1、船舶航行停泊值班制度船舶航行、停泊值班制度Rules for Duty in Navigation & in Port一、航行值班制度Rules for Duty in Navigation1. 总则General Rules1.1. 船舶航行中,所有值班人员,必须严格遵守各项规章制度;以高度的责任感,认真、谨慎、果断地操作,确保安全航行。During navigation all the crew on duty should comply with all the rules to ensure the safe navigation by earnest prudential and d

2、ecisive operation.1.2. 值班人员不得闲谈、看阅书报和擅离岗位。The crew on duty is prohibited to chatting, reading and missing duty.1.3. 下达的舵令和车钟口令及各项操作时要准确、清晰,受令者应清楚回令,立即执行,并汇报执行完成情况。The orders for rudder and engine telegraph must be announced accurately and clearly. The executors must repeat the orders clearly and exe

3、cute the operation promptly and report the operation result.1.4. 如船长、轮机长分别在驾驶台或机舱,但未声明亲自接替指挥时,值班驾驶员、轮机员不应放弃其值班责任;在船长,轮机长接替指挥操纵后,值班驾驶员、轮机员仍应履行值班职责。The duty officer or engineer shall be responsible for operations, despite the presence of the captain on the bridge or the chief engineer in the engine ro

4、om, until specifically informed that the captain or chief engineer has assumed that responsibility and this is mutually understood.1.5. 航行中未经船长同意:Without the captains approval during navigation1.5.1. 值班驾驶员、轮机员除了因紧急应变必须短暂转向或变速外不得改变规定航向和车速。The duty officer and the duty engineer should not alter the co

5、urse and speed except brief change for course and/or speed in emergency.1.5.2. 不得改变船长发布的有关安全航行措施;如发现与实际情况不符或执行上有困难时,立即报告船长,由其决定。The duty crew should not change any safe navigation measurement ordered by captain. If the duty crew finds that it is difficult to comply with or it is not consistent with

6、the actual condition, they should report the fact to captain and wait for captains decision. 1.5.3. 不得灌入、排出、移注淡水及压舱水。The duty crew should not ballast or deballast or transfer fresh water and/or ballast water1.6. 值班驾驶员、轮机员在遇到认为自己不能解决的困难时,应即报告船长或轮机长;船长或轮机长接到报告后立即奔赴现场。The duty officer or the duty engin

7、eer encounters the difficulty that can not be solved by themselves, they should report the situation to the captain or the chief engineer immediately and the captain or the chief engineer should attend the scene right now.1.7. 值班水手、机工等人员的轮值班时间,分别由大副、大管轮编制值班时间表轮值。大副及大管轮用晚餐时,分别由三副、三管轮暂代其值班职责;用餐时间一般不超过

8、半小时。The shifts in turn for duty sailers or oilers to be carried out according to the deck duty schedule or the engine room schedule made by C/O or 2nd engineer. The chief officer is substituted by third officer and the second engineer is substituted by fourth engineer for dinner. Normally the time f

9、or dinner can not be over half an hour. 1.8. 值班驾驶员、轮机员、GMDSS操作员等应按要求认真、完整、详细记录航海日志、轮机日志、电台日志等。The duty officer, engineer and GMDSS operator should earnestly entirely and detailedly record the log book, engine log book and radio book based on relevant rules. 2. 交接班制度Rules for Duty Handing/Taking Over

10、2.1. 交接班人员应在正点前三十分钟叫班,接班人应提前十五分钟到达岗位;接班逾时未到,当值人员不得擅离岗位,并报告船长、轮机长。The handing crew should inform the taking-over crew half an hour earlier than finishing hour and the taking-over crew should arrive at the working site 15 minutes earlier. If the taking-over crew does not arrive at the working site on

11、schedule, the handing crew should not leave the working site and report the situation to the captain or the chief engineer.2.2. 交班人必须按交接项目,详细交接,待接班人员了解清楚后方可离开值班岗位。The handing crew should hand over all the items detailedly and he only can leave the working site after the taking-over crew know well al

