SCOPE范围
ThisStandardcoverstheminimumrequirementsforthedesign,materials,manufacturingofpressurereliefvalvestobeprovidedfortheShenhuaNingxiaCoalGroup’sNingxiaCoalbasedPropyleneProjectwhichwillbebuiltatNingdongEnergy&HeavyChemicalBase,Lingwucity,YinchuaninNingxiaHuiAutonomousRegion,PRChina.ThisStandardwillbeissuedtoallparticipatingcontractorsforfullcompliance.AnyexceptionsshallbereferredbacktotheNCPPIntegratedProjectManagementTeam（IPMT）forreviewandevaluation.ThisdocumentwillformpartofthedesignbasisofeachNCPPcontract.
本文件对将建于宁夏回族自治区银川宁东能源化工基地的宁煤煤基烯烃项目中所使用的泄压阀在设计、材料以及制造方面的最低要求。
这些原则将发布给所有项目承包方，各方必须遵守这些原则。
任何例外情况都应该交给神华宁煤煤基烯烃一体化项目管理组（IPMT）审核、评估。
本文件将作为每个宁煤煤基烯烃项目合同设计基础的一个组成部分。
1.1Terminology术语
∙“will”isnormallyusedinconnectionwithanactionthatwillbecarriedoutbyNCPP
“将”通常用于神华宁煤煤基烯烃项目将要实行的行动。
∙“may”isusedwhenalternativesareequallyacceptable
“可以”用于几种可相互替代的合格方案。
∙“should”isusedwhenaprovisionispreferred
“宜”用于某项规定是首选的情况。
∙“shall”isusedwhereaprovisionismandatory
“应该”用于某项规定是强制标准的情况。
∙“must”isusedonlywhereaprovisionisastatutoryrequirement
“必须”只用于某项规定是法定要求的情况。
1.2Language语言
ThepressurereliefvalvesshallbedocumentedusingtheEnglishandChineseLanguage.
应该提供英语和中文的泄压阀资料。
1.3Standardisation标准化
PressurereliefvalvesshallbestandardizedacrossallNCPPprocessunits,andequipmentprovidedbyeachcontractorshallbeconsistent,i.e.fromasinglesupplier,allowingreducedsparesholding.
NCPP项目使用的泄压阀应采用统一的标准型式，并且各工作场所的设备也应保持一致（例如，采用同一供应商的产品），以减少备件。
AnydeviationsfromtheserequirementsshallgetapprovalinwritingfromNCPPIPMT.
任何与上述规定的偏差必须由NCPPIPMT书面批准。
1.4IntegratedProjectManagementTeam（IPMT）Strategy一体化项目管理团队（IPMT）策略
TheIPMTstrategyforpressurereliefvalvesshallcomplywithinternationalstandardsandprojectspecificspecificationsinorderthatacommonanduniformapproachisadoptedtoensurestandardizationacrosseachprocessunit.
在泄压阀方面的IPMT策略是基于健康、安全和环保宗旨，结合各种标准和规范，建立一套统一的规定，以达到所有工艺装置标准化的目的。
Byadoptingacommonstandarditisintendedtocreateasituationwherefacilitiesare,assessed,engineeredandsupplied/installedonauniformbasisandhencenegateasituationwhichhasarrivedatbydifferingengineeringsolutionanddifferingcomponentparts.
采用统一规定的目的是建立一个装置评估、工程设计和供应/安装的统一平台，从而避免工程方案和设备部件杂乱无章的弊病。
1.5LifeCycleCosts寿命周期成本
TheprojectedlifeoftheNCPPComplexincludingtheOffsitesUtilitiesisgivenas20years.Anyequipment,therefore,referencedwithinthisstandardshouldmeetthisrequirementandbesupportedbythemanufacturerforthistimeperiodnotwithstandingmisuse,non-maintenanceetc.Forthispurposeanyrecommendationsregardingthetypeofuseofequipmentandthechoiceofmaterialsusedshouldbetakenintoconsideration.Wherepracticalsavingsmaybemade,alongwitheaseofuse,byusingoff-the-shelfequipmentthatmayrequirereplacementbeforethisperiodoftime,thenthisshallbeadvisedandapprovedbyNCPP.
NCPP联合装置及其厂外设施的设计寿命周期为20年。
因此本规定中所涉及的任何设备都应满足该标准，且设备商在此期间应提供相应支持，误操作和未正常维护等情况除外。
为此，应全面考虑有关设备使用类型和所用材料的建议。
如果需采用在寿命周期内即需要更换的现货供应设备，只要本着节约成本、方便使用的原则，则可以向NCPP提出建议，并在获得批准后加以采用。
