3、rvision has formulated the Implementing Rules on Administration over Registration of Foreign Suppliers of Imported Solid Wastes that Can be Used as Raw Materials (hereinafter referred to as the Implementing Rules), which is hereby promulgated.I. As of November 1, 2009, the foreign suppliers of impor

4、ted solid wastes that can be used as raw materials shall, according to the provisions of the Implementing Rules, file applications for registration, change or extension to the State Administration of Quality Supervision, Inspection and Quarantine.II. The foreign suppliers shall submit applications f

5、or registration, change and extension via the System for Electronic Supervision over Imported Solid Wastes that Can be Used as Raw Materials()of the State Administration of Quality Supervision, Inspection and Quarantine, and shall, within 30 days upon successful registration application on line, sen

6、d the complete set of written registration materials to the State Administration of Quality Supervision, Inspection and Quarantine. The foreign suppliers which apply for registration on line may, upon successful electronic registration application, acquire the inquiry password so as to get to know t

7、he progress of their registration.III. As of the promulgation date of this Public Announcement, the 9 Public Announcements of the State Administration of Quality Supervision, Inspection and Quarantine, namely, No. 115 of 2003, No. 48 of 2004, No. 75 of 2004, No. 99 of 2004, No. 119 of 2004, No. 17 o

8、f 2005, No. 103 of 2005, No. 131 of 2005 and No. 87 of 2007 shall be repealed simultaneously. October 30, 2009 根据进口可用作原料的固体废物检验检疫监督管理办法（国家质检总局令）第119号，国家质检总局制定了进口可用作原料的固体废物国外供货商注册登记管理实施细则（以下简称“实施细则”），现予公告。 一、自2009年11月1日起，进口可用作原料的固体废物国外供货商应按照实施细则的规定，向国家质检总局提出注册登记、变更和延续申请事宜。 二、国外供货商应通过我局“进口可用作原料的固体废物电子

9、监管系统”（）提交注册登记、变更和延续申请，在网络注册登记申请成功后的30天内，应将全套书面注册登记材料寄送国家质检总局。通过网络申请注册登记的国外供货商在提交电子注册登记申请成功后，可获得查询密码，以便了解本企业注册登记工作的进展情况。 三、自本公告公布之日起，国家质检总局公告2003年第115号、2004年第48号、2004年第75号、2004年第99号、2004年第119号、2005年第17号、2005年第103号、2005年第131号、2007年第87号等9个公告同时废止。 二九年十月三十日 Measures for Supervision and Administration ove

11、 can be used as raw materials (hereinafter referred as the “Waste-sourced Raw Materials”), these Implementing Rules are hereby formulated according to the “Implementing Regulations on Inspection of Imports and Exports” and the “Measures for Supervision and Administration over Inspection and Quaranti

12、ne of Imported Solid Wastes that Can be Used as Raw Materials” (Order No. 119 of the State Administration of Quality Supervision, Inspection and Quarantine). 第一条为加强和规范进口可用作原料的固体废物(以下简称“废物原料”)国外供货商的注册登记及其监督管理,依据进出口商品检验法实施条例、进口可用作原料的固体废物检验检疫监督管理办法(总局令第119号),制定本细则。 Article 2 These Implementing Rules sh

14、e, extension and routine supervision. 第二条本细则适用于进口废物原料国外供货商的注册登记和监督管理工作。国外供货商注册登记管理包括注册登记的受理、评审、批准、变更、延续、日常监督管理等事项。 Article 3 The State Administration of Quality Supervision, Inspection and Quarantine (hereinafter referred to as the “SAQSIQ”) shall, in a centralized manner, be responsible for the wor

15、k regarding the registration of foreign suppliers including application entertaining, evaluation, approval, change, extension and routine supervision. 第三条国家质量监督检验检疫总局(以下简称“国家质检总局”)统一负责国外供货商注册登记申请的受理、评审、批准、变更、延续和日常监督管理工作。 Article 4 The State implements a system of registration as to the foreign suppliers of imported Waste-sourced Raw Materials.
