11、ment襄樊市城市规划管理技术规定(土地使用建筑管理分则)第一章总则第 一条为了加强襄樊市城市规划管理,保证城市规划的实施和监督检查,使城市规划管理法制化、规范化,并保护社会公众利益,科学、合理、节约集约利用土地, 配置城市公共设施,改善城市人居环境质量,根据现行有关法律、法规和规范,结合我市实际情况,特制定本规定。第二条在襄樊市规划区内,进行与城市规划制定、实施及监督管理有关的一切活动,均应执行本规定,本市其它地区参照执行。在襄阳古城区,樊城老城区,历史文化街区、历史风貌控制区、文物保护单位和风景名胜区内,进行与城市规划制定、实施及监督管理有关的一切活动,应符合相关规定。第三条本规定未包括的
12、内容,应符合现行的有关法律、法规、规范的规定。第四条本规定由襄樊市城市规划管理局负责解释。第五条本规定自发布之日起施行,原襄樊市城市规划管理技术规定(试行)同时废止。第六条本规定的制定以现行法律、法规、规范为准,法律、法规、规范修订时本规定相关内容随之作相应变更。第二章城市建设用地第七条建设用地分类襄樊市建设用地分类,按建设用地使用的主要性质,根据城市用地分类与规划建设用地标准(GBJ13790)采用大类、中类和小类三个层次的分类体系。其分类和代号适用于襄樊市城市规划制定的各个阶段。第八条建设用地分区(见附录三)襄樊市城市规划区范围划分为:旧城区、新城区。旧城区指:襄阳古城区:护城河以内的城市

15、建设用地范围内进行扩建、加层;建设用地内原有建筑的建筑容量控制指标虽未超出控制性详细规划的规定,但其扩建、加层不符合批准的修建性详细规划时,亦不得建设。建筑的维修改造工程,不得超出原有建筑平面和高度,否则应视为加层或扩建。建筑扩建、加层,其建筑间距和退让应符合本规定和相关技术规范。第十一条用地竖向要求1、地块最低处规划高程宜比周边道路最低路段高程高出0.2m以上。2、有内涝威胁的用地应采取适宜的防内涝措施。第十二条公共设施配置住宅建设除按国家规范配套相关服务设施外,必须配套以下设施:1、居住规模1000户时,按城市居住区规划设计规范配套相关公共设施。2、200户居住规模1000户时,需配置建筑面积300m2的社区管理服务用房,建筑面积30m2的公厕一座,建筑面积50m2的垃圾收集用房一座。3、居住规模200户时,需配置建筑面积30m2的公厕一座,建筑面积30m2的垃圾收集用房一座。4、对以住宅建设为主的商住混合用地,其商业用房宜在一个临街面集中、独立布置。临街的低、多层、中高层住宅建筑底层及以上各层不宜设置
