3、医院经过几年的实践，经历了政策开放的喜悦，但也体验到了医疗市场严峻的考验。目前不少民营医院正经历着成立后未曾估计到的严峻考验，仅有少数的民营医院能够维持正常经营，达到预期投资收益水平。而造成目前这种局面，不仅有特定的社会经济和历史背景的原因，也有民营医院自身发展的因素。本文通过对浙江民营医院的发展历程与现状进行阐述，对医疗卫生体制改革下，大量出现的民营医院状况及其生存环境进行分析。既肯定了浙江民营医院的产生对促进浙江医疗市场的形成以及对医疗卫生事业的发展发挥了积极的作用，也指出了民营医院的竞争劣势。从医疗卫生市场整体来看，目前浙江民营医院仍处于发育阶段，民营医院虽存在一定的数量，但没有与之相匹

4、配的市场份额。同时也分析了限制民营医院发展的不公平的外部环境，且分析了民营医院内部存在的问题。根据以上事实，文章应用现代医院管理原理，结合现行我国和政府的医疗卫生政策，有针对性的提出了民营医院可持续发展的对策。论文共分五部分：第一部分导论阐述了论文的研究背景及意义、研究框架和民营医院存在的问题。第二部分阐述了浙江民营医院的发展历程，由于国家和政府出台了一系列医疗卫生改革的政策，促进了浙江民营医院的迅速增长，同时对民营看好医疗卫生市场的原因进行了分析，同时阐述了民营医院发展的总体特征，也对投资主体状况进行了分析与归类。第三部分对民营医院的发展现状进行了分析，重点对阐述了民营医院的生存环境，竞争优

5、势和劣势，影响民营医院的内部环境，四部分析中美两国民营医院不同。第五部分提出了浙江民营医院发展对外部环境的需求，其中重点阐述了民营医院发展的政策条件，经济条件和社会条件。第六部分从管理角度上提出了运用现代医院经营理念并不断创新，挖掘出民营医院发展的竞争优势并做好自己的定位，加强成本核算，提高经济效益，提高民营医院的经营管理能力，推动民营医院发展的战略建议。关键词：浙江民营医院 卫生政策 发展现状 对策研究2BSTRACTRegardless of the success or failure of the reform of healthcare and medical system in t

A lot of private capital flows into the medical industry and non-state-owned investments in opening hospitals has b

7、ecome a hot topic. The large number of civilian-run hospital in Zhejiang province promotes the formation of healthcare and medical system. Now there are a number of civilian-run hospitals, but civilian-run hospital has not gained market competitive advantage. In a few years practice, the civilian-ru

8、n hospitals in Zhejiang province have experienced the happiness of the opening policy, and also undergone severe tests of medical market. Now only a few maintain normal operation and fewer reach the expected revenue level, due to specific social economic and historical cause, and also civilian-run h

9、ospitals own cause.Through elaborating the development course and present situation of the civilian-run hospitals in Zhejiang province, the paper has analyzed its living and development environment. The author confirms that the birth of civilian-run hospitals promotes the formation of medical market

10、 and the development of healthcare and medial causes, and also points out the competition disadvantages of it. Seen from the whole healthcare and medical market, the civilian-run hospitals in Zhejiang province are still in its development stage, and in spite of the quantity, they have no correspondi

11、ng market share. The study also analyzes the unfair external circumstances and internal factors that restrain the development of civilian-run hospitals. From these facts, according to modern hospital management theory, and associating the healthcare and medical policy, the author proposes the sustai

12、nable development countermeasure of civilian-run hospitals.This paper is divided into six parts. Part one is the introduction that illustrated the research background, approach and basic frame, and the models of healthcare and medical systems in China and the United States are reviewed. Part two dis

13、cusses the development course of the civilian-run hospitals in Zhejiang province. A series of policies of healthcare and medical reformation promote the fast development of the civilian-run hospitals in Zhejiang province. The reasons that many private entrepreneurs are very optimistic about the deve

14、lopment potential of the healthcare and medical market are analyzed. And the conditions of investors are analyzed and classified. The development situation of civilian-run hospitals is analyzed in the third part. The author formulates competitive advantages and disadvantages, external and internal c

15、ircumstances of civilian-run hospitals. At the same time, the author also reveals the influence of new advertisement management regulation on civilian-run hospital. The fourth part analyses the difference of the US and China. In the fifth part, the author presents the development countermeasures of the civilian-run hospitals in Zhejiang province.
