1、招标设计总说明设计总说明进入21世纪以来中国在经济制度不断改革的前提下取得了迅猛的发展，尤其是建筑行业更是取得了尤为显着的进步。在清单计价逐渐将取代定额计价的前提下，建筑行业显得更加的专业化、现代化。而作为社会主义四有新青年的我们更要与时俱进，跟上社会的发展，时刻学习自己专业最为先进、实用的技术，为自己将来能够在社会上立足打好坚实的基础，能为祖国伟大的复兴贡献自己的力量。以此为目的，在经过老师的指导帮助下本次毕业设计中我选择的课题是临沂实验中学一号教学楼招标文件的编制。课题中不仅包扩最为先进的清单计价模式，还包括对于招标文件编制认识、学习。本次课题主要遵循以下程序：大致认识工程概况，按照清单计

2、价方式要求首先确定各分部分项工程的工程算量，其次确定各分项工程的综合单价然后按照清单的要求计算该工程造价（在这期间完成工程量计算书、综合单价分析表以及确定临沂市阳中学一号教学楼工程造价的清单文件），编制该工程的招标文件，编写毕业设计说明书对整个课题进行总结。在该过程中各分部分项工程的工程量计算是重中之重，是清单计价模式下的核心内容。其次招标过程的要求、方式、内容也是跟随社会先进方向制定的，具有一定的代表性。本次工程名称是临沂实验中学一号教学楼，总建筑面积9364，地上六层，建筑控制高度23.65m（室外地坪至主要屋面面层），开间81.9m进深18.0m，框架结构，主体结构设计使用年限为二级50

3、年（一般性建筑），建筑工程类别为2级，耐火等级2级，建筑抗震设防强度为气度，按八度设防以增加安全性。其他与本次工程相关的资料、设计要求以及其他相关信息会在工程量计算过程中详细体现，在这里不再一一赘述。在设计总说明中第一章内容主要是叙述本次工程的相关信息，该工程的相关背景资料以及该课题设计的目的和意义，具体介绍本次课题设计包含的内容等。在第二章中结合图纸当中的具体信息重点介绍了各分部分项工程的算量方法、要求、以及对于清单计价工程量计算的规则的理解和运用，由于在每个分项工程里涉及到的规则不一样，清单和定额规则都存在不同程度的差异所以此章节显得尤为重要。本章节还涉及到清单计价的概念即什么是清单计价以

4、及与以往传统的定额计价有什么差异，他们之间的联系和比较等。招标控制价的计算也是本章节的重点内容分，对于招标文件中的各种规费、措施费、利润都有详细的介绍以及结算过程和结果的分析，对于其构成也做了详细的介绍。而招标控制价的编制依据则作为简单介绍，主要是对招标控制价的编制起到定的导向作用。第三章节的内容主要是招标过程中的内容以及要求，对于甲方在举办招标之前的准备工作包括：报请相关政府部门批准、对招标方式理解和选择、对于资格的审查内容和要求等等复杂工作，简单介绍在招标之前甲方需要做的准备工作等等，此过程中招标方式的选择和资格预审查的内容要求是重点。然后再后面详细介绍了招标过程中的具体事项，前期所做的所

5、有工作都是为了招标做准备因此招标的介绍尤为重要。招标主要包含：资格审查、投标须知、投标方式、评标及后续工作等，在招标过程中投标方的资格审查是第一道关卡，而投标方的投标方式对是否中标或在招标过程中的优势显得尤为重要，他决定着在招标中的价格优势或其他方面的优势，因此投标方式的选择是重中之重。在开始评标之后对于评标所采用的方式方法由甲方事前选择，在评标过程中所要注意的一些事项例如保密等需相关人员进行监督，评标过程中要做到公正、公开、公平。 对于工程量以及清单计价文件编制是整个过程的重点，在此经过一系列计算后得出一下计算结果：招标控制价元，其中建筑工程土建，装饰装修工程5300225.3元。相应费率取

6、费标准为：企业管理费费率（建筑工程）10%利润费率（建筑工程）6%，企业管理费费率（装饰工程）160%，利润率（装饰工程）100%规费（土建）：633993.8元，规费（装饰）：330604.91元，税金（土建）341816.39元，税金（装饰） 178244.92元，税金费率3.48%具体计算过程见附表。附表中包括：工程量计算书、综合单价分析表、招标控制价。关键词：工程量清单计价模式、招标控制价、招标文件编制Design General InformationSince the 21st century Chinas economic system under the premise of
