2、后期开始， 国内的研究者、政策制定者都向产业技术研究院投入了密集的注意力。一些省市地区也纷纷借鉴国际上较为知名的共性技术研发机构的建设经验，积极探索建立本地区的产业技术研究院。但是国内的产业技术研究院起步较晚，目前还处于探索阶段，普遍存在着定位不够明确，管理体制和运行机制不够完善等问题，这些都阻碍着产业技术研究院预设功能的实现，而构建科学有效的运行机制是建设产业技术研究院首要解决的问题。本文首先对产业技术研究院的相关理论进行梳理，在此基础上，对产业技术研究院的组织类型和运行机制进行理论分析，构建出产业技术研究院运行机制的一般框架。随后以美国、日本和中国台湾地区著名的产业共性技术研发机构为典型案

3、例，研究其主要特点与发展经验，调研河北省部分产业技术研究院的发展情况，在此基础上分别就我国政府主导型、大学主导型和企业主导型三类产业技术研究院的体制机制进行研究，提出了适合不同类型产业技术研究院运行机制相对理想的范式。最后，以河北省沙河玻璃技术研究院为实证案例，着重分析研究院的运行机制，并在以上得出结论的基础上，针对存在的问题给出改进意见。关键字：产业技术研究院，运行机制，管理体制，案例研究IIIABSTRACTIndustrial Technology Research Institute is a new thing in the countrys national innovation

4、system. In particular, from the late 20th century, the domestic researchers and policy makers have put intensive attention to the industrial technology research institute. Some provinces and cities also draw lessons from well-known generic technology research institutions in the world, and actively

5、explore to establish the industrial technology research institute in the region. But the industrial technology research institute started late in China, and still in the exploratory stage. Generally there are some problems in them.For example, theirs positioning is not clear , the management system

6、and operation mechanism is not perfect and so on. All these are hindering the realization of the preset function of the industrial technology research institute.And building a scientific and effective operation mechanism is the the primary problem to solve for the construction of the industrial tech

7、nology research institute .This article first sort out the theories about the industrial technology research institute,on this basis,analyzed the type of organization and operation mechanism.Then building a general framework for operation mechanism of the industrial technology research institute. Th

8、en this study put the famous generic technology research institutes in United States,Japan and China Taiwan as a case,studying their characteristics and development experiences. At the same time,I went to some industrial technology research institutes in hebei province for field trips. On this basis

9、,carrying on a further study on the management system and operation mechanism of government-oriented,university-oriented and enterprise-oriented industrial technology research institutes.Then proposed suitable operation mechanism for different types of industrial technology research institute. Final
