“Thesewomenarenotcrazy,”saysfamilysociologistKayYoungMcChesney,directoroftheHomelessFamiliesProjectatUSC,“Theyaren’tsubstanceabusers(滥用者),either.Eventhoughmostofthemwereverypoor,theyhadmanagedtokeeparoofovertheirchildren’sheadsuntilsomethinghappenedtoupsettheiralreadyshakyeconomicbalance.”
McChesneyandherresearchteaminterviewedeighty-sevenmothersofchildrenundertheageofeighteeninfiveLosAngelesCountyshelters.Thewomen’smedianagewastwenty-eight;theirmediannumberofchildren,two.Adisproportionalnumberwereblack.About30percenthadmalepartners;therestweresinglemothers.
About40percentofthewomenbecamehomelesswhenlegallyforcedoutoftheirhomes,McChesneyfound.“InLosAngeles,themedianrentforaone-bedroomapartmentis$491amonth,”shesays.“TheaveragemonthlyAFDC(AidtoFamilieswithDependentChildren)paymenttoamotherwithonechildis$448.Sothesewomenfaceachoice:
theycanbuyfood,ortheycanpaytherent.Somemonths,theydecidetoeat.”
Moneyhadbeenstolenfromabout33percentofthewomen,ortheysimplyranoutofmoneyaftermovingtoLosAngeles.Manyofthemarriedcouplesinterviewedwereinthisgroup.Oftenthehusbandhadlosthisjobinanotherstate.Whenhisunemploymentbenefitsranout,thefamilymovedtoCalifornia.“They’retheOkiesoftheeighties.”SaysMcCesney.“Evenifthemanfindsajob,thefamilydoesn’thaveenoughmoneytocoverthehighcostofmovingintoanapartment.”
