6、what I want to do is take a step back,and ask two really fundamental questions,that two questions we all need to ask.所以我想退后一步,提出两个基本问题,两个我们都应该发问的问题.First,why is the current system not working?and second,what can we do to fix it.第一,为什么目前的难民系统失去作用?第二,我们应该如何补救?So the modern refugee regime was created i
