绿化荒山的资金需要投入至少4.5亿元，仅靠财政投入很难推进。建议：县政府建立和完善“财政拨，部门筹，煤炭补、社会集，劳务代”的造林绿化多元融资渠道。用好吨煤10元生态恢复治理金;企业投资绿化，分包山头、分包荒沟;大力开展全民义务植树活动，企业、集体、学校、单位全民上阵，大搞绿化;广泛推行“谁开发谁所有，谁投资谁受益，谁经营谁得利”政策，探索完善多元化生态建设投入机制。2、政策问题。虽然林权改革后，群众对林改政策一致拥护和赞同，但由于后续配套政策不完善、不到位，造成群众造林积极性仍然不高。多数群众认为绿化荒山短期内“只投入不产出”，农民习惯于农闲时间外出打工挣

8、钱，搞荒山绿化一无资金二无时间三无技术，顶多是在栽树季节种几棵算几棵，形不成规模，谈不上效益，很大程度上影响了群众绿化荒山的积极性。建议：县政府首先要加大宣传力度，切实转变观念，使各级领导干部树立全面协调可持续发展观，让广大群众明白绿化荒山的重大意义;其次出台相关政策，林地流转政策，结合林权改革，完善后续配套政策，让没有能力自主经营的林地再次流转集中，形成规模;制定具体可操作的荒山绿化补贴政策，因地制宜，分标准、分层次、分形式补贴到户。3、机制问题。一些林农依据优惠政策或托关系、找熟人，以较低的价格获取了承包权，但开发建设后，都不完全履行合同，各业干扰，你栽树、我放牧、他养蛙，谁也没发展起来，

9、势必造成资源浪费。活化机制，注重管理才能确保荒山绿化建设取得成效。建议：大胆创新发展机制，大力发展民营林业。鼓励农民承包荒山荒地植树造林、退耕还林，在林权确定、请示砍伐指标、收取砍伐费用等方面予以明确和优惠，使他们安心生产、大胆发展，促进荒山荒地合理利用;健全考核机制。重奖在绿化荒山工作中成绩突出的集体、企业和个人，提拔重用表现突出的优秀干部;完善政府花钱买绿机制。比如农民植树经过三个生长期，经验收合格后，县政府每亩补助1000元(第一年400元，第二年300元，第三年300元)，三年验收合格后，列入国家、省、市公益林管护范围，每年每亩补助100元管护费。五、几点建议。1、加大资金投入。切实加

10、大荒山人工造林资金投入力度，整合水土保持、土地管理、农业综合开发等各项资金，完善资金管理政策及造林资金补助政策。对于新营造的干果经济林，继续完善关于进一步发展以核桃为主干果经济林的暂行办法。2、落实义务植树。义务植树是国家赋予每个公民的责任，根据上级关于义务植树的决议，对义务植树实行市场化运作，这样既可以实现农村劳动力就地转移，增加农民收入，又可提高绿化效果。3、开展科技造林。围绕荒山绿化，开展科技攻关，为山区绿化提供科技支撑。一是研究推广一批造林绿化使用技术;二是按照适地适树的原则，筛选一批荒山绿化树种，使荒山绿化树种更加丰富;三是抓一批荒山绿化示范点，发挥示范点的带动、辐射作用，切实提高绿
