14、并逐渐完善我国农村政策性金融体系，能够在经济全球化的背景下有力的促进我国新农村的建设与发展，并为新农村的建设提供了必要的保障与支持。1.2 研究意义国外的农业政策性金融体系经过百年的历史已经逐渐走向了完善，而我国的农业政策性金融体系却还处于逐渐发展的阶段，因此在实际的政策改革过程中必然面临着一定的问题，如职能定位不当、缺乏现代化的服务手段、管理体制落后等，使我国农业政策性金融体系的真正作用无法充分的发挥出来。因此，如何深化我国的农业政策性金融体系的建设，并逐渐使之得到完善，用以保护和支持我国现代农业与新农村的建设已经成为目前我国亟需解决的一个重要课题。文章在对农业政策性金融的理论研究的基础上，对国外的农业政策性金融体系进行深入的研究，从而为我国的农业政策性金融体系的构建提供一定的借鉴意义。同时，对目前我国农业政策性金融存在的问题进行深入的研究，并提出支持新农村建设的农业政策性金融的发展策略，对逐渐完善我国的农业政策性金融体系，促进我国农村经济的发展、农村社会的全面进步，并推动我国社会主义新农村的建设有着重要
