Whilechina’sGDPhasrisenatanannualrateof8to12percentsincethenationembarkedonopeningandreforminthelate1970s,environmentaldamagehaseatenawaybetween8to13percentofthatGDPgrowtheveryyear.

Thisisbecausevirtuallyallofthecountry’skeyindustriesmining,textiles,paper,ironandsteel,chemicals,petrochemicalsandbuildingmaterialsconsumelargeamountsofenergyandcreatagreatdealofpolution.

Therefore,theChineseeconomyremainsdominatedbyresource-hungryandinefficientpolluters.

Asaresult,one-quarteroftheChinesepeopledrinksubstandardwater,whileone-thirdofcountey’surbanitesbreatheseriouslypollutedair.Moreover,thecountryhasrecentlywitnessedaspateofenvironmentalaccidents.Chinacurrentlysuffersfromonewaterpollutionaccidenteveryotherday.Theresultingdamagetopublichealthisamajorcauseforconcern.

Sofar,ChinahassigneruptotheKyotoProtocolandanadditional50internationalenvironmentalaccords.Ifwefailtotakeseriousenougheffortstoupgradeourindustrialstructure,wewilbeinaveryawkwardsituationwhenitcomestofulfillingourcommitmentstocutemissions.

Inadditon,manyprovinceshavefailedtomeetthemajorenvironmentportectiontargetsofthe10thFive-YearPlan(2001-2005),althoughtheyhaxemetandexceededtheplan’sGDPtargetsinadvance.

True,injust30years,ChinahasmadeeconomicadvancesthattookWesterncountriesacenturytoaccomplish.ButitisequallytruethattheenvironmentalproblemssufferedbyWesterncountriesoverthose100yearshavevisitedupon(对…进行惩罚)Chinawithinjustthreedecades.

Developednationsgenerallytackledtheirenvironmentalproblemswhentheirpercapita(每人)annualGDPreachedbetweenUS$8000andUS$10000.Butwecannotwaitthatlongtosortout(整顿、解决)ourenvironmentalwoes(悲哀).

Itispredictedthattheenvironmentalcrisiswillintensify(加剧)whenChina’spercapitaannualGDPreachesjustUS$3000.Bearingthisinmind,wemustdoourutmost(竭尽所能)toresolvetheseenvironmentalproblemsassoonaspossible.

China’senvironmentalproblemsaretheresultofverycomplexcauses.Butinthefinalanalysis(总之,归根结底),theycanultimatelybeattributedtoourone-sidedunderstandingofMarxismbetweenthe1950sand1970s.

Atthetime,wetreatedMarxismexclusively(排外的,专有的)asaphilosophy(哲学、人生观)ofclassstruggle,overlooking(1忽视,2原谅,3管理监督4俯视)itsotheraspects.Thiswascompoundedbythemisunderstandingthateconomicdevelopmentcouldcureallofourills.

Later,thepursuitofmaterialgainseemedtobecomesociery’ssoleobjective,resultinginadeclineinmoralstandards.Traditionalculture,whichlaysgreatstresson(把重点放在)harmonybetweenhumanbeingsandnature,wasregardedasastraitjacket(紧身衣)limitingeconomicgrowth.

TOmakemattersworse,whilewediscardedthesefineelements(原理,基础)oftraditionalChineseculture,wefailedtoabsorbmanyofthebetteraspectsofmoderncivilization(现代文明).Forinstance,theconceptofrightsandobligationsandthatofthesocialcontract(民约论,社会契约论),whichstandforthemostessentialvaluesinamodernsociety,thosewhichconstitutethemostimportantpreconditions(前提,先决条件)forenvironmentalprotectiontoday,golargelyignoredbysomeChinese.

Asaresult,theboundariesofrightsandoligationgsintermsofenvironmentalprotectionoftenbecomeblurred(模糊).Andenvironmentalprotectionprojectsoftenfailtobeincludedinthecalculationofproductioncosts.Inaddition,theenvironmentalrightsofdisadvantagedgroupsaredeprived.

Duetothefailuretotaketheenvironmentintoaccountinoururbanplanning,China’sbigcitiesareexpandingatrapidpace,usinguppreciouswaterresoursce,andresultinginworseningtrafficcongestion(交通堵塞)andairpollution.

Meanwhile,environmentalproblemshavebeencausedinmanyprovincesduetotheirfailuretotakethefragile(脆弱得,经不起折腾得)ecologicalsystemintoaccountwhenplanningtheconstructionofpowergenerationandchemicalplants.