12、l the items. 2.3. 交接班人员在交接班时发生意见分歧应报告船长、轮机长,按船长、轮机长的意见交接,并将情况记入有关日志。If any dispute between the handing crew and the taking-over crew, the matter should be reported to the captain or the chief engineer. The captains or the chief engineers suggestion should be followed and all situation should be reco

13、rded in relevant log book. 2.4. 凡遇下列情况者暂缓交接:Duty handing/taking over should be suspended when the following condition arises 2.4.1. 将要指挥船舶避让时;Command giving way to another vessel2.4.2. 在险要地段指挥航行时;Command sailing during the dangerous water area2.4.3. 接拖或解拖时;Tug on or Tug off2.4.4. 已动车准备靠离码头时,值班水手可暂缓交

14、接;The duty sailor should suspend the handing/taking over when maneuvering for berthing or unberthing.2.4.5. 机电设备发生故障,集中力量进行处理时;Engine or electric equipment found in trouble and being repaired.2.4.6. 船舶发生事故及进行各项应变时;An accident occurred and in emergency arrangements2.4.7. 经船长和轮机长指示暂缓交接者。The captain an

15、d the chief engineer order to suspend the handing/taking over3. 航行值班驾驶员的职责Responsibilities of the duty officer in navigation3.1. 严格遵守有关避碰规则及当地港口的特殊规定。Strictly comply with International regulations for preventing collision at sea and special stipulation of local ports.3.2. 不得中断了望,尤其在夜间、航区复杂视线不良时;如果驾驶

16、员需要进入海图室查阅海图,要督促水手加强了望,同时要尽量缩短时间。Should not interrupt a proper look-out by sight and hearing especially at night, in complex water area and with restricted visibility. Should urge the sailor to keep on watch and do his best to minimize the room time when he goes into the chart room.3.3. 确认陆标、灯标、浮标的外

17、型及颜色等,核对出现方位无误方能应用;如发现异常,应记入航海日志,并通知二副及时改正和报告主管部门。Should check up the shape and color etc. of the landmark, light beacon and buoy and utilize them only after the correct bearings having been confirmed. Any abnormal condition to be recorded in log book, inform the second officer to rectify it and rep

18、ort the same to authority in charge.3.4. 对船长所采取的航线、风流压差及罗经差均应及时核对,遇疑问即报告船长。Should check up the route, angle of drift and compass deviation decided by the captain and any doubt if found should be report to the captain in time.3.5. 认真进行海图作业,按规定测定船位,能见度不良时应充分发挥助航仪器的作用,勤测船位。Chart operation should be don

19、e earnestly. Measure the ships position based on rules and measure it time after time by aid of the aid navigation installation when restricted visibility.3.6. 按规定测算助航仪器误差,并认真记录;注意罗经的稳定性,防止故障。Calculate the error of aid navigation installation and record accordingly. Pay attention to the stability of

20、 compass to prevent failure.3.7. 通过渔船密集区域,应认真观察渔船动态,判断是否锚泊或联合作业;并按章施放声号,谨慎避让。When crossing the dense fishing boat water area, duty officer should observe and judge fishing boat mooring or joint operation. Meantime sound signal should be given and keep clear prudently.3.8. 注意气象变化,如遇雾或雨等造成能见度不良时,应严格执行

21、雾航有关规定,迅速测定船位并报告船长。Regarding weather, when navigating or nearing an area of restricted visibility due to raining or fogging etc., the duty officer should comply with the rules for navigation in fog and rapidly measure the ships position and report it to the captain.3.9. 注意船舶航行状态,如发现有不正常的倾斜等异常情况,应马上派

22、人检查,并报告船长。Paying attention to ships sailing situation, if any abnormal things such as abnormal heeling etc. duty officer should arrange crew to check it and report it to the captain.3.10. 如发现船舶遇难信号应即报告船长。After a signal of distress is received, duty officer should report it to the captain immediately

