调查：
九成人不满养老金双轨制
对于养老金双轨制，《河南商报》、XX等媒体发起的调查显示，认可养老金双轨制的网民仅为11.5%，高达88.5%的投票者不满意养老金双轨制。
另有一项调查显示，97%的网民对企业退休人员养老金上调幅度非常不满意，实现“养老公平”已成必须解答的社会课题。
在人民网“两会热点调查”中，主张废除“养老金双轨制”的网友更高达98%。
幸福中老年注意到，55%的网民对养老金双轨制给出3分及以下分数，意味着超过一半人对现行养老金双轨制严重不满意。
44.9%的人认为，公务员等人群不缴养老保险却享受高额退休金，增加了财政负担；另有30.2%投票者认为双轨制严重挫伤企业职工工作积极性。
中国社科院发布的《中国社会保障收入再分配状况调查》则显示，75.4%的职工养老金低于2000元，92.3%的机关事业单位退休人员养老金却都高于4000元。
其中，在2011年8月，被访者领取的养老金最低为200元，最高为1万元，相差50倍。
代表委员：

“改革养老金双轨制，不能再拖下去了！
”全国人大代表、湖南金浩茶油股份有限公司董事长刘翔浩认为，养老金双轨制加剧了社会贫富差距。
“两个高工不如一个机关勤杂工，三个高工不如一个小学教师。
这样的例子比比皆是。
”全国政协委员、中国经济体制改革研究会会长宋晓梧说，比如同是部队转业人员，从企业退休和从事业单位退休，待遇会截然不同。
“养老金双轨制改革迫在眉睫！
”全国人大代表、深圳市龙岗区南岭村社区综合党委书记张育彪认为，公务员和相当一部分事业单位人员在职时不用缴纳养老保险，退休后却能领取高于企业人员的养老金，且公务员的退休金多数由国家财政支付，“显然有失公平”。
现实生活中，这种感受更明显。
全国政协委员、开滦集团董事长张文学说，一位有40多年工龄、享受政府津贴的专家级人才，退休后养老金却是他在政府机关退休的大学同学的四分之一。
建议：
更大幅涨企退金，定接轨计划
全国政协委员、台盟中央副主席张泽熙则认为，尽管国家连续给企业退休职工涨养老金，但由于基数远低于机关事业单位退休人员养老金基数。
因此，同比例增长养老金，企业退休职工依然跟不上事业单位退休人员的增长幅度，绝对值之间的差异不是缩小了，反而增大了。
“养老并轨喊了那么多年，可总体进展缓慢，为什么？
”全国政协委员、中国公路工程咨询总公司副总经理李志军指出，根源还在于行政体制中的“隐形障碍”——政府机关既是退休养老金政策的制定者又是受影响者。
因此，应在政府职能转变问题上有所突破，实现政事彻底分开，令事业单位管理体制改革顺利进行。
张泽熙委员建议，应加快制订到2020年为止的企业退休人员养老金接轨计划，提出具体改革目标、时间进度和主要举措，落实责任，确保养老金并轨改革在规划期内取得重大突破。
张育彪代表建议，目前我国以养老、医疗为代表的社会保险分为机关事业单位人员、企业职工、城乡居民等多种制度，急需整合改革，增强公平性与效率性。
张育彪认为，当务之急就是增加企业职工的养老金。
许振超代表建议，逐步取消国有企事业单位退休职工退休金双轨制，针对上世纪五十年代出生的退休职工出台惠民政策，采取一次性或分批补助。
李翔浩代表建议，应放弃机关事业单位退休金与工资增长挂钩的机制，代之以与企业职工养老金计发办法一样的机制。
2018年全国两会即将召开，希望在代表委员的努力下，养老金并轨改革取得实质进展。
