Mr.Speaker,Mr.VicePresident,MembersofCongress,andfellowAmericans:

Tonightwemeetatanurgenttimeforourcountry.Wecontinuetofaceaneconomiccrisisthathasleftmillionsofourneighborsjobless,andapoliticalcrisisthathasmadethingsworse.

Thispastweek,reportershavebeenasking"WhatwillthisspeechmeanforthePresident?

WhatwillitmeanforCongress?

Howwillitaffecttheirpolls,andthenextelection?

"

ButthemillionsofAmericanswhoarewatchingrightnow:

theydon'tcareaboutpolitics.Theyhavereallifeconcerns.Manyhavespentmonthslookingforwork.Othersaredoingtheirbestjusttoscrapeby-givingupnightsoutwiththefamilytosaveongasormakethemortgage;postponingretirementtosendakidtocollege.

ThesemenandwomengrewupwithfaithinanAmericawherehardworkandresponsibilitypaidoff.Theybelievedinacountrywhereeveryonegetsafairshakeanddoestheirfairshare-whereifyousteppedup,didyourjob,andwereloyaltoyourcompany,thatloyaltywouldberewardedwithadecentsalaryandgoodbenefits;maybearaiseonceinawhile.Ifyoudidtherightthing,youcouldmakeitinAmerica.

Butfordecadesnow,Americanshavewatchedthatcompacterode.Theyhaveseenthedecktoooftenstackedagainstthem.AndtheyknowthatWashingtonhasn'talwaysputtheirinterestsfirst.

Thepeopleofthiscountryworkhardtomeettheirresponsibilities.

Thequestiontonightiswhetherwe'llmeetours.Thequestioniswhether,inthefaceofanongoingnationalcrisis,wecanstopthepoliticalcircusandactuallydosomethingtohelptheeconomy;whetherwecanrestoresomeofthefairnessandsecuritythathasdefinedthisnationsinceourbeginning.

Thoseofusheretonightcan'tsolveallofournation'swoes.Ultimately,ourrecoverywillbedrivennotbyWashington,butbyourbusinessesandourworkers.Butwecanhelp.Wecanmakeadifference.Therearestepswecantakerightnowtoimprovepeople'slives.

IamsendingthisCongressaplanthatyoushouldpassrightaway.It'scalledtheAmericanJobsAct.Thereshouldbenothingcontroversialaboutthispieceoflegislation.Everythinginhereisthekindofproposalthat'sbeensupportedbybothDemocratsandRepublicans-includingmanywhositheretonight.Andeverythinginthisbillwillbepaidfor.Everything.

ThepurposeoftheAmericanJobsActissimple:

toputmorepeoplebacktoworkandmoremoneyinthepocketsofthosewhoareworking.Itwillcreatemorejobsforconstructionworkers,morejobsforteachers,morejobsforveterans,andmorejobsforthelong-termunemployed.Itwillprovideataxbreakforcompanieswhohirenewworkers,anditwillcutpayrolltaxesinhalfforeveryworkingAmericanandeverysmallbusiness.Itwillprovideajolttoaneconomythathasstalled,andgivecompaniesconfidencethatiftheyinvestandhire,therewillbecustomersfortheirproductsandservices.Youshouldpassthisjobsplanrightaway.

Everyonehereknowsthatsmallbusinessesarewheremostnewjobsbegin.Andyouknowthatwhilecorporateprofitshavecomeroaringback,smallercompanieshaven't.Soforeveryonewhospeakssopassionatelyaboutmakinglifeeasierfor"jobcreators,"thisplanisforyou.

Passthisjobsbill,andstartingtomorrow,smallbusinesseswillgetataxcutiftheyhirenewworkersorraiseworkers'wages.Passthisjobsbill,andallsmallbusinessownerswillalsoseetheirpayrolltaxescutinhalfnextyear.Ifyouhave50employeesmakinganaveragesalary,that'san$80,000taxcut.Andallbusinesseswillbeabletocontinuewritingofftheinvestmentstheymakein2012.

It'snotjustDemocratswhohavesupportedthiskindofproposal.FiftyHouseRepublicanshaveproposedthesamepayrolltaxcutthat'sinthisplan.Youshouldpassitrightaway.

Passthisjobsbill,andwecanputpeopletoworkrebuildingAmerica.Everyonehereknowsthatwehavebadlydecayingroadsandbridgesalloverthiscountry.Ourhighwaysarecloggedwithtraffic.Ourskiesarethemostcongestedintheworld.

Thisisinexcusable.Buildingaworld-classtransportationsystemispartofwhatmadeusaneconomicsuperpower.Andnowwe'regoingtositbackandwatchChinabuildnewerairportsandfasterrailroads?

AtatimewhenmillionsofunemployedconstructionworkerscouldbuildthemrighthereinAmerica?

ThereareprivateconstructioncompaniesallacrossAmericajustwaitingtogettowork.There'sabridgethatneedsrepairbetweenOhioandKentuckythat'sononeofthebusiesttruckingroutesinNorthAmerica.ApublictransitprojectinHoustonthatwillhelpclearuponeoftheworstareasoftrafficinthecountry.Andthereareschoolsthroughoutthiscountrythatdesperatelyneedrenovating.Howcanweexpectourkidstodotheirbestinplacesthatareliterallyfallingapart?

