2、 responsible men and women who are working harder than ever, worrying about their jobs, and struggling to raise their families. In so many town halls and backyards, they spoke of their hopes for a government that finally confronts the challenges that their families face every day; a government that

3、treats their tax dollars as responsibly as they treat their own hard-earned paychecks.That is the change I promised as a candidate for president. It is the change the American people voted for in November. And it is the change represented by the budget I sent to Congress this week.During the campaig

4、n, I promised a fair and balanced tax code that would cut taxes for 95% of working Americans, roll back击退 the tax breaks for those making over $250,000 a year, and end the tax breaks for corporations that ship our jobs overseas. This budget does that.I promised an economy run on clean, renewable可恢复的

5、 energy that will create new American jobs, new American industries, and free us from the dangerous grip掌握 of foreign oil. This budget puts us on that path, through a market-based cap on carbon pollution that will make renewable可恢复的 energy the profitable有利可图的 kind of energy; through investments in w

6、ind power and solar power; advanced biofuels生物燃料, clean coal煤, and more fuel-efficient American cars and American trucks.I promised to bring down降低 the crushing cost of health care - a cost that bankrupts one American every thirty seconds, forces small businesses to close their doors, and saddles承受

7、our government with more debt. This budget keeps that promise, with a historic commitment to reform that will lead to lower costs and quality, affordable health care for every American.I promised an education system that will prepare every American to compete, so Americans can win in a global econom

8、y. This budget will help us meet that goal, with new incentives动机 for teacher performance and pathways路径 for advancement; new tax credits that will make college more affordable for all who want to go; and new support to ensure that those who do go finish their degree.This budget also reflects the st

9、ark赤裸的 reality of what weve inherited - a trillion dollar deficit, a financial crisis, and a costly recession. Given this reality, well have to be more vigilant警醒的 than ever in eliminating the programs we dont need in order to make room for the investments we do need. I promised to do this by going

10、through the federal budget page by page, and line by line. That is a process we have already begun, and I am pleased to say that weve already identified two trillion dollars worth of deficit-reductions over the next decade. Weve also restored a sense of honesty and transparency to our budget, which

11、is why this one accounts for spending that was hidden or left out under the old rules.I realize that passing this budget wont be easy. Because it represents real and dramatic change, it also represents a threat to the status quo现状 in Washington. I know that the insurance industry保险业 wont like the id

12、ea that theyll have to bid competitively to continue offering Medicare coverage覆盖, but thats how well help preserve and protect Medicare医疗保险 and lower health care costs for American families. I know that banks and big student lenders wont like the idea that were ending their huge taxpayer subsidies津

13、贴, but thats how well save taxpayers nearly $50 billion and make college more affordable. I know that oil and gas companies wont like us ending nearly $30 billion in tax breaks, but thats how well help fund a renewable energy economy that will create new jobs and new industries. In other words, I kn

14、ow these steps wont sit well with the special interests and lobbyists who are invested in the old way of doing business, and I know theyre gearing up促进 for a fight as we speak. My message to them is this:So am I.The system we have now might work for the powerful and well-connected interests that hav

15、e run Washington for far too long, but I dont. I work for the American people. I didnt come here to do the same thing weve been doing or to take small steps forward, I came to provide the sweeping change that this country demanded when it went to the polls参加投票 in November. As we do everything that we can to create jobs and get our economy moving, were also building a new foundation for

18、 lasting prosperity a foundation that invests in quality education, lowers health care costs, and develops new sources of energy powered by new jobs and industries.One of the pillars of that foundation must be fiscal discipline. We came into office facing a budget deficit of $1.3 trillion for this y

19、ear alone, and the cost of confronting our economic crisis is high. But we cannot settle for a future of rising deficits and debts that our children cannot pay.All across America, families are tightening their belts and making hard choices. Now, Washington must show that same sense of responsibility

20、. That is why we have identified two trillion dollars in deficit-reductions over the next decade, while taking on the special interest spending that doesnt advance the peoples interests.But we must also recognize that we cannot meet the challenges of today with old habits and stale thinking. So much

21、 of our government was built to deal with different challenges from a different era. Too often, the result is wasteful spending, bloated programs, and inefficient results.Its time to fundamentally change the way that we do business in Washington. To help build a new foundation for the 21st century,

22、we need to reform our government so that it is more efficient, more transparent, and more creative. That will demand new thinking and a new sense of responsibility for every dollar that is spent.Earlier this week, I held my first Cabinet meeting and sent a clear message: cut what doesnt work. Alread

23、y, weve identified substantial savings. And in the days and weeks ahead, we will continue going through the budget line by line, and well identify more than 100 programs that will be cut or eliminated.But we cant stop there. We need to go further, and we need an all-hands-on-deck approach to reformi

24、ng government. Thats why Im announcing several steps that my Administration will take in the weeks ahead to restore fiscal discipline while making our government work better.First, we need to adhere to the basic principle that new tax or entitlement policies should be paid for. This principle known

25、as PAYGO helped transform large deficits into surpluses in the 1990s. Now, we must restore that sense of fiscal discipline. Thats why Im calling on Congress to pass PAYGO legislation like a bill that will be introduced by Congressman Baron Hill, so that government acts the same way any responsible f

26、amily does in setting its budget.Second, well create new incentives to reduce wasteful spending and to invest in what works. We dont want agencies to protect bloated budgets we want them to promote effective programs. So the idea is simple: agencies that identify savings will get to keep a portion o

27、f those savings to invest in programs that work. The result will be a smaller budget, and a more effective government.Third, well look for ideas from the bottom up. After all, Americans across the country know that the best ideas often come from workers not just management. Thats why well establish

28、a process through which every government worker can submit their ideas for how their agency can save money and perform better. Well put the suggestions that work into practice. And later this year, I will meet with those who come up with the best ideas to hear firsthand about how they would make you

29、r government more efficient and effective.And finally, we will reach beyond the halls of government. Many businesses have innovative ways of using technology to save money, and many experts have new ideas to make government work more efficiently. Government can and must learn from them. So later thi

30、s year, we will host a forum on reforming government for the 21st century, so that were also guided by voices that come from outside of Washington.We cannot sustain deficits that mortgage our childrens future, nor tolerate wasteful inefficiency. Today, Id like to take a few minutes to explain why. This is a new strain of the flu virus, and because we havent developed an immunity to it, it has more potential to cause us harm. Unlike the various strains of animal flu that have emerged in the past, its a flu that is spreading from human to human. This creates the potential for a pandemic, which is why we are acting quickly and aggressively.
