1、美丽乡村建设标准美丽乡村建设标准美丽乡村建设国家标准 一、 编制背景 2012年11月8日，党的十八大召开，在党的十八大报告首次提出了“把生态文明建设放在突出地位，融入经济建设、政治建设、文化建设、社会建设各方面和全过程，努力建设“美丽中国”的任务和目标。美丽中国的建设重点和难点在于农村。2013年中央1号文件提出要推进农村生态文明建设，努力建设美丽乡村。开展美丽乡村建设，是贯彻落实十八大精神、实现全面建成小康社会目标的需要;是推进生态文明建设、实现永续发展的需要;是强化农业基础、推进农业现代化的需要;是优化公共资源配置、推动城乡发展一体化的需要。国家财政部、国务院农村综合改革办公室、农业部等

2、相关部委纷纷出台一些措施和政策来推动美丽乡村的建设。国务院农村综合改革工作小组于2012年发布了关于开展农村综合改革示范试点工作的通知(国农改201212号)，开展了以美丽乡村建设等十项主要改革重点的示范试点。2013年7月，财政部发布了关于发挥一事一议财政奖补作用，推动美丽乡村建设试点的通知(财农改20133号)，决定将美丽乡村建设作为一事一议财政奖补工作的主攻方向，启动美丽乡村建设试点。农业部办公厅也于2013年初发布了关于开展“美丽乡村”创建活动的意见(农办科201310号)。全国各地已全面拉开美丽乡村的建设。 近年来，随着美丽乡村建设的不断推进，涌现出了浙江安吉、福建长泰、贵州余庆等美

3、丽乡村建设先进典型，农村公共服务水平不断提高、农民生产生活条件不断改善，农村面貌发生了很大的变化。但依然存在农村公共服务资源配置效率低、管理水平不高、城乡区域差别大等突出问题。农村作为社会最基层的单元，与城镇相比，整体存在经济发展较为落后、社会管理与公共服务基础薄弱、农民素质低等劣势，在如何实现“美”的过程中，在建设主体内容、建设技术、运行维护、服务及评价等各个环节上依然缺乏统一的技术指导;普遍存在重建设轻管mplementation five big development concept of requirements, accurate grasp economic developmen

9、ation and eco-good order 理的现象，使得美丽乡村的建设成果无法得以有效的巩固和持续发展。 标准化是美丽乡村建设的抓手和创新驱动力。2010年国标委首次将安吉美丽乡村标准化建设列为第七批农业标准化试点项目，创新地将标准化的应用从农业、工业逐渐转向为美丽乡村、社会治理等更为广阔的领域，并取得了显著成效。与此同时，浙江省在总结安吉经验的基础上结合实际，于2014年4月发布了全国首个美丽乡村的地方标准美丽乡村建设规范，福建省也于2014年10月发布了省级地方标准美丽乡村建设指南，通过标准引领、指导全省范围内的美丽乡村建设。 2012年，国务院农村综合改革工作小组关于开展农村综合

10、改革示范试点工作的通知(国农改201212号)中明确指出应建立相关标准体系，做好建设、运行、维护、服务及评价等各环节的标准制定、实施与监督，实行分类指导。2013年11月5日，国家标准化管理委员与财政部联合发布了关于开展农村综合改革标准化试点工作的通知，将浙江、安徽等13个省列为美丽乡村标准化试点，明确指出通过试点，要初步建立结构合理、层次分明、与当地经济社会发展水平相适应的标准体系，重要标准相对完善并得到有效实施，促进资源有效整合，形成以标准化支撑农村公共服务的长效机制，促进城乡公共服务均等化和城乡发展一体化。 但当前，在我国现有的标准体系中，在国家层面尚没有与美丽乡村系统性建设相关的标准，

11、涉及农村领域的标准少，有少数行业部门出台了美丽乡村建设中某一环节或某一部分的国家标准或行业标准，如GB 50445-2008村庄整治技术规范等，农村基础设施建设和维护、公共服务和社会管理等资源配置存在标准不一或标准空白的现象，美丽乡村建设缺乏系统的过程控制、质量管理、结果评价标准及运行维护、服务规范，政府绩效考核难，政策效果评价难。而有关美丽乡村系统性建设的标准目前只有东部地区的浙江省和福建省两个地方标准;由于地区差异大，中西部大部分地区在美丽乡村建设过程中迫切需要标准予以指导和引领。因此，基于各地差异考虑，为了更好地推进试点建设，推动美丽乡村建设的顺利开展和实施，真正实现美丽乡村的可持续、保