ThisisAmerica.Everychilddeservesagreatschool-andwecangiveittothem,ifweactnow.

TheAmericanJobsActwillrepairandmodernizeatleast35,000schools.Itwillputpeopletoworkrightnowfixingroofsandwindows;installingsciencelabsandhigh-speedinternetinclassroomsallacrossthiscountry.Itwillrehabilitatehomesandbusinessesincommunitieshithardestbyforeclosures.Itwilljumpstartthousandsoftransportationprojectsacrossthecountry.Andtomakesurethemoneyisproperlyspentandforgoodpurposes,we'rebuildingonreformswe'vealreadyputinplace.Nomoreearmarks.Nomoreboondoggles.Nomorebridgestonowhere.We'recuttingtheredtapethatpreventssomeoftheseprojectsfromgettingstartedasquicklyaspossible.Andwe'llsetupanindependentfundtoattractprivatedollarsandissueloansbasedontwocriteria:

howbadlyaconstructionprojectisneededandhowmuchgooditwoulddofortheeconomy.

ThisideacamefromabillwrittenbyaTexasRepublicanandaMassachusettsDemocrat.TheideaforabigboostinconstructionissupportedbyAmerica'slargestbusinessorganizationandAmerica'slargestlabororganization.It'sthekindofproposalthat'sbeensupportedinthepastbyDemocratsandRepublicansalike.Youshouldpassitrightaway.

Passthisjobsbill,andthousandsofteachersineverystatewillgobacktowork.Thesearethemenandwomenchargedwithpreparingourchildrenforaworldwherethecompetitionhasneverbeentougher.Butwhilethey'readdingteachersinplaceslikeSouthKorea,we'relayingthemoffindroves.It'sunfairtoourkids.Itunderminestheirfutureandours.Andithastostop.Passthisjobsbill,andputourteachersbackintheclassroomwheretheybelong.

Passthisjobsbill,andcompanieswillgetextrataxcreditsiftheyhireAmerica'sveterans.Weaskthesemenandwomentoleavetheircareers,leavetheirfamilies,andrisktheirlivestofightforourcountry.Thelastthingtheyshouldhavetodoisfightforajobwhentheycomehome.

Passthisbill,andhundredsofthousandsofdisadvantagedyoungpeoplewillhavethehopeanddignityofasummerjobnextyear.Andtheirparents,low-incomeAmericanswhodesperatelywanttowork,willhavemoreladdersoutofpoverty.

Passthisjobsbill,andcompanieswillgeta$4,000taxcreditiftheyhireanyonewhohasspentmorethansixmonthslookingforajob.Wehavetodomoretohelpthelong-termunemployedintheirsearchforwork.ThisjobsplanbuildsonaprograminGeorgiathatseveralRepublicanleadershavehighlighted,wherepeoplewhocollectunemploymentinsuranceparticipateintemporaryworkasawaytobuildtheirskillswhiletheylookforapermanentjob.Theplanalsoextendsunemploymentinsuranceforanotheryear.IfthemillionsofunemployedAmericansstoppedgettingthisinsurance,andstoppedusingthatmoneyforbasicnecessities,itwouldbeadevastatingblowtothiseconomy.DemocratsandRepublicansinthisChamberhavesupportedunemploymentinsuranceplentyoftimesinthepast.Atthistimeofprolongedhardship,youshouldpassitagain-rightaway.

Passthisjobsbill,andthetypicalworkingfamilywillgetafifteenhundreddollartaxcutnextyear.Fifteenhundreddollarsthatwouldhavebeentakenoutofyourpaycheckwillgorightintoyourpocket.ThisexpandsonthetaxcutthatDemocratsandRepublicansalreadypassedforthisyear.Ifweallowthattaxcuttoexpire-ifwerefusetoact-middle-classfamilieswillgethitwithataxincreaseattheworstpossibletime.Wecannotletthathappen.Iknowsomeofyouhaveswornoathstoneverraiseanytaxesonanyoneforaslongasyoulive.Nowisnotthetimetocarveoutanexceptionandraisemiddle-classtaxes,whichiswhyyoushouldpassthisbillrightaway.

ThisistheAmericanJobsAct.Itwillleadtonewjobsforconstructionworkers,teachers,veterans,firstresponders,youngpeopleandthelong-termunemployed.Itwillprovidetaxcreditstocompaniesthathirenewworkers,taxreliefforsmallbusinessowners,andtaxcutsforthemiddle-class.Andhere'stheotherthingIwanttheAmericanpeopletoknow:

theAmericanJobsActwillnotaddtothedeficit.Itwillbepaidfor.Andhere'show:

TheagreementwepassedinJulywillcutgovernmentspendingbyabout$1trillionoverthenexttenyears.ItalsochargesthisCongresstocomeupwithanadditional$1.5trillioninsavingsbyChristmas.Tonight,I'maskingyoutoincreasethatamountsothatitcoversthefullcostoftheAmericanJobsAct.AndaweekfromMonday,I'llbereleasingamoreambitiousdeficitplan-aplanthatwillnotonlycoverthecostofthisjobsbill,butstabilizeourdebtinthelongrun.

ThisapproachisbasicallytheoneI'vebeenadvocatingformonths.InadditiontothetrilliondollarsofspendingcutsI'vealreadysignedintolaw
