2、okenduringrisingtidesofprosperityandthestillwatersofpeace.Yet,everysooftentheoathistakenamidstgatheringcloudsandragingstorms.atthesemoments,americahascarriedonnotsimplybecauseoftheskillorvisionofthoseinhighoffice,butbecausewethePeoplehaveremainedfaithfultotheidealsofourforbearers,andtruetoourfoundin

3、gdocuments.Soithasbeen.Soitmustbewiththisgenerationofamericans.Thatweareinthemidstofcrisisisnowwellunderstood.ournationisatwar,againstafar-reachingnetworkofviolenceandhatred.oureconomyisbadlyweakened,aconsequenceofgreedandirresponsibilityonthepartofsome,butalsoourcollectivefailuretomakehardchoicesan

4、dpreparethenationforanewage.Homeshavebeenlost;jobsshed;businessesshuttered.ourhealthcareistoocostly;ourschoolsfailtoomany;andeachdaybringsfurtherevidencethatthewaysweuseenergystrengthenouradversariesandthreatenourplanet.Thesearetheindicatorsofcrisis,subjecttodataandstatistics.Lessmeasurablebutnoless

5、profoundisasappingofconfidenceacrossourland-anaggingfearthatamericasdeclineisinevitable,andthatthenextgenerationmustloweritssights.Todayisaytoyouthatthechallengeswefacearereal.Theyareseriousandtheyaremany.Theywillnotbemeteasilyorinashortspanoftime.Butknowthis,america-theywillbemet.onthisday,wegather

6、becausewehavechosenhopeoverfear,unityofpurposeoverconflictanddiscord.onthisday,wecometoproclaimanendtothepettygrievancesandfalsepromises,therecriminationsandwornoutdogmas,thatforfartoolonghavestrangledourpolitics.weremainayoungnation,butinthewordsofScripture,thetimehascometosetasidechildishthings.Th

7、etimehascometoreaffirmourenduringspirit;tochooseourbetterhistory;tocarryforwardthatpreciousgift,thatnobleidea,passedonfromgenerationtogeneration:theGod-givenpromisethatallareequal,allarefree,andalldeserveachancetopursuetheirfullmeasureofhappiness.inreaffirmingthegreatnessofournation,weunderstandthat

8、greatnessisneveragiven.itmustbeearned.ourjourneyhasneverbeenoneofshort-cutsorsettlingforless.ithasnotbeenthepathforthefaint-hearted-forthosewhopreferleisureoverwork,orseekonlythepleasuresofrichesandfame.Rather,ithasbeentherisk-takers,thedoers,themakersofthings-somecelebratedbutmoreoftenmenandwomenob

9、scureintheirlabor,whohavecarriedusupthelong,ruggedpathtowardsprosperityandfreedom.Forus,theypackeduptheirfewworldlypossessionsandtraveledacrossoceansinsearchofanewlife.Forus,theytoiledinsweatshopsandsettledthewest;enduredthelashofthewhipandplowedthehardearth.Forus,theyfoughtanddied,inplaceslikeconco

10、rdandGettysburg;normandyandKheSanh.Timeandagainthesemenandwomenstruggledandsacrificedandworkedtilltheirhandswererawsothatwemightliveabetterlife.Theysawamericaasbiggerthanthesumofourindividualambitions;greaterthanallthedifferencesofbirthorwealthorfaction.Thisisthejourneywecontinuetoday.weremainthemos

11、tprosperous,powerfulnationonEarth.ourworkersarenolessproductivethanwhenthiscrisisbegan.ourmindsarenolessinventive,ourgoodsandservicesnolessneededthantheywerelastweekorlastmonthorlastyear.ourcapacityremainsundiminished.Butourtimeofstandingpat,ofprotectingnarrowinterestsandputtingoffunpleasantdecision

12、s-thattimehassurelypassed.Startingtoday,wemustpickourselvesup,dustourselvesoff,andbeginagaintheworkofremakingamerica.Foreverywherewelook,thereisworktobedone.Thestateoftheeconomycallsforaction,boldandswift,andwewillact-notonlytocreatenewjobs,buttolayanewfoundationforgrowth.wewillbuildtheroadsandbridg

13、es,theelectricgridsanddigitallinesthatfeedourcommerceandbindustogether.wewillrestoresciencetoitsrightfulplace,andwieldtechnologyswonderstoraisehealthcaresqualityandloweritscost.wewillharnessthesunandthewindsandthesoiltofuelourcarsandrunourfactories.andwewilltransformourschoolsandcollegesanduniversit

14、iestomeetthedemandsofanewage.allthiswecando.andallthiswewilldo.now,therearesomewhoquestionthescaleofourambitions-whosuggestthatoursystemcannottoleratetoomanybigplans.Theirmemoriesareshort.Fortheyhaveforgottenwhatthiscountryhasalreadydone;whatfreemenandwomencanachievewhenimaginationisjoinedtocommonpu

15、rpose,andnecessitytocourage.whatthecynicsfailtounderstandisthatthegroundhasshiftedbeneaththem-thatthestalepoliticalargumentsthathaveconsumedusforsolongnolongerapply.Thequestionweasktodayisnotwhetherourgovernmentistoobigortoosmall,butwhetheritworks-whetherithelpsfamiliesfindjobsatadecentwage,carethey

16、canafford,aretirementthatisdignified.wheretheanswerisyes,weintendtomoveforward.wheretheanswerisno,programswillend.andthoseofuswhomanagethepublicsdollarswillbeheldtoaccount-tospendwisely,reformbadhabits,anddoourbusinessinthelightofday-becauseonlythencanwerestorethevitaltrustbetweenapeopleandtheirgove

17、rnment.noristhequestionbeforeuswhetherthemarketisaforceforgoodorill.itspowertogeneratewealthandexpandfreedomisunmatched,butthiscrisishasremindedusthatwithoutawatchfuleye,themarketcanspinoutofcontrol-andthatanationcannotprosperlongwhenitfavorsonlytheprosperous.Thesuccessofoureconomyhasalwaysdependedn

18、otjustonthesizeofourGrossdomesticProduct,butonthereachofourprosperity;onourabilitytoextendopportunitytoeverywillingheart-notoutofcharity,butbecauseitisthesurestroutetoourcommongood.asforourcommondefense,werejectasfalsethechoicebetweenoursafetyandourideals.ourFoundingFathers,facedwithperilswecanscarc

19、elyimagine,draftedachartertoassuretheruleoflawandtherightsofman,acharterexpandedbythebloodofgenerations.Thoseidealsstilllighttheworld,andwewillnotgivethemupforexpediencessake.andsotoallotherpeoplesandgovernmentswhoarewatchingtoday,fromthegrandestcapitalstothesmallvillagewheremyfatherwasborn:knowthat

20、americaisafriendofeachnationandeveryman,woman,andchildwhoseeksafutureofpeaceanddignity,andthatwearereadytoleadoncemore.Recallthatearliergenerationsfaceddownfascismandcommunismnotjustwithmissilesandtanks,butwithsturdyalliancesandenduringconvictions.Theyunderstoodthatourpoweralonecannotprotectus,nordo

21、esitentitleustodoasweplease.instead,theyknewthatourpowergrowsthroughitsprudentuse;oursecurityemanatesfromthejustnessofourcause,theforceofourexample,thetemperingqualitiesofhumilityandrestraint.wearethekeepersofthislegacy.Guidedbytheseprinciplesoncemore,wecanmeetthosenewthreatsthatdemandevengreatereff
