1、城市规划毕业答辩论文格式城市规划毕业答辩论文格式四川省简阳市石钟镇总体规划设计总说明：石钟镇地处简阳市东北部，距简城河东新区 9公里。东邻平武镇、青龙镇、东溪镇，南与石桥镇隔河相望，西靠平窝乡，北连三星镇。属于亚热带湿润季风气候，雨量充沛，风景秀美，气候宜人，年平均温度为17。生态环境良好，土地资源丰富，主要生产水稻、玉米、小麦等。本设计项目是受简阳市石钟镇人民政府委托，以简阳市城镇体系规划（20002020）为指导，规划镇域范围45.68平方公里，16个村，176个村民小组，总耕地面积33065亩，镇区范围约25.58公顷，常住人口2500人。本设计规划原则为（1）统筹城乡一体推行，打破城乡

2、二元结构，综合考虑镇土地资源利用，优化城乡资源配置，促进镇乡村协调发展。（2）经济社会环境协调，从可持续发展的角度出发，解决好发展与保护的冲突，降低开发建设对自然生态的破坏和消耗，强调建设生态化的、可持续发展的新型镇，突出“以人为本”的理念，科学的利用土地资源，即有利于在现有经济条件下做到迅速的起飞，也有利于给未来发展预留足够的发展空间。（3）合理调整用地结构，明确功能分区，创造与其区位特色相适应的城镇结构和城镇形态。本设计规划指导思想是全面贯彻落实科学发展观，按照实事求是、立足当前、兼顾长远的要求，充分考虑石钟镇实际发展现状和资源环境承载力，合理确定镇区发展目标和战略，节约和集约利用资源，以

3、人居镇、休闲旅游镇为镇区发展目标，积极发展农业，同时切实改善镇区居住条件，建设一个城乡协调发展、充满活力的小城镇。为加强新农村建设，实现城乡一体化目标，提高公共服务水平，在对石钟镇域范围的公共建筑分析后进行了重新配置。由于石钟镇城镇化水平处于城镇化进程的起步阶段，城镇化速度缓慢，预测2030年城镇化水平达到30%40%之间，所以规划2030年镇区人口规模为12000人。规划将石钟镇域空间大体分为建设区、控制建设区和禁止建设区三大类型区域，通过制定相应发展策略，合理利用空间资源和土地资源，实现经济和社会的持续协调发展。石钟镇镇区现状格局较为单一，镇区主要街道为南北向和东西向的两条镇区道路。道路多

4、为水泥路，道路质量较好。居住用地分布在道路两侧，公共建筑主要沿现状镇区道路两侧布置，主要为底商的形式。在对镇区现状进行分析后总结了镇区现状存在的问题：镇区用地布局形态不合理，夹道发展严重，缺乏纵深发展；各类用地布局混杂，功能分区不明显，居住和市场、商贸等混合布局；道路形式单一，没有形成完整的道路网系统；各类用地主要沿道路两侧建设，镇内没有大块公共绿地；道路形式单一，各类管线混乱布置，无污水处理设施。根据镇区发展状况、自身条件和现状特点，镇区性质确定为：简阳市近郊区的休闲旅游、商贸居住的特色小城镇。由于石钟镇镇区受地形地貌限制，故近期考虑结合现状镇区周围逐步往九义学村方向发展，同时在规划区北部，

5、结合沱江，规划建设一定的产业。远期考虑利用现有建成区与近期建设区的辐射，扩大镇区规模，镇区主要向南拓展，形成集旅游、休闲、居住为一体的小城镇。综合分析各种因素，根据现状用地条件制约，确定石钟镇镇区建设用地发展方向为：依托现状镇区，向南、东北发展，集行政、文化、商贸、居住、旅游为一体的综合性特色小城镇。建设用地范围总面积约118.12公顷。规划依据：中华人民共和国城乡规划法（2008年1月1日）、建设部城市规划编制方法（2006年4月1日）、建设部城市规划编制方法实施细则（1995年6月8日）、镇规划标准（GB50188-2007）、四川省城乡规划条例（2011年9月29日）、历史文化名城保护规
