    TheslavescopiedEuropeanandAmericanminstrelswhovisitedtheCape.Eventually,atypicalSouthAfricansounddeveloped.Bruindersexplainsthatthebeatandharmoniesofthemusicstillreflectwhereitcamefrom.“It’sapoorcommunity.Theydon’thavenewshinyinstruments.It’snotperfect,theywerenottaught.Theywereallhandeddownfromfathertoson,”shesaid.

Companieswillberequiredtobuypermitsforeachtonofcarbontheyemit,althoughbigpollutingexporterswillreceiveupto90percentoftheircarbonlicensesfree.

    Manybusinessleaderswantthegovernmenttodelaytheplanbecauseofthecurrentglobalfinancialcrisis,whichisslowingtheAustralianeconomy.PeterAndersonfromtheAustralianChamberofCommerceandIndustrysaysitisirresponsibletobringinacarbontradingplannow.

       Instead,theRuddgovernmentaimstocutscarbonemissionsbyatleastfivepercentof2000levelsby2020.Thatamountcouldriseto15percent,iffutureglobalagreementssetsuchatarget.

       RayNiasoftheenvironmentalgroupWWFsays Australia willpaythepriceforlowtargets.“Thisisadeeply,deeplydisappointingtarget,”Niassaid.“ItcommitsAustraliatolong-termclimatechange.ItwillmakeAustralia’sabilitytonegotiate(协商)globalagreementsvery,verydifficult.Itismuchlowerthanevenwehadimagined.”
