14、ub: Issues on Progress PaymentsIn response to your letter dated September 2nd ,1996,this is our position as we relate to the following:1.You stated in your letter that “The Owners untimely reimbursement after the Contractors request for monthly progress payment has indeed aggravated that situation.”

15、Our response: First, let us make one very important clarification to you. Progress payments are not reimbursement payment to you. A progress payment by contract definition is found in Article 7.6 of the Contract Condition and is as follows:The Contractor shall prepare and submit an “Application for Progress Payment” for the progress payment payable upon completion of stage of the Work done during the preceding month based on a schedule of values and work breakdo
