Abstract

Atpresent,thedevelopmentoflogisticsisthelogisticsdemandrapidincrease,theexpandingmarketcapacity,acceleratestheconstructionoflogisticsinfrastructure,third-partylogisticsfastgrowththetendency,thewholelogisticsindustryisdevelopinginthedirectionoftheinformation,globalizationandspecialization.Atthesametime,withtherapidincreaseoflogisticsdemand,thedevelopmentoftheregionallogisticsmorerapidly.Regionallogisticsisanimportantpartofregionaleconomy,theexistenceanddevelopmentofregionallogisticsisthepremiseofexistenceanddevelopmentofregionaleconomy,noregionaleconomytherewouldbenoregionallogistics.Regionallogisticsandregionaleconomicdevelopmentlevel,iscloselyrelatedtothescaleandthelevelofthedifferentregionaleconomicshape,sizeandindustry,determinesthelevelofregionallogistics,thescaleandstructureform.Regionaleconomicintegrationcanmaketheareaandregionallogisticsinclinetoreasonable,adapttoreasonablelayoutofindustrialstructure,toreducelogisticscost,promotethedevelopmentofregionallogistics.Ontheotherhand,theregionaleconomicdevelopmentisinseparablefromthedevelopmentofregionallogisticsandregionallogisticstoprovidesupportandguaranteeforthedevelopmentofregionaleconomy,thedevelopmentoftheregionallogisticswilldriveandpromotethefurtherdevelopmentofregionaleconomy.Therefore,thedevelopmentoftheregionallogisticshasbecometoimprovetheregionalinvestmentenvironmentandindustrydevelopmentenvironment,expandingthescopeoftheregionalinfluence,thekeytoenhancingregionalcompetitiveness.

1Introduction

Therapiddevelopmentofworldeconomyandtheprogressofmodernscienceandtechnology,thelogisticsindustryasanemergingserviceindustry,isdevelopingrapidlyintheglobalscope.Internationally,logisticsindustryisconsideredtobetheeconomicdevelopmentofthearteryandbasicindustry,itsdevelopmentdegreebecometomeasureacountry'smodernizationdegreeandcomprehensivenationalstrength,oneoftheimportantmarksisknownasthe"thirdprofitsource"oftheenterprise,itsroleismoreandmorebig,becamethecurrentaftertheITindustry,financialindustry'shottestemergingindustryanewgrowthpointofnationaleconomy,andcausedwidespreadsocialattention.Regionallogisticsisanimportantcomponentofregionaleconomy,istheimportantforceintheformationanddevelopmentofregionaleconomy,itistoimprovetheefficiencyandeconomicbenefitinthefieldofregionalcirculation,improvethecompetitiveabilityofregionalmarket,etc.,playsapositiveroleinactive.Behindtherapiddevelopmentofmodernlogistics,however,therearestillmanyproblems;includinglogisticscompetitivenesslevelislowerthantheleveloflogisticsdevelopmentisparticularlyprominent.Choosinglogisticscompetitivenessdevelopmentlevelevaluationindex,sincethereisnouniformstandard,canonlyusefreightorfreightturnoverscaletomeasurelogistics.Implementationofgoodstransportistheprocessoflogisticsspatialdisplacementatthecenterofthelink,withthetwoindicatorstomeasurelogisticsscalehascertainscientific,butitcan'treflecttheoutlineoftheregionallogistics.Estimatesoflogisticsdemand,typicallybasedonGDPandtotalretailsalesofsocialconsumergoodssuchasindexofnationaleconomicaccounting.Thisisjustasimplemeasureofthemacrolevel,theproportionofdifferentresearchersusedifferent,rangingfromteenstotwentypercent,therearelargedifferencebetweentheresultsandgivestheoreticalanalysisgreaterdifficulties.Atthesametime,thelogisticsindustry'seconomicstatisticaldatashortage,thereisnocomprehensivelogisticsdemandstatistics,whichmadeusqualitativeunderstandingofthelevelofunderstandingoflogistics.

theabilitytheoryrepresentedbyRossbyandChristie'sschool;Schoolrepresentedbyporter'stheoryofmarketstructure;RepresentedbyWernerPhilandPenrose'stheoryofresourceschool.Corecompetitivenessisvalue,theabilitytointegrated,uniqueness,extensibilityandinherentcharacteristics.

Relatedtheory,thestudyofregionallogistics,thelogisticsresearchofEuropeandtheUnitedStates,Japanandotherdevelopedcountries,focusontheenterpriselevel,iscommittedtoprovidingenterpriseoptimizationstrategy.Andregionallogisticssystemandcompetitivenessresearch,involved.Accordingtoliteraturereview,theregionalinternationallogisticsfieldofresearchmainlyincludesthefollowingaspects:

（1）fromtheperspectiveofmultinationalcompanyresearchthegloballogisticsresourcesconfigurationandcoordinationproblems.Specificincludelogisticsinfrastructure,marketcompetitionmechanismandtheproblemoflogisticssupplychainoperation.Suchresearchquantificationtechnologysuchasusingtheoperationalresearchtools,morefortheglobalnetworkofsupplychainfacilitylocationpositioning,andcoordinatethefactorymoresupport,strategicdistributionsystemdesignproblem.Thisisanextensionofthelogisticsenterpriseleveloptimizationstudy,thecommonlyusedmethodsincludemathematicalanalyticalmethod,systemsimulationmethodandheuristicmethods,etc.Ifonlyonemethodandgraphicalmethodsolvingtheproblemofthelayoutofthesite;Mixedintegerprogrammingsolvetheproblemofsiteselectionoflogisticscenterandlogisticsplanning,etc.

3Introductiontothetheoryofregionallogisticsrelated

3.1Thedefinitionofregionallogistics

Academicdefinitionofregionallogisticshasnotyetunified,amoreacceptedviewisthatregionallogisticsisthegeographicalenvironmentinacertainarea,withlargeandmedium-sizedcitiesasthecenter,basedontheregionalscaleandscopeeconomy,combinedwitheffectivelogisticsservicescope,areainsideandoutsideofallkindsofgoodsfromthesuppliertoaccepttoeffectiveentityflow;Isthetransport,storage,loadingandunloading,handling,distribution,packaging,circulationprocessing,informationprocessing,suchasintegratedlogisticsactivities,toserviceinthecompositesystemofregionaleconomicdevelopment.Itrequirestheintegration,theintegrationoflogisticsmanagement,namelytomeetuserneedsforthepurpose,tothegoods,servicesandrelatedinformationfromthesuppliertoaccepttotheefficientflowofplanning,execution,andcontrolactivities,istheorganicunityofcash-flow,informationflowandcashflow.
