2、ew socialist countryside, emphasized that it is an important historical task in Chinas modernization process of China and clearly brought forward the guidelines of developing production, improving living standards, fostering more civil behavior, improving the overall cleanliness of villages, and exe

3、rcising democratic management. The problems facing agriculture, rural areas and farmers was a most essential issue in the beginning of Chinas reform. 1982 - 1986, China published four No. 1 Documents of the CPC Central Committee focused on agriculture. From 2004 on, the Chinese Government has consec

4、utively published four No. 1 Documents and formulated a series of policies of supporting agriculture and giving favorable treatment to farmers. All these have pressed on with the increase in both production and incomes of farmers and improved the comprehensive agricultural productive capacity. The C

5、hinese Government abolished the Regulations on Agriculture Tax on January 1, 2006. This means that the agricultural tax that has maintained its presence in China for more than 2,000 years has formally become a part of history. The measures in abolishing tax on special agricultural products, animal h

6、usbandry tax and slaughtering tax taken by the government may relieve the farmers from a burden of RMB 120 billion each year. In 2006, the Chinese Government decided to exempt the primary and junior middle school students in the western rural regions from all tuition fees, offer free textbooks to po

7、verty stricken students and subsidize boarders with their living expenses. In order to further lighten the burdens of farmers, the Chinese Government has exempted the students in the rural areas across the country from compulsory education tuition fees in 2007. Nearly 150 million rural kids now are

8、able to go to school for free. Since 2006, the Chinese Government has considerably raised the farmers medical subsidy standards. According to the statistics of the Ministry of Health of China, in the first three quarters of 2007, 726 million people participated in the New Rural Cooperative Medical S

9、ystem (CMS), the participating rate for the CMS reached 85.96%, and 263 million person-time of people benefited from it. Currently, rural basic living allowance systems have been established in all the 31 provinces, autonomous regions and municipalities directly under the Central Government, and 20.

10、68 million farmers have benefited from it. According to the Chinese Government, new cooperative medical treatment and medical aid systems will be basically established in the countryside of the whole country by the end of 2008. With steadily growth in agricultural production, sustained increase in f

11、armers incomes and remarkable achievements made in building a new socialist countryside, the agricultural and rural development in China has enjoyed a good momentum in 2007. Maintaining an annual growth rate of more than 6% for four consecutive years, the rural per capita net income has exceeded RMB

12、 4,000 Yuan, a rise of about 7%. It was the fourth consecutive year of increased food production for China in the new century, with the total food output exceeding 1 trillion Jin. By groping for ways to become rich, teaching agricultural technologies, improving rural environment, developing road tra

13、ffic, establishing rural basic living allowance systems, providing rural free compulsory education and implementing CMS, the Chinese Government has begun to guide the Chinese farmers to pursue better spiritual lives. The vast Chinese farmers are building a new socialist countryside and gradually enj

By establishing the Rural Circuit Court, the Traffic Circuit Court and two other circuit courts, Guangfeng Peoples Court in Jiangxi Province brought the court to the doors of farmers living in remote areas for the co

21、nvenience of their lawsuits. 20080106 February 20, 2007. Spring Farmers Games were held in Minjiachang Village, Jiangkou County, Tongren Municipality of Guizhou Province. In order to make more money, many farmers went to Shihezi from other places to act as temporary cotton pickers. Under the supportive poli

25、cies formulated by the Chinese Government, the cotton output has raised each year. In 2008, the cotton output in China is expected to reach 6.8 million tons in 2008. 20080110 April 22, 2006. The Chinese Government has actively promoted the rural informatization drive and facilitated the internet and other information platforms to extend towards the countryside.
