7、on machines and equipments施工队伍所使用机械的检查。 Inspecting subcontractors staff certificates施工队伍管理人员资质和上岗证明书的检查。 Work methods statement submittal and review before specific work start单项工作开始前的施工方案的提交及审查。3.1.2 Technical disclosure技术交底3.1.2.1 Disclosure shall be done by the project technical department to the

8、engineering department, then by the engineering department to the construction teams management; the engineering department shall supervise for the disclosure by the management of construction teams to the operators.由项目技术部向工程部交底,工程部向施工队管理层交底,并监督施工队管理层向其操作层交底。3.1.2.2 Disclosure meeting shall be organ

9、ized for important project sections and sub-items by the technical department, and Heinz/Stellar and Jianli shall be invited for the solicitation of their opinions; a meeting minute shall be formed after thorough discussion of construction procedures and details by all participants, so as to bring t

10、he whole construction process under effective preemptive control.重要分部分项工程由技术部组织交底会,邀请Heinz/Stellar及监理参加,并征求其意见,与会各方就有关施工工序及细节做认真讨论,并形成会议纪要,使整个施工过程处于有效的预控之中。3.1.2.3 The technical disclosure shall be carried out in such a manner that every member in the project management and operation understand the

11、process methods and quality requirements of the construction of the project section/items within their responsibility scope.技术交底要做到使项目所有管理层及操作层的人员明确了解分部分项工程施工中各自责任范围内的过程施工方法和质量要求。3.1.2.4 Technical disclosure of construction teams shall be supervised and inspected by project technical department, onc

12、e every half month, the results of which to be reported to the technical responsible person.施工队技术交底由项目技术部监督检查,每半月检查一次,并将检查结果报技术负责人。3.2 Dynamic Management and Tracing during Progress动态管理及过程跟踪3.2.1 Process control before commencement开工前过程控制3.2.1.1 The project technical department shall be responsible

13、for the preparation plan before commencement, which shall account for human, machine, materials, time limit and other factors.项目技术部负责编制开工前准备计划,计划应全面考虑人、机、料及时间等因素。3.2.1.2 Upon receipt of drawings, an internal joint drawing examination by the engineering, quality departments shall be organized by the

14、technical department, chaired by the technical responsible person.接到图纸后,技术部组织,由技术负责人主持,由工程部、质量部,进行图纸内部会审。3.2.1.3 Practical and feasible construction plan and quality plan shall be prepared in line with the characteristics of the construction stage, section and sub-items.根据施工阶段、分部、分项工程的特点,编制切实可行的施工方案

15、和质量计划。3.2.2 Construction process control施工的过程控制3.2.2.1 Construction process control施工过程工序控制Control construction process and tracing construction progress. And no next work can start before upper work inspected and accepted by Stellar/Jianli. After upper work finished, self-inspection should be done

18、aterproofing, toilet waterproofing, combination of suspended ceiling and mechanic and electric installation, external door and window installation and water proofing, and so on) shall be assigned to specific persons and key process shall be continuously monitored with records kept.对关键过程(结构伸缩缝及防水施工、设

19、备基础的预留预埋施工、首层室内回填土、屋面防水、厕所间防水、吊顶与机电配合、外门窗安装及防水等),要重点落实负责人,并进行连续监控,做好记录并保存。3.2.2.4 The engineering department shall organize and supervise construction by operator according to drawings, reasonably arrange sequences of construction procedures, follow current state specifications, regulations and stan

20、dards, abide by the three-inspection system (self, mutual and handover inspection), and maintain proper records. Acceptance of pre-inspection and concealed engineering inspection shall be organized by responsible engineer. Operation shall not proceed before acceptance or qualification of acceptance

21、of the foregoing procedure.工程部组织、监督作业层严格按图施工,合理安排施工工序,执行国家现行规范、规程、标准,严格实行三检制(自检、互检、交接检),并作好记录。责任工程师组织预检、隐检验收,上道工序未经验收或验收不合格,不得进行下道工序施工。3.2.2.5 The Quality Rectify Form shall be issued by QC to the constructing teams when any quality issue arises on site. 对于现场出现的质量问题由质量部向施工队下发书面质量整改通知单。3.3 Quality Ac

22、cident Control质量的事后控制:3.3.1 Unit work inspection and acceptance单位单项工程竣工验收After unit work or specific work finished and pass the GCs inspection, then request Stellar/Jianli to inspect.单位、单项工程完工后,施工单位初验合格再提出验收申报。3.3.2 Inspection and acceptance procedure chart验收程序框图: 3.3.3 Quality accident treatment工程质
