Phase I In order to ensure the smooth handover of this project and unify the completion acceptance procedure,it is hereby to establish this regulation. The completion and acceptance of all unit works of this project sh
2、ould be implemented according to this regulation.1.Preparation basis1.1Relevant articles of general contract of Angola SHP K.K. Phase I1.2Current acceptance regulations in China;1.3Relevant requirements of the employer. 2. The principle of completion acceptance The completion acceptance is divided i
3、nto two stages, substantial completion and final acceptance.1.1Substantial Completion (unit work) acceptance 1.1.1Buildings: Conduct completion acceptance based on regarding the single building in the block as its unit work;1.1.2Community municipal works: Conduct completion acceptance based on regar
4、ding all specialties as the unit work;1.1.3Municipal road project, traffic engineering, road landscape greening project: conduct acceptance in sections according to mileage determined based on road number;1.1.4Municipal drainage, sewage, water supply and reclaimed water project, road lighting, munic
5、ipal electric transmission line and communication project: conduct acceptance in sections according to mileage determined based on road number;1.1.52A, 2B substation of high voltage transmission project, 60KV transmission line, conduct acceptance according to the unit works respectively;1.1.6For mun
6、icipal power supply, switching post, substation, box-type transformer and 15KV transmission line , 0.4KV power lines, power monitoring system: conduct acceptance according to unit works based on blocks and power supply unit;1.1.7The power supply lines from the municipal inspection well to the sewage
7、 plant and water treatment plant should carry out acceptance according to the mileage determined based on road number;1.1.8Sewage plant and water treatment plant carries out acceptance based on the independent structures and municipal works inside the plant as the unit project;1.1.9Water delivery pi
8、pelines and water intake pump room carries out acceptance according to the unit work;1.1.10Open ditches, conduct acceptance according to the mileage following the scope. 1.2Final (unit work) acceptance 1.2.1Buildings and community municipal works, switching post, substation, box-type transformer and
9、 15KV transmission line , 0.4KV power lines, power monitoring system: conduct acceptance based on block as its unit work;1.2.2Municipal road project, traffic engineering, road landscape, municipal drainage, sewage, water supply and reclaimed water project, road lighting and telecommunication project
10、: conduct final acceptance according to each whole road;1.2.3The power supply lines from the municipal inspection well to the sewage plant and water treatment plant: conduct final acceptance according to the road;1.2.42A, 2B substation of high voltage transmission project, 60KV transmission line, co
11、nduct acceptance according to each system respectively;1.2.5Sewage plant and water treatment plant carries out acceptance based on plant boundary as the unit work;1.2.6Water delivery pipelines and water intake pump room: carries out final acceptance based on water supply system as the unit work;1.2.
12、7Open ditches: Conduct final acceptance according to the open ditch as unit work.3. Acceptance application conditions3.1Project entity3.1.1The housing construction and the auxiliary utilities have been completed according to the design, they have completed the operation test on the relevant system,
13、they can meet the requirements of usage function. i.e. Civil works, water supply and drainage, electricity and elevator all have been completed, all indoor and outdoor pipelines have been completed, all the pipelines, community municipal road, greening, telecommunications, power supply and drainage
14、works that accompanied to this unit project and the relevant civil works related to the control room, operation room and equipment basement have been completed, the relevant workmanship or equipments also have been installed and completed, the system test is qualified.3.1.2Process Equipment Project
15、for sewage treatment plant, water treatment plant, high voltage power transmission, substation etc.: the main process equipments have been installed and have been qualified after joint commissioning, the safety production and environment protection meet the requirements, it has formed production cap
16、acity and usage function, it possesses the production capacity and usage function stipulated in the design documents. 3.1.3Municipal works:the engineering such as municipal road,greening,telecommunication,power supply,water supply and drainage etc. have been completed according to the design drawing
17、s, the acceptance of pump must meet the requirements and should be qualified, the garbage in the pipe should be cleaned, the tap-water pipe is still needed to clean and disinfect. After the construction of underground pipes, the covered soil should be tamped in layers to ensure the quality of road.
18、And the corresponding completion test has passed and has possessed the corresponding usage functions.3.1.4It should be indicated that: the engineering project (including unit work) complies with the above basic conditions. But in fact a small number of non-essential equipments and some special mater
19、ials can not be resolved in the short time, or although the works have not completed according to the contents stipulated in the design, but they have less impact on the production and usage, they also can be submitted for completion acceptance. Such as: the houses and outdoor pipes in the block hav
20、e been completed, but some of the non-essential facilities have not completed as a whole, the house construction department is allowed to submit the undergoing construction project for completion acceptance. While carrying out acceptance on these projects, the shortage equipment, material and incomp
21、lete project should be listed, make out the reason and submit to the engineering department for decision making. When these equipment, material or incomplete project have been completed or constructed, they should be still submitted for additional acceptance according to the above methods.3.2Enginee
22、ring files3.2.1The quality control sheet during the construction process: complete, accurate.3.2.2As-built drawing: complete, accurate.3.2.3Equipment Operations and Maintenance Manual: complete.4.Completion and acceptance process4.1Substantial Completion acceptance4.1.2 Each department shall organiz
23、e the engineering, technology and quality department to carry out self-inspection.Based on the situation and condition of the proposed completion acceptance engineering ,the department conducts self-inspection according to the requirements of construction drawings, contract regulations and acceptanc
24、e standards. On the basis of the principal of carefulness and preciseness, carry out comprehensive inspection: whether the works have been completed according to the design drawings and relevant requirements, whether the engineering quality has reached the Chinese national quality acceptance criteri
25、a, whether the completion documents ( implemented according to the management regulation on the as-built documents for Angola SHP K.K. Phase I) are complete and can meet the acceptance conditions etc. After taking comprehensive, strict and careful inspection and determining that they have met the de
26、sign requirements of construction drawings and the completion acceptance standard, fill out and submit the Completion Acceptance Application Table (see Appendix 2) to the engineering department of CITIC engineering department.4.1.3 Verification of CITIC The engineering department is responsible for
27、check whether the proposed unit work for acceptance can meet the requirements of handover of the substantial completion acceptance works, it mainly checks whether all construction contents have been completed or whether the completion documents have been prepared completely etc. Once the engineering
28、 department confirms that it can meet the completion acceptance standard, after countersigning agreement on the Completion Acceptance Application Table, it shall be submitted to the quality supervision office of design department.After the quality supervision office of design department receiving th
29、e Completion Acceptance Application Table countersigned by engineering department, check whether all partial and section works pass the inspection, and according to the project quality condition controlled by supervision engineer, the office should sign the comments on the Completion Acceptance Appl
30、ication Table to indicate whether the office agrees to accept and submit to the engineering department. If the completion acceptance is not agreed, the engineering department shall be responsible for supervise and rectify the inconsistent items, after the completion of rectification; it should be su
31、bmitted to the engineering department again for acceptance application. 4.1.4 CITIC carries out internal completion acceptance.When the engineering department and design department of CITIC all agree to carry out completion acceptance, the engineering department shall organize the relevant departmen
32、ts and personnel of CITIC and the chief engineer, production manager, technical, quality, engineering and other related personnel to carry out internal acceptance jointly.When it fails to pass the internal acceptance, the engineering department shall organize and prepare corrective measure and rectification implementation plan on the issues founded, and should submit to CITIC for approval within two days, and should be resubmitted for acceptance after rectification according to the plan. 4.1.5 External acceptanceAfter passing the internal acceptance, the supervising office and TPF shal
