"HomeNodeBandHomeeNodeB"refertothedeploymentassmallUTRAandE-UTRAcells,respectively,indomestic,smallofficeandsimilarenvironments.TheHomeNodeB/eNodeBinterconnectswiththe3Gcore/EvolvedPacketCore(EPC)overafixedbroadband(e.g.DSL,Cable,etc.)accessnetwork.

AlthoughmanyoftheexistingservicerequirementsforNodeBandeNodeBaccessapplyequallytoHomeNodeB/eNodeB,additionalservicerequirementsmayalsobeneededtoaddresse.g.security,quality,chargingandaccessrestrictionsresultingfromtheenvisageddeploymentscenarios.ItisexpectedthatHomeNodeBandHomeeNodeBwillhavecommonrequirements.

AsthereareongoingtrialsofHomeNodeBsusingnon-standardizedsolutions,thisworkdevelopscommonand,whenneeded,specificrequirementsforbothHomeNodeB/eNodeBaccesssystems.Thederivedrequirementssupportrelatedongoingworkinother3GPPTSGs.

Initialworkfocussedonreviewingthistopic,drawingupontheworkonSoLSA,withaviewtoidentifyingmodificationstoexistingspecifications.

Considerationwasgiventoservicerequirementsfore.g.:

RAN4TR25.820(3GHomeNodeBStudyItemTechnicalReport)concludedthatHNBintroductionwouldhavedetrimentaleffectsonlegacymobiles(e.g.batterylife)andlegacysystemperformance(MMsignalling),ClosedSubscriberGroup(CSG)functionalityisrequiredtomitigatesomeoftheseaspectsandimprovethesystemperformanceasthenumberofRel-8mobilepopulationgrows.

On3GHNB,CTdefinedabasicmechanismtosupporttheCSGconceptandidlemodemobilityto/fromCSGcells.

ForHeNBdeployment,therearenolegacyissueslikeforHomeNodeB(HNB)deploymentinUMTS.ItisthusexpectedthatmoreoptimizedsolutionsforsupportofCSGHeNBswouldbedevelopedby3GPPTSGCT.IfthisfunctionalityisnotprovidedinE-UTRANinRel-8thenE-UTRANwillhavethesamelegacyproblemsinRel-9asGSMandUMTShavehadinthepastwhenSoLSAandHNBhavebeenintroduced.

Objective

OneofthemainissueswiththedeploymentofHNBsinanexistingUMTSnetworkistomaintainbackwardcompatibilityofpre-Rel-8terminalsinaUMTSnetworksupportingHNBs.

Hence,theworkspecificto3GHNBwasrestrictedbytherequirementtoreuseasmuchaspossiblelegacyprocedures.

CTlookedattheCSGconceptandtheterminalIdleModemobilityto/frommacro3Gcellfrom/toCSG.

ThedesignofthenewEPCtakesintoaccounttherequirementtosupporttheCSGconceptforHeNBsleadingtoamoreintegratedsolutionforHeNBsupportinLTEthaninUMTS.TheCTwork:

∙DefinestheusageofCSGidatNASlayerattheUEsideandatnetworkside

∙DefinesaCSGwhitelisttoindicatetheCSGstowhichaUEhasaccess

∙ProvidesrequiredsignallingandmechanismsforLTECSGwhitelistconfigurationandmanagement.

∙Definestheidlemodemobilityproceduresto/frommacroLTEcellfrom/toLTECSGintermsofHeNBvalidationatCNlevel.

ByimplementingspecificmobilityproceduresinRel-8mobilestosupportaCSGlikecellconcept,itshouldbepossibletoobviatethedisadvantagesposedbyUTRAHomeNBdeploymentsforRel-8mobiles.AsthepercentageofRel-8mobilespopulationgrows,thesignallingloadonthenetworkwilldiminishanduserexperiencecanbeenhanced.

TheworkspecifiesenhancedRel-8UTRAIDLEmodemobilityandtoconsiderenhancementstotheACTIVEmodemobilityinordertosupporttheCSGlikecellconcept(UTRAandLTE).

RAN2investigatedtheadoptionofagreedLTECSGlikeconceptsforUTRA.ItisimportantthatlegacymechanismsforUTRAHomeNBco-existwiththeconceptschosenbythisWItoensurepre-Rel-8UTRANUEaresupported.TheoptimizationofUTRAHomeNBconceptsforthesupportoflegacyterminalswasnotexcluded.

ForRel-8thefollowingwereconsidered:
