ThisistheVOASpecialEnglishTechnologyReport.

IthasbeentenyearssinceterroristsusedhijackedairplanestoattacktheUnitedStates.Intheyearssincethen,muchhasbeendonetoimprovesecurityinthecountry.

Intelligencesharingandcooperationbetweenfederal,stateandlocalgovernmentagenciesissaidtobeatanall-timehigh.Therealsohavebeenimprovementsinairportsecurity.

ButanewreportsaystheUnitedStatesisnotassafeasshouldbe.ItsaysAmerica“isnotyetpreparedforatrulycatastrophicdisaster.”

ThereportisfromtheNationalSecurityPreparednessGroupattheBipartisanPolicyCenter.ThegroupisledbyformerNewJerseygovernorThomasKeanandformercongressmanLeeHamiltonofIndiana.Thetwomenalsoledthe9-11Commission.

CongressaskedthecommissiontoinvestigatetheSeptembereleventhattacksandtomakeproposalsforguardingagainstfutureattacks.

Thenewreportnotedthatnineofthereformsproposedbythecommissionhaveeitherbeencarriedoutineffectivelyorcompletelyignored.

“Asthemembersofthe9-11Commissionrecentlyreported,anumberoftheirmajorrecommendationsremainunfulfilled.Forexample,much-neededradiofrequencieshavenotyetbeenallottedtofirstresponderstoallowthemtocommunicateeffectivelyinacrisis...anissuethatIworkedonformanyyearsintheThe9-11Commissionfoundthatcommunicationwasamajorissueduringtheattackstenyearsago.Police,firefightersandmedicalcrewshadtroubletalkingtoeachotherbecausetheywereusingdifferentradiofrequencies.Officialssaidthislackofcommunicationledtoneedlesslossoflife.

Thecommissionsaidthegovernmentshouldidentifyradiofrequenciesthatwouldbeusedonlyforemergencycommunications.However,thishasyettobedone.

ThereportpraisedthedeploymentofUS-Visit,abiometricentrysystemintheUnitedStates.SecretaryClintonsaysthisnewtechnologyhashelpedstrengthenAmerica’ssecurity.

Today,wetellthestoryofthe9-11attacksthroughsomeofthewordsspokenthatmorningtenyearsago.Anewlyreleaseddocumentincludesrecordingsofairtrafficcontrollers,militarypilotsandothersreactingtothefast-movingevents.

OnSeptembereleventh,twothousandone,nineteenal-QaidamembershijackedfourpassengerplanesintheeasternUnitedStates.TheycrashedtwoofthemintotheWorldTradeCenterinNewYorkCity,destroyingtheTwinTowers.

AthirdplanehitthePentagon,theDefenseDepartmentheadquartersoutsideWashington.ThefourthplanecrashedinafieldinPennsylvania.

Thedocumentisknownasan"audiomonograph."Itbeginswithnormalradiocallsshortlyaftereighto'clock.AmericanAirlinesFlight11hadjustleftBostonforLosAngeleswithninety-twopeople.

"Sofar,whatI’vegotten,thenumberfiveflightattendant’sbeenstabbed,butsheseemstobebreathing.Thenumberoneseemstobestabbedprettybadlyandshe’slyingdownonthefloor,theydon’tknowwhethersheisconsciousornot.Theotherflightattendantsareintheback,um,andthat’sasfarasIknow.Itseemslikethepassengersincoachmightnotbeawareofwhat’sgoingonrightnow."

AnordertolaunchfighterjetscameasFlight11washittingtheNorthTower.Atthesametime,anotherplane--UnitedFlight175--wasbeinghijacked.ItstrucktheSouthTower.

Atninethirty-eight,AmericanAirlinesFlight77hitthePentagon.Amilitarytransportplanereportedthecrash.

TRANSPORTPLANE:

"Roger,we’reclimbingtothreethousand,sir,anditlookslikethataircrafthasimpactedthewestsideofthePentagon."

CONTROLLER:

Thefourthplane,UnitedFlight93,crashedjustaftertennearShanskville,Pennsylvania.Passengershadrebelledagainstthehijackers,whohadturnedtheplanetowardWashington.

AndI’mFaithLapidus.NearlythreethousandpeoplewerekilledintheattacksagainsttheUnitedStatesonSeptembereleventh,twothousandone.Earlythatmorning,terroristshijackedfourpassengerairplanes.TwoplanesstrucktheWorldTradeCenterinNewYorkCity.AnotherhitthePentagonbuilding,justacrosstheriverfromWashington,D.C.Passengersonthefourthplanearesaidtohavefoughtthehijackers.TheirplanecrashedonafieldinwesternPennsylvania.

ThevictimswerefromtheUnitedStatesandmanyothernations.ItwastheworstterroristattackinAmericanhistory.Butformanypeople,theeventdoesnotfeellikehistory.Today,wehearsomeofthewaysthenineelevenattackschangedlivesaroundtheworld.