Inviewofallthis,weshouldincludeenvironmentalfactorsinourmacro-economic(整体经济)planning.This,inturn,requiresthatamorerationalstrategybemappedout(筹划、安排某事;详细提出)inplanningthedistributionofmajorindustrialprojects(在建的工业项目,工业施工设计)andenergy-hungry(耗能多的)undertakings(任务、事业).Thisshouldfollowacarefulstudyoftheavailableenergy,land,mineraldeposits(矿床)andbiologicalresources.Excessiveandchaotic(混沌的,一团糟的)exploitationshouldbeturnedintoproperandorderlyuse.

Weshouldalsooverhaul(彻底检查,赶上、追上)thewayinwhichlandplanningisconducted.Thismeansthatsector(部门、领域)monopolyandadministrativeboundaries(行政疆界)shouldbebrokenupandthatregionalandsectoraldevelopmenttargetsbesetaccordingtothepopulationindifferentareas,theirpotentialandcurrenteconomicgrowth,thevolumeofresourcesandtheenvironment’scapacitytoabsorbpollution.

Weshouldalsodeviseanewenergystrategyassoonaspossible.Industrializednationshavedevelopedandmadegreatuseofnewenergyresources,suchasnuclear,solar,windandbiogas(生物气).

Incontrast,China’stechnologicaldevelopment(技术开发)inthisregard(在这点上)notonlytrails(被..拖在后面,跟踪追踪,输失败)thatofdevelopedcountriesbutalsolagsbehindthatoffellowdevelopingnationssuchasIndiaandPakistan(巴基斯坦).Usingnewenergyistheonlywaywecanpursueeconomicgrowthwithoutdoingirreparable(不能修复,不可弥补)damagetoourenvironment.Thereissimplynoalternative.

Thepublichasthebiggeststake(股份,利害关系)inenvironmentalprotectionandis,therefore,thebiggestdrivingforcebehindenvironmentalundertakings.Therefore,localcommunities(地方社区),non-governmentalorganizations,businessandenvironmentalprotectionbodiesallneedtodotheirbit(做自己分内的事,做有益的贡献).Theirinvolvement(参与)shouldnotbelimitedtothetraditionalmethodsoflegislation,supervisionandmakingappealstotheauthorities.Manyotherwaysshouldbeintroduced,includingpublichearings(公平),publicwelfare(社会公益)lawsuits(诉讼),enhancedmediacoverage(增强的媒体新闻报道量)andvoluntaryactivities.

Ecologicalandenvironmentallegislationshouldberealigned(重新排列)andreintegrated(在重新完整)toaccentuate(在突出、强调)theenvironmentaldepartments’positionintermsof(就..而言)unified(统一的)supervisionandadministration.Thisismadenecessaryduetooverlapping(重叠)legislationinthisregard,weakimplementation(执行)ofthelawandnumerouslegalloopholes(漏洞).

Awholesetoflegalmechanisms(办法途径技巧)involvingecologicalcompensationneedstobeintroduced.Thebasicprinciplewithregardtoecologicalcompensationis:

Thosewhoprotecttheenvironmentshouldbenefitandthosewhopollutetheenvironmentshouldpay.

Inadditiontoinstitutionalhardware,wealsoneedtoimprovethecurrentenvironmentalmanagementsystemandestablishacross-sector(部门间,跨部门)co–ordinationmechanism(机制).Forexample,theenvironmentalwatchdogsscatteredacrossdifferentsectorsshouldbeunified.Inadddition,thebodiesenforcingenvironmentallawsshouldbecentralized(把..集中于中央),whilearesearchsystemcoveringstudiesofthe“green”economyandenvironmental–protectiongpolicyshouldbeintroduced.

Inaddition,asystemshouldbeestablishedtomonitorofficials’performanceinthisregard,andanenvironmentalresponsibilitymechanismshouldalsobeputinplace.(环境责任机制也应到位)

Wehaveourhandsfullwithallofthesetasks.Butwhatismostimportantisthatwesetaboutdoingsomethingrightnow.

 

Environmentalproblemsarebecomingmoreandmoreseriousallovertheworld.Forexample,carshavemadetheairunhealthyforpeopletobreatheandpoisonousgasisgivenoffbyfactories.Treesonthehillshavebeencutdownandwastewaterisbeingpouredcontinuouslyintorivers.Furthermore,whereverwegotoday,wecanfindrubbishcarelesslydisposed.Pollutionis,infact,threateningourexistence

Theearthisourhomeandwehavethedutytotakecareofitforourselvesandforourlatergenerations.Fortunately,moreandmorepeoplehaverealizedtheseproblems.Measureshavebeentakentocopewiththeseproblemsbythegovernment.Lawshavebeenpassedtostoppollution.Ihopetheproblemwillbesolvedinthenearfutureandourhomewillbecomebetterandbetter.