23、.3.11. 航行中值班驾驶员按规定记录航海日志。The duty officer should record the log book based on the stipulation.4. 航行值班驾驶员交接班事项Items for duty officer handing/taking over in navigation4.1. 接班前首先单独在海图室了解上一班的航行情况,了解本班航区的特点、有关航行通知、各种气象要素及船长的命令等。Before taking over, the taking-over duty officer should find out the navigati

24、on conditions of former shift in chart room and study the character of navigation area, relevant navigation notice, weather factors and captains order. 4.2. 应在驾驶台适宜了望的位置进行交接,如需要在海图室共同核对项目时,应根据当时环境并督促水手加强了望,尽快完成。In bridge, the handing/taking over should be carried through in the position where it is

25、good for look out. If duty officers need to assure some items in chart room , they should order the sailors to keep on looking out and finish handing/taking over as soon as possible. 4.3. 航行中驾驶员的交接项目:Items for duty officer handing/taking over in navigation4.3.1. 船位、航向(包括标准罗经)、罗经改正量和风流压差;内河航行时的地名、水流及

26、航标等情况;Ships position, course(including standard compass), compass error and angle of drift. When navigating in internal river, the placename, current and navigation mark etc.4.3.2. 已过往船舶和前方在望船舶的动态;已发现或在望的陆标、灯标、浮标、漂浮物其他可疑情况。The state of passed vessel and looking out forward vessel. Discovered and loo

27、king out suspicious conditions of landmark, light, buoy and floating objects.4.3.3. 气象预报及实测数据,当气象恶劣时对水密装置和可移动物体的绑扎所采取的安全措;Weather forecast and actual data, Precaution taken for water tight installation and lashing for movable objects in heavy weather4.3.4. 船舶航速,舵效及操舵装置的技术状况,和各种助航仪器的使用情况。Speed, effic

28、iency of rudder and condition of steering rudder installation, Condition of all the aid navigation installation4.3.5. 航行灯及信号灯;声号装置及其他已显示的旗号、号型、是否处于正常状态;Navigation lights and signal light. Sounding signal installation and other showed flag signal and shapes. In normal condition or not.4.3.6. 车钟或主机及其遥

29、控装置的技术状况和主机的转速;Technical condition of telegraph, main engine, remote control device and RPM4.3.7. 航行中船长指示的灌注、调驳或排出压舱水的执行情况;Process of ballasting, transferring, deballasting appointed by captain in navigation4.3.8. 正在了头人员的姓名及轮值名单;The crew name of forward looking out and crew list in turns.4.3.9. 本班所出

30、现的事项及处理经过。Any matters during the shift and how to process.4.4. 交接过程中,当交班驾驶员到海图室记录或测定船位时,接班驾驶员应暂代了望及指挥避让。During the handing/taking over, when the handing duty officer goes into chart room or fixes ships position, the taking over duty officer should temporarily substitutes to look out and command.5. 航

31、行值班水手的职责Responsibility of duty sailor in navigation5.1. 注意舵效,要听清并回答操舵口令,准确把握操舵航向Pay attention to rudder effect, listen clearly and answer the steering order, control the right steering course.5.2. 应协助值班驾驶员观察对方显示的信号。Assist the duty officer to observe the signal showed by other vessel.5.3. 按时开关航行灯升降国旗

32、;按规定升降船名旗、其它信号旗和号型,经常检查其正常情况;并负责按规定回旗。Turn on/off the navigation light, raise and lower national flag. Lift and fall vessel flag, other signal flag and shapes based on the regulations which should be checked up often and be in charge of taking back the flags as regulations.5.4. 注意气象变化,及时提醒值班驾驶员。Pay attention to any change of weather and advise the duty officer accordingly.5.5. 注意船舶航行状态,如发现不正常的倾斜等异常现象,应及时报告当班驾驶员。Pay attention to sailing condition.
