Ms.Shamburgerfoundateachingjobinanothercounty,married,hadchildren.Fourteenyearslater,in1985,shereturnedagaintoworkinWilcoxCounty.Bynowthestudentbodywasalmostentirelyblack,andsomeoftheschoolswereinsuchdeplorableconditionthattheywouldbecomeExhibitAinthecaseagainstAlabamapubliceducation.
Throughthe1990s,lawyersrepresentingaclassofpoorschoolchildrenwagedalegalbattletochangeastatefinancingformulathatclearlyshortchangedBlackBeltschoolsystemslikeWilcox.Ms.Shamburger,meanwhile,earnedadoctorateineducationalleadershipandrosetobecomethesystem’sspecialeducationcoordinator,whichrequiredheronedaytovisitaspacioushighschoolinaBirminghamsuburbwheresomestudentswerestudyingphotography.

“That’swhenIrealizedwelackedsomuch,”shesays.
Ms.Shamburgerbecamesuperintendentlastyear.Bynow,thankstoincreasesincountytaxesandhard-wonchangestothestate’sschoolfinancingformula,Wilcoxhadnewbuses,anewelementaryschoolandotherimprovementsthatmovedthesystemclosertotheequityintendedbydesegregation.
Butprofoundchallengesremain.Parentsareaskedtoprovidetoilettissueandotherpaperproductstocutdownoncosts.Thehighschoolband’suniformsarevergingonthreadbare.Themiddleschool,theCamdenSchoolofArtsandTechnology,hasnomusicteacher.
Asforacademics,WilcoxCountyspendsmoreperpupilthanmostotherAlabamacounties,yetitsreadingscores—whilesteadilyrising—remainbelowthenationalaverage.“Itwon’tbeovernight,butwe’removinginapositivedirection,”Ms.Shamburgersays.
Just91milesawayfromapublicschool,whitestudentsarestudyinginaprivateone,allbecauseacultureindicatestheirseparation.