17、eginning of the task, the Township to maintain sustainable economic growth, social harmony and stability, ethnic unity and progress, peace consolidation and eco-good order 美丽乡村建设指南国家标准由国家标准委于2014年立项(国标委综合201476)号)，项目编号20141520-T-469，具体编制工作如下。 (一) 第一阶段:征求意见稿 一征求意见稿第一稿 为了确保标准编制工作的顺利开展，自接到国标委标准立项文件，由浙江

18、省质量技术监督局牵头，第一起草单位安吉县人民政府组织立即会同其它起草单位召开了第一次会议，明确了标准起草小组，确定了标准框架。会议的主要情况如下: (1)确定了标准起草组织架构体系 建立了良好的沟通、协调机制。 成立了以浙江省质量技术监督局、中国标准化研究院、福建省质量技术监督局为主体的总组织协调小组，负责总体协调、调度及技术把关。 成立了由安吉县人民政府、浙江省标准化研究院、福建省标准化研究院、中国标准化研究院食品与农业所、贵州省标准化研究院、安徽省标准化研究院、广西省标准化研究院、重庆市标准化研究院组成的标准起草小组，负责共同完成标准的起草工作。 (2)确定标准框架 在听取各地美丽乡村建设

19、及标准化的经验基础上，根据中央文件精神及全国实际，标准框架在以浙江省美丽乡村建设规范、福建省美丽乡村建设指南地方标准基础上进行微调，将村庄规划和建设分列，确立了12个章节，分别是:范围、规范性引用文件、术语和定义、基本要求、村庄规划、村庄建设、生态环境、经济发展、公共服务、精神文明、基层组织和长效管理，并明确了标准起草的总体要求。 (3)确定标准分工及时间进度安排 确定了各单位的分工。中标院与浙江省质监局统一负责标准的组织与协调工作。安吉县人民政府作为第一起草单位，负责起草过程中会务工作、各类文件、材料汇总及标准的整合，并负责标准第14章(范围、规范性引用文件、术语和定义、基本要求)及第8章

26、体要求和基本原则 一是把握实用、普适、兼容的原则，同时遵循保住底线并适当超前总体要求。二是以生态、经济、文化、社会、政治“五位一体”的建设内容构成标准的整体构架;三是定性与定量相结合，对经济、环保、安全等重要指标项进行量化，对于文化建设等领域，则用定性方式明确基本要求。 根据第一次会议提出的标准起草的总体要求及标准总体框架，标准起草小组分工明确、协同合作、及时沟通，收集了国家、行业部门及各个省有关农村建设、美丽乡村建设的政策文件、现有标准及相关的文献资料，在全面梳理相应政策文件及现有标准的基础上，重点参考浙江省地标美丽乡村建设规范和福建省地标美丽乡村建设指南，汇总浙江省、福建省等地实地调研的结

27、果，结合全国各地差异，通过综合优化，形成了标准征求意见稿第一稿。 ,、征求意见稿第二稿和第三稿 根据标准起草时间进度安排，2014年11月，标准起草小组在杭州召开第二次会议，对标准征求意见稿第一稿进行了逐条逐句的讨论，并对部分框架进行了调整。考虑到第9章公共服务中“文化体育”已经包含了第10章精神文明建设中有关乡风文明、文化传承与保护的内容，因此，将原来框架中的第10章精神文明建设的相关内容一并整合到第9章公共服务的“文化体育”中。调整后的框架为:范围、规范性引用文件、术语和定义、基本要求、村庄规划、村庄建设、生态环境、经济发展、公共服务、基层组织和长效管理共11章。并要求根据地区差异，对相关

28、标准内容进行简化、修改完善。 会后，标准起草小组对标准作了修改，形成标准征求意见稿第二稿，并与浙江省农办、地市质监局等专家进行再次研讨，形成标准征求意见稿第三稿。 ,、征求意见稿第四稿 2014年12月9日，标准起草小组在杭州召开第三次会议，对标准征求意见稿第三稿进行逐条逐句逐字讨论、修改。出于标准整体构架的考虑，结合地区差mplementation five big development concept of requirements, accurate grasp economic development new normal and transformation development
