4、追究法律责任。（保密的学位论文在保密期限内，不得以任何方式发表、借阅、复印、缩印或扫描复制手段保存、汇编论文）研究生签名： 时间：年月日导 师 签名： 时间：年月日摘 要农业技术推广工作是连接农业技术科研领域和农业生产及应用领域的一条很重要的纽带，其在推动农业科学技术进步的过程中起到了关键的作用。加快传统农业技术推广体系的改革，积极构建与经济发展和现代农业进步相适应的多样化、多功能的农业技术推广体系，既是近几年来专家、学者普遍研究的一个新话题，也是国家农业的一号文件重点探讨的问题。然而，我国传统方式的农业技术推广过程中存在诸多问题，不能满足当前农村发展和农民需求的不同。本文以陕西省府谷县为例，

5、府谷县属于经济欠发达地区，以农业为主，县农业技术推广机构基本都不能满足当前农业发展的需要。陕西省府谷县农业技术推广机构的推广内容、推广方法，尤其是在机构构建、运行机制、管理模式、资金来源等方面，明显出现一些不适合市场经济体制下农业经济的发展的因素。本文采用问卷调查法、访谈法、实地调研法、文献法等方法获取资料，探讨府谷县农业技术推广机构的专业设置，农业科研单位的服务体系、在新形势下推广人员的内部结构、农民知识水平等方面的现状和存在的问题，为促进整个榆林市农业技术推广成果的转化，农业新技术的广泛应用，加强基层农业技术推广队伍建设，提高农业科技成果的实用度，提升全市农业的整体竞争力等方面发挥了很大的

6、作用。文章同时提出努力推动科研组织和农业技术推广体制创新的方式，以丰富和完善府谷县农业技术推广机构各方面发展的一些思路和对策，并制定和完善相关政策措施，以适应新经济形式下对农业发展的需要。 关键词：府谷县；农业推广；问题对策Abstract Work of agro-technical popularization is the connection of agricultural technology in the field of scientific research and agricultural production and application of a very import
